Adj au rnment a PLANNING COMMISSION INFFORMATION SHEET • Application No. 73020 Applicant: Kraus-Anderson caf St. Paul Locations 5525 Xerxes Avenue North Request: Site and Building Plan Approval. The applicant's plans are for a 114 seat McDonald's Restaurant in the Brookdale Perimeter southerly of Midwest Federal Savings. Extensive discussions have been held with the applicant regarding the design of the restaurant and certain signery indicated on the nationally standardized plans. The decorative beams or timbers on the roof will not be lighted and the "McDonald's'! roof sign will not be used. The applicant has been informed that plans are approved exclusive of all si.gnery, and the above are not subject to variance request for roof signs. Other aspects considered includes 1. Parking. 76 spaces are provided; 57 are required, per the 114 seats; this leaves 19 extra for employees and overflow. 2. Walkways. The walkways from the building should be extended to the public walkway on the boulevard. I. Landsrapiaq. a. Consideration should be given to specifying some berming and/or stall knolls in the boulevard area b. The pivet hedge shown on the plan should be extended along the northerly greenstrip. C. Additional trees are suggested - about four ._ throughout the site, including the large delineator in the northerly parking lot. Building Playas ate subject to approval by the Building inspector with respect to applicable building codes, prior to issuance of permits= 2. Drainage, Grading and Utility plans are subject to approval by the City Engineer prior to issuance of permits= 3. A performance agreement and financial guarantee (in an amount to be determined by the city Manager) shall be submitted to the City to assure the in- stbilation of site improvements as shown on. approved plans; 4. plan approval is exclusive of all signery, and the decorative timbers on the roof as indicated • by submitted plans shall not be internally illuminated 6. Walkways extending from the front of the building shall intersect with the public walkway in the Xerxes Avenue Eoulevard; 6. Although the applicant has discussed his plans with us for some time,, plans were not submitted until last Friday. The planst in effect, represent "Phase SI" of the Columbus village project. Substantial revisions have been made, and the staff has not had the opportunity to fully evaluate the changes. (Notes the original. "Phase IZ" was approved almost two yearn ago) . • Recommendation is to offer comment as to the concept and to table the application until the 13th. PLANNING COMMISSION INFORMATION SHEET • Application No. 70070 Applicant: Sheehy Construction Co. Location: 1703-1707 69th Avenue North. Request: Amend original site/parking plan The applicant is proposing the addition or 12 parking stalls southerly of the Phase I building, in front of the garages. The alleged "need" is for convenience; there is not a parking deficiency. The applicant contends the "close in" parking is "needed" because tenants, living in the wings of the building furthest from the parking facility, are complaining about walking distance. It is our opinion that the situation is the result of managements failure to effectively use the existing facilities, and that there is no basis for granting the request. • There are 80 spaces in the garages and 60 outside spaces around the building. There are in addition to over 120 spaces in the .main lot easterly of the building, which has 120 units. There are no controls, such as assignment of spaces - other than the garages. Consequently the "first come, first served" filling of vacant spaces has resulted in tenants and visitors parking on the lawn and property to the west, as well as in tenants com- plaining about walking distance. The 80 garages are all rented, cpmbined with the 60 spaces "near" the building, there is more than I space per unit already. This does not account for the first two rows of parking spaces in the main lot which are as close as the garages. The problem could be alleviated using existing spaces, and effective control procedures. There is definitely a potential for an undesirable prrecedent# namely, intruding on green space for convenience parking. This is particularly significant here* since there are two more buildings approved on this site. Race ..erdation is for denial., noting that the "need" ca n be re- solved using existing facilities* and that there are undesirable precedent ramifications.
