HomeMy WebLinkAbout2012 11-29 PCM MINUTES OF THE PROCEEDINGS OF THE PLANNING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION NOVEMBER 29, 2012 CALL TO ORDER The Planning Commission meeting was called to order by Commissioner Parks at 7:10 p.m. ROLL CALL Commissioners Scott Burfeind, Stan Leino, Parks and Stephen Schonning were present. Also present were Secretary to the Planning Commission Tim Benetti, Director of Business & Development, Gary Eitel, and Planning Commission Recording Secretary Rebecca Crass. Kara Kuykendall was absent and excused. Carlos Morgan and Sean Rahn were absent and unexcused. APPROVAL OF MINUTES —OCTOBER 25, 2012 There was a motion by Commissioner Leino, seconded by Commissioner Schonning,to approve the minutes of the October 25, 2012 meeting as submitted. The motion passed. Commissioner Parks abstained since he was not present at the meeting. CHAIR'S EXPLANATION Chair Rahn explained the Planning Commission's role as an advisory body. One of the Commission's functions is to hold public hearings. In the matters concerned in these hearings, the Commission makes recommendations to the City Council. The City Council makes all final decisions in these matters. CONSIDERATION OF PLANNING COMMISSION RESOLUTION NO. 2012-22 PROVIDING THE FINDINGS AND RECOMMENDATIONS OF THE CITY'S PLANNING ADVISORY COMMISSION REGARDING THE 2012 BROOKLYN BOULEVARD CORRIDOR STUDY AND PRELIMINARY LAYOUT Mr. Benetti explained the amended resolution being considered contains a number of recommendations, findings, goals and visioning statements for certain areas throughout the Brooklyn Boulevard Corridor. Staff further reviewed the following areas: • 49th Avenue to 51St Avenue along • 51 st Avenue to the north side of Hwy 100 • Hwy 100 to 59th Avenue/Bass Lake Road • 59th Avenue/Bass Lake Road to 65th Avenue • 65th Avenue to I-694 • Future land and redevelopment considerations Mr. Benetti pointed out exhibits which illustrate the final version of the resolution being proposed for adoption and approval. He further described areas where the trail ways, boulevard right of way and sidewalks are proposed at various stages along Brooklyn Boulevard. Page 1 11-29-12 �. r. T 1 Commissioner Parks asked if the plan is predicated on other approving bodies such as Hennepin County, MnDOT, State Of Minnesota and Three Rivers Parks. Mr. Eitel explained other government bodies have been invited to provide input, however, since Brooklyn Boulevard is a County road, the City and the County will work together to approve a final plan for implementation. There was further discussion regarding the connection with the trail-way from Minneapolis into Brooklyn Center along Brooklyn Boulevard. Commissioner Leino asked when the Brooklyn Boulevard bridge over Hwy 100 is scheduled for replacement. Mr. Eitel replied that it is scheduled for redecking in 2014 and MnDOT will treat it like all other bridges in the area. He added the County Road 10 bridge over Hwy 100 will probably be done at the same time also, both at the expense of MnDOT. Mr. Benetti explained there are considerations for options to replace existing wood light poles and removal of overhead utility lines from Hwy 100 to 59th Avenue North as well as continuing street enhancements along Bass Lake Road to the west of Brooklyn Boulevard. Mr. Benetti reviewed the intersection of Admiral Lane and 601h Avenue along Brooklyn Boulevard and options to align a common intersection. Mr. Benetti described the area from 63`d Avenue to 65th Avenue including changes to the ramp off 494 onto BrookVn Boulevard heading south and possible acquisitions of single family homes located north of 63` Avenue North. Mr. Benetti discussed the area near 62nd Avenue North to 63`d Avenue and how the area could be better utilized to promote redevelopment of the commercial properties along Brooklyn Boulevard. The corner of 65th and Brooklyn Boulevard was also described as an area that could be better utilized as well as the area along 57th and 58th Avenue for potential acquisition for possible future redevelopment. Commissioner Leino stated that with the new retail coming into the city, he feels it is a good time to look at possible future plans along Brooklyn Boulevard. He acknowledged that this is a long term project that will require a lot of work but many safety and traffic concerns can be resolved with the proposed changes. Commissioner Burfeind stated he appreciates the addition of Exhibit F which shows the long term vision along the corridor and extra opportunities available for land use. He feels staff did a great job with the report. Commissioner Parks asked if the city received any comments from groups interested in pedestrian and bike safety. Mr. Eitel replied the city received a grant to work with sidewalks and trail-ways. He added the study will be coordinated by Public Works and will show gaps and deficiencies in existing pedestrian areas. Commissioner Parks stated he is happy to see the elimination of some of the bus slip offs which leaves more room for pedestrian walk-ways. Mr. Eitel replied that Metro Transit does not like the existing bus slip offs since they are too short to work properly and create a problem for the buses to get back into traffic. Page 2 11-29-12 ACTION TO RECOMMEND APPROVAL OF PLANNING COMMISSION RESOLUTION 2012-22 PROVIDING THE FINDINGS AND RECOMMENDATIONS OF THE CITY'S PLANNING ADVISORY COMMISSION REGARDING THE 2012 BROOKLYN BOULEVARD CORRIDOR STUDY AND PRELIMINARY LAYOUT There was a motion by Commissioner Leino, seconded by Commissioner Burfeind to approve Planning Commission Resolution No. 2012-22. Voting in favor: Commissioners Burfeind, Leino, Parks, and Schonning The motion passed unanimously. The Council will consider the resolution at its December 10, 2012 meeting. DISCUSSION ITEM There were no discussion items. OTHER BUSINESS Mr. Benetti stated he has positive confirmation that Commissioner Leino and Commissioner Schonning wish to continue to serve on the Planning Commission. He added he is waiting to hear from Sean Rahn and Kara Kuykendall. There was no other business. ADJOURNMENT There was a motion by Commissioner Leino, seconded by Commissioner Schonning, to adjourn the Planning Commission meeting. The motion passed unanimously.
