The specific request is for site and building plan approval for a 3,625 sq ft. retail convenience center which includes a small food s tare. There is a definite parallel with this 3.17 acre area and the C 2 parcel at 69th and Humboldt. Quadrant of intersection of 1-94 and T.H. 152 Request: Rezone from R-5 to C-2 The applicant seeks rezoning of the 4 acre site to permit proposed construction of a motel and restaurant. The public hearing has been scheduled and neighboring property owners have been notified. The West Central Neighborhood Group has also been notified. Questions on this proposal include: access; effect on area and compatibility with Comprehensive Plan. Regarding access and traffic, it would be essential to review a traffic analysis for this site. The Director of Public Works will comment further. Regarding the ramifications on the area, the Comprehensive Plan calls fcr a "Planned Development" of this entire area along Brooklyn Boulevard, and does tact speak to a large commercial development on this site. Per normal Conmiission procedure, the matter will be referred to the Neighborhood Group for further study. Farr Development Locations Shores Townhouses, Lake Curve Lane Requests Preliminary Plat Approval The applicant seeks preliminary plat approval for the Shores Townhouse development on County Road 10 west of O'une Avenue North. Phase One consists of 40 individual home lots and a common area lot --- all of which are contained in 9 separate blocks. The Phase II areas is shown as a second lot of the Phase I common area block. It should be redesignated as an Outlot, until such time that the second phase is platted. Approval would be subject to the following conditions : • 1. Final Plat is subject to the requirements of Chapter 15 of the City Ordinances . 2. Final Plat is subject to review by the City Engineer. 3. The ownership, management and maintenance of all outside common areas and common facilities, including roadways, utilities and street lighting, shall be under the jurisdiction of one homeowners association. 4 . Homeowners association agreements and bylaws shall be submitted to the City; shall be subject to review by the City Attorney qviNINIP't and shall include$ a. Request.- Site and Building Plan Approval The applicant is seeking site and building plan approval for Phase 11 of the Shores Townhouse Project. The item is presented at this time for conceptual review and informational purposes only. When the master plan and Phase I were approved 'Application No. 70012) , site and building plan review for phase II was stipulated. Extensive research has been done relative to the several applications submitted for development of the entire Twin Lake North area, and a synopsis of this study is being prepared. Discussions have been held with personnel representing the developer as to the planning of this area, and as to various problems which have been realized over the course of the development. We will be prepared to discuss the application and preliminary Plans in some detail.
