Adjournment: s r � '� • Planning Commission Information Sheet Application No. 77017 Applicant: Super America, Inc. Location: 6545 West River Road Request: Special Use Permit The applicant seeks a Special Use Permit including Site and Building Plan approval for a proposed retail store, service station involving the expansion and remodeling of former Shell Oil Service Station at the southwest corner of 66th and West River Road. The existing building contains approximately. .1700 square feet and the applicant proposes an addition of approximately 1 ,050 square feet. The submitted plans also indicated extensive revisions of the curbing and paving to accommodate customer and employee parking. The applicant also proposes the construction of two canopies covering the pump island areas, one on the north side and one on the east side of the building. We have reviewed the plans with respect to engineering of the site as well as compliance of the building with applicable State Codes. The building must be brought into conformance with the existing State Energy Code and the plans calil for the installation of the required automatic fire extinguishing system. We will be prepared to discuss the site and building plans in detail . Concerns include design and parking of the driving areas; setback of the canopy structures from the property line; screening of outside trash disposal and mechanical equipment; uniform exterior finish of the structure; and the landscaping of the perimeter green areas. A public hearing has been scheduled. Approval would be subject to the following: 1 . The permit is issued to the applicant as operator and is non- transferable. 2. The use is subject to all applicable ordinances and regulations including special licensing requirements, and violation thereof shall be grounds for revocation of the permit. 3. Building plans are subject to approval by the Building Official with respect to applicable codes prior to the issuance of a . permit. 4. A Performance Agreement and supporting financial guarantee (in an amount to be determined by the City Manager) shall be submitted to assure completion of approved site improvements. 5. Site grading, drainage and paving plans are subject to approval by the City Engineer. 6. All signery on the site shall be in"conformance with the require- ments of Chapter 34. (Sign Ordinance) 7. All outside trash disposal and mechanical equipment shall be appropriately screened. 5-26-77 s • • s ■ ' � 1 � ��■fir. � � t ■ r�: t A db e Planning Commission Information Sheet Application No. 77018 Applicant: Ronald Jaroscak • Location: Northeast corner of 62nd and .Camden Avenues North Request: Preliminary Plat Approval The applicant proposes the division into -two lots of the corner property which presently contains a-single family dwelling at the north end at the corner of Camden Avenue and Camden Court. The new lot meets the ordinance requirement as to area (10,500 square feet) and the depth (184 feet) exceeds the ordinance requirements. The width of 74.88 feet is 15.12 feet less than the ordinance minimum for corner lots. Thus there is also a variance consideration in the application and a public hearing has been scheduled.. We have reviewed the corner lot with characteristics of this area, and the proposed width of approximately 75 feet is consistent with the established 75 to 77 foot lot widths for corners in this R-1 zoned neighborhood. We will be prepared to review this matter in further detail . The appliant pro- poses to construct a single family home on the newly created lot. - Approval in addition to acknowledging the' lot width variance would be subject to the following: 1. Final plat is subject to review and approval by the City Engineer. 2. Attached is a letter from the applicant describing the proposed use. A Special Use' Permit is necessitated by the retail sales and educational use included in the proposed occupancy. A public hearing has been scheduled. We have reviewed with the applicant the City concern for rejuvenation of the site per approved plans since through the gross lack of maintenance for the last couple years, the site improvements have deteriorated substantially. The applicant proposes certain interior remodeling to accommodate the specific . use, and we will be prepared to discuss the floor plan in detail . Approval would be subject to the following: 1 . The permit is issued to the applicant as operator and is not • transferable. _ � • 2. A portion of the requiredpspaces may be deferred as.indicated on the plans approved under Application No. 74022 until such time that the installation of the additional spaces is deemed necessary by the City Council ; provided that the deferred area is planted and maintained with viable turf and vegetative material . 3. A portion of the required underground irrigation may also be deferred as indicated on the approved plans for the area north of the building and parking lot; provided that such system shall be extended to the north boundary greenstrip at such time that the deferred parking is installed. 4. The site lighting shall- be repaired and/or installed so that it will be functional prior to issuance of the permit. 5. All landscaping and parking lot improvements shall be rejuvenated, replaced, or installed consistent with the approved plans 6. Our piano and organ warehousing and distribution. Keyboard merchandise tomes from factories (principally in the east) via semi-trailer and will be elivered to this building for storage until needed by one of our 15 stores. • he merchandise is then unboxed, checked and made operational in all respects and subsequently delivered to a particular store or customer. 2. Our Guitar wholesale business. We buy, warehouse and sell Yamaha guitars for distribution at the wholesale level to our own stores plus other music stores throughout the country. This operation will occupy part of the Ouilding. 3. Our Publishing company. We print music to be sung by school and church dhoirs, and played by school bands and orchestra. Although the printing will continue to be done elsewhere, the warehousing of the product and the mailing and distributing of it, plus the editing, will be done in the building. 4. Our School Instrument warehousing and distributing. Essentially the same operation as the keyboard warehousing, described in Paragraph 1, this Operation services our 15 stores with school band and orchestral instruments plus all of their accessories. 5. retail store. We plan on closing the store which presently occupies about g,000 square feet in Robin Center, Robbinsdale, and incorporating it in this uiiding. Because the warehousing and distributing operations concentrate a great deal of merchandise in one place, we feel an opportunity for effective retailing exists, not at all unlike the philosophy of the building's former Occupants, although we have no intentions of vacating in the manner in which • i�hey did. . The plans approved for the Car X Muffler Shop comprehended a "future development on he south portion of the property. A significant aspect of this development is that it is a common site development in Which required parking spaces are provided on the property as a whole. The property at the present time contains two separate tracts and a condition of approval of the Car X site and building plans was that the property would be co fined through platting or registered land survey as required by the Zoning Ordinance. The plans for the Winchell Donut Shop indicate adequate parking is provided for each of the uses, however, a certain number of spaces have been deferred for the Car':X facility, and the land area for those spaces is on the south portion of the sit* adjacent to the proposed doughnut shop. We �ave reviewed the plans and will be prepared to discuss them in detail . In- cid#ntally, there is a Winchell 's Donut Shop at the southeast corner of County Roao 10 and Winnetka Avenue North in New Hope. • Approval would be subject to the following: 1. Building plans are subject to review by the Building Official with respect to applicable codes prior to the issuance of permits. 2. Grading, drainage, berming and utility plans are subject to review by the City Engineer prior to the issuance of permits. 3. The proposed occupancy is toy';and recreational equipment sales. The applicant represents the owner-developer - con''ractor-operator which is based in St. Louis, Missouri . We ave reviewed the plans extensively with the applicant and will be prepared to �omment on them in detail . Concerns include landscaping; exterior finish of building; and site engineering. At shed is a copy of a letter from a representative of the applicant listing the type of merchandise which would be marketed from the facility. The applicant pro oses to complete construction and obtain occupancy permits for the fall pre- hol day sales season. Approval would be subject to the following conditions: 1.
