HomeMy WebLinkAbout1973 08-30 PCM MINUTES OF THE PROCEIIDINGS OF THE PLANNING COMMISSION OF THIE CITY OF BROOKLYN CV.3NTER IN T10 COUNTY OF HENNEPIN AND STATE OF MInL7ESOTEA S FP:cIAL SESSION CITY HALL AUGUST 30, 1973 Call to Order: The Planning Commission met in special session and was called to order at 8:05 P.M. by Chairman Pro tem Grosshans. Roll Call: Chairman Pro tern Grosshans, Commissioners Bogucki, Foreman, Scott, and Engdahl. Also present was Director of Planning and Inspection Blair Tremere. Discussion of Ad Hoc The Secretary stated that the meeting had Committee Findings been called to discuss the findings of the Relative to Home Ad Hoc Committee on Home Occupations and Occupations Special Home Occupations. He stated that the second draft of the report contained proposed changes to the City Ordinance definitions of Home Occupations and Special Home Occupations as well as a definition for rummage sales. An extensive discussion ensued and Commissioner Bogucki stated his opposition to the inclusion of a category for special home occupations. He recalled the original action of the Planning cc-mmission, which resulted in a recommendation for the adoption of a Home Occupation definition, and he stated that he was opposed to the Special Fiome Occupation category, which had been included by the Council, in that it bordered on commercial uses. Chairman Jensen arrived at 9:00 P.M. In further discussion, Commissioner Grosshans commented that while he was basically in agreement with Commissioner Bogucki, it was apparent the Ad Iioc Committee assumed there would be a con- tinued provision for Special home occupa- tions. in that regard, he stated that the basic language defining a Home Occupation should be duplicated in the definition of Special Home Occupations. Consensus as to Extensive discussion ensued and it was the Definition Clarification consensus of the Commission to specifically include the basic definition of Home occupa- tions in the Special Home Occupation definition. Recess The meeting recessed from 9:30 P.M. to 10:10 P.M. -1- 8/30/73 i In further review of the Ad Floc Committees ' findings, there was extensive discussion concerning the definition of rummage sales. The Secretary reviewed *ome of the problems which had been experienced in administering the present ordinance which did not contain such a definition. Commissioner Foreman left the meeting at 10:20 P.M. Following further discussion of the need to specify the prohibition of retail sales in a residential district, Commissioner Consensus Developed Jensen determined that it was the consensus to Direct Preparation of the Commission to direct the Secretary of Third Draft to prepare a third draft of the proposed changes, based upon the findings of the Ad Hoc Committee, and upon the discussion of the Commission. He stated that the draft could be brought before the Commission at the September 6th meeting and that final action could be taken to refer the Commis- sion's recommendation to the City Council. Adjournment Motion by Commissioner Engdahl seconded by Commissioner Scott- to adjourn the meeting. The motion passed unanimously. The Planning Commission meeting adjourned at 11:15 P.M.
