The item was introduced by the Secretary who stated the applicant was proposing a mod- ification of the site and building plans for the Earle Brown Farm Patio Homes at 69th and Shingle Creek Parkway. He stated the developer was anxious to get City approval of the modified site and build- ing plans for Phase II, apparently with the intent to begin securing financing for the construction of that phase. He noted that concern had developed at the September 6th meeting relative to whether the City should even enter into a review of the proposed plans until such time that phase I was totally constructed. He commented that while the site work had been completed on phase I, two of the ap- proved buildings had yet to be construct- ed. The Secretary explained there was defi- nitely merit in proceeding with at least the planning review etage of the applica- tion, given the long and arduous exper- ience with this project. He stated that if the review process were terminated at this time until the project was physically 100/ complete, there would be substantial time involved in reviewing past policies and experiences as well as proposed plans which might be subject to substantial revision. He stated that by proceeding at this time, substantial ground could be covered as to the basic concerns of the neighboring property owners as well as the City, relative to the design of Phase II. He stated that some formal indication was desirable from the Commission as well as the Council, relative to the condition of approval since, taken literally, it con- flicted with the desires of the applicant. He stated further that should the review be culminated, a recommendation for ap- proval could be made subject to the con- dition that work would not progress on Phase II until Phase I was totally com- pleted. He stated that such trips had been conducted in the past and afforded an excellent opportunity for the Com- mission and Council to review approved developments on the actual sites. It was the consensus of the Commission that such a field trip would be highly desir- able and directed that the Council be presented with the suggestion that a field trip by conducted on Saturday, November 10th. Adjournment Motion by Commissioner Bogucki seconded by Commissioner Scott to adjourn the meeting. The motion passed unanimously. The Planning Commission meeting adjourned at 10:50 P.M.
