HomeMy WebLinkAbout1973 06-25 PCM w � MINUTES OF THE PROCEEDINGS OF THE PLANNING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND STATE OF MINNESOTA STUDY MEETING CITY HALE, JUNE 25, 1973 Call to Order: The Planning Commission met in study Bess on and was called to order at 8:10 P.M. by Chairman Robert Jensen. Roll Call: Chairman Jensen, Commissioners Grosshans, Bogucki, Scott, Foreman and Engdahl. Approve Minutes: Motion by Commissioner Bogucki seconded by 6-7-73 Commissioner Scott to approve the minutes of the June 7, 1973 meeting. Voting in favor were: Chairman Jensen, Commissioners Grosshans, Bogucki, Scott and Engdahl. Not voting: Commissioner Foreman who explained he was not present at the June 7th meeting. Discussed Proposed Chairman Jensen then recognized %d iLnistrative Housing Commission Assistant Dan HartrMan ,aho corm-mented as to the Structure activities of the Couiici.l's Housing Advisory Steering Committee. He noted that the committee had completed i;:s recommenda::ions, and that the committee had asked that the Planning Commission review certain sections of the report, before it was referred to the Council. He noted that one of the duties and responsi- bilities for the proposed Rousing Advisory Commission, was to "Work with the Neighborhood Advisory Committees of the Planning Commission to understand the housing needs of each area of Brooklyn Center" . Mr. Hartman also noted that under the residency requirements of the proposed Housing Advisory Commission, one member of the Commission would be appointed from each of. the six neighborhoods, and that each Commissioner representing a neighborhood would automatically be a member of the Planning Commission's Neighborhood Advisory Group. He stated the recommendation further provided that it would "then be the responsibility of the Neighborhood Committee of the Planning Commission to investigate housing matters and present the neighborhood attitudes and opinions on general and specific housing programs directly affecting their neighborhood" . An extensive discussion ensued and Chairman Jensen stated that he felt the recommendation had merit and should be supported by the Commission. Commissioner Grosshans stated his concern that the Neighborhood Advisory Groups -1- 6/25/73 I Y should be informed of this proposal and that the Commission should have the benefit. of their observations and input before a final endorsement is made of the report to the Council. Chairman Jensen stated that he would develop a letter to the members of the Neighborhood Advisory Groups, informing them of the pro- posed Housing Advisory Commission, and ask that any comments be provided to the Com- mission at its next study meeting through the Neighborhood Advisory Chairmen. Comments on In other business, Chairman Jensen noted that Home occupation the ad hoc subcommittee on home occupations Study had met and had agreed on some preliminary proposals as to modifying the present ordinance. The Secretary stated that the initial draft of the ad hoc committee's pro- posals was being developed and that he had discussed the matter briefly with the City Attorney. The Secretary commented that the matter could be brought to the Commission at the next study meeting and Chairman Jensen re- sponded that the ad hoc committee should have an opportunity to review the draft of the proposals prior to that time. Adjournment: Motion by Commissioner Scott seconded by Commissioner Bogucki to adjourn the meet.incy. The motion passed unanimously. The Planning Commission meeting adjourned at 9:25 P.M.
