PLANNING COMMISSION OF THE CITY OF
BROOKLYN CENTER IN THE COUNTY OF
HENNEPIN AND STATE OF MINNESOTA.
APRIL 12, 1973
STUDY SESSION
CITY HALL
Call to Order: The Planning Commission met in study
session and was called to order at 8:10
P.M. by Chairman Robert Jensen.
Roll Call: Chairman Jensen, Commissioners Bogucki,
Grosshans, Foreman, Scott and Gross. Also
present was Administrative Assistant Blair
Tremere.
Approve Minutes: Motion by Commissioner Scott seconded by
4-5-73 Commissioner Gross to approve the minutes
of the April 5, 1973 meeting as submitted.
The motion passed unanimously.
Consider Proposed The first item of business was considers--
Amendment to Bowling tion of a proposed amendment to Chapter 35,
Alley Parking Requirement regarding parking requirements for bowl-
ing alleys. The Secretary explained that
the request was initiated in conjunction
with an application submitted by mr.
Marvin Nelson, relative to the proposed
oxpansi.on of the Lynbrook Bowl. He noted
various research findings which had been
developed by the staff as well as by Mr.
Nelson, and noted that a requirement of
5 spaces per lane appeared to be reason-
able. An extensive discussion ensued.
Resolution 73-2
Member Grosshans introduced the following resolution and moved
its adoption:
PLANNING COMMISSION RESOLUTION NO. 73-2
RESOLUTION RECOMMENDING ADOPTION OF ORDINANCE
AMENDING CHAPTER 35 RELATIVE TO MINIMUM PARK-
ING SPACES FOR BOWLING ESZ' }3LISfit';D1TS .
WHEREAS, the Planning Commission has reviewed a proposed amend-
ment of Chapter 35 of the City Ordinances which would reduce the
required parking spaces for bowling establishments from seven spaces
per lane to five spaces per lane, and,
WHEPMAS, it appears that technological advances in the bowling
industry and the introduction of faster and more efficient equipment
increase the rate at which turnover of bowlers occurs at the lanes,
and,
WHEREAS, current data indicate that a five space per lane re-
quirernent is reasonable, and,
WHEREAS, it is evident from examination of ordinances of several
metropolitan communities that the five spaces per lane requirement is
deemed adequate, and

WHEREAS, the proposed five spaces per lane ratio meets or exceeds
current City Ordinance parking requirements for various commercial
uses,
NOW THEREFORE BE IT RESOLVED by the Planning Commission of the
City of Brooklyn Center to recommend consideration and adoption of an
ordinance amending Section 35-704 of the City Ordinances as follows:

(e) Bowling (Alleys) Establisbments
(Seven) Five spaces for each (alley) lane.
Additional parking for food and refreshment
facilities shall be determined according
to Subsection (a) , above.

The motion for the adoption of the foregoing resolution was
duly seconded by member Gross and upon vote being taken thereon
the following voted in favor thereof; Jensen, Bogucki, Grosshans,
Foreman, Scott and Gross, and the following voted against the same;
none, whereupon said resolution was declared duly passed and adopted.
Reorganization of The next item of business was discussion
Neighborhood Groups of the reorganization of the Neighborhood
Advisory Groupa. An extensive discussion
ensued and various recommendations were
made as to new members and chairmen.
Chairman Jensen then made the appropriate
appointments designating the respective
chairmen for the six neighborhood advisory
groups.
Chairman Jensen commented that there were
many issues before the Commission, such
as the status report requested on home
occupations and special home occupations,
where the Neighborhood Advisory Groups
could provide a valuable input.
Discussion of The next item of business was an extensive
Public Hearing discussion concerning the format of the
Plans May 17th public hearing, regarding home
occupations and special home occupation
provisions of the City Ordinance.
Consensus Developed It was the consensus of the Commission
Directing Preparation that the Secretary should be directed to
of Position Paper on develop a position paper reflecting the
Home Occupations - concerns of the Commission as well as
current ordinance provisions. It was also
determined that a set of questions to pro-
vide guidance in securing public input at
the May 17th hearing should also be in-
cluded. Chairman Jensen directed the
Secretary to present the position paper
and public hearing format for final re-
view at the May 10th meeting.

Adjournment Motion by Commissioner Foreman seconded
by Commissioner Gross to adjourn the
meeting. The Planning Commission meeting
adjourned at 11:40 P.M.
