The statiOn has been unoccupied for approximately a year and a half. The applicant has indicated that, if all required permits can be secured, the resent station vvjill be "upgraded" and the gasoline sales i.,iill commence this year. The long range intent is, however, to de-wolish the station and rebuild the structure in a year or so. It is our understanding that the applicant does not own the station site at this time; acquisition depends upon getting permits. to -1--he applicant's long range plans, it is significant to note the site is substandard according to ordinance provisions for new station construction. rior examples the ordinance minimum site area is 20,000 sq. ft. vs. the 10,000+ sq. ft. for this locatioij) . The present- site and building are in need of substantial renovation. F-14 1fie exte-'rior finish of the building has deteriorated, due to the lack df- izia-inteniance. The applicant has not submitted any plans indicating the planned decor. The site is generaliv in poor condition2 1. The easterly portion is unpaved and is not sodded. There is no landscaping; 2. There is no perimeter curbing around driving and parking areas; 3. There is no greens-trip ;i'15 ft.) at the front boulevard • alleal or at the slide lo-t 1-ine 3-5 fie) . 4. The Pre--jent paving is in poor shape.- i'L is bituminous which is not. reco7.wcended for service stations; there are slabs of cl.,,n.crete a-re-und the paved area; • AppliCatiOa Mc. 73036 Cont'd. Page 2 5. :.ghere Ls e:,Cisting sign standards which are in disrepair and of c m ,iiestionable conformance with the ordinance. The basic issue is whether there is merit to issuing a special use perrait for the p.roposed operation. one argument in favor of such a perrait viould be the required upgrading of the site and elimination ol an eyesore. An opposing argument would loc& to long range planaing of the area, i.e. , eventual demolition of the building and development of the site with a commercial expansion ox the shopping center. There are currently 23 act-JiLve service stations in the City; there are 3 inactive stations, including this one. There are two service stations within one block og the subsect site ',Super America and ,01nion 761 . Should the policy de t:eratinat:ion conclude there is merit to this request, particular attention should be given to the following • "Standard for Special Use perraits" -V The Special. use shall, in all other respects, conform to the applicable reg-alation of the district it which it is located. On this basis, site and building plan review and approval should be required as a condit-ion of the permit. in that regard, the reco-ameadation would be to table the applica- tJLon to pe-77ait the applicaiat -:-.he opportunity to develop site and building plans for the intended renovation of the site. • C 7 p4 •
