The application was initiated in 1971 for approval of an addition to
the plant. Conditions o:E -Chat approval included site upgrading and
the burial. or eliminat-ion of all above ground storage tanks. That
improvement and other site work was not completed by 1974 when the
Council revie,Pied the app-lUicant's site performance bond.
The Council in 1974 adopted Resolution No. 74-82 establishing
a scheClule for completing the improvements. All tanks are to be
buried by July 1, 1976. The applicant has buried the main tanks,
but some smaller ones reynainj it Jx-s prol.-)osed that the above ground
level for these is more appropriate, and the applicant would prefer
to retain them.
The ordinance requirement. for fuel storage in the industrial district

earth or opaque structural mat-erials, aesthetically compatible with

RECOMMENDATION FOR DETERMINING COMMUNITY ATTITUDE
ON ZONING ORDINANCE YARD SETBACK STANDARDS
•TO: Mayor and Members of City Council
FROM: Planning Commission
DATE: March 12 , 1976
I. BACKGROUND
The Planning Commission has. proceeded according to the following
guidelines established at the January joint meeting.
1. Alteration of existing setback standards , if warranted on
a community-wide basis, should be accomplished via ordinance
amendment rather than through granting variances.
2 . Determination of prevailing community thinking as to
desirability of existing standards or to alteration of
the standards is vital, including substantial community
input.
3. The staff and Planning Commission should review and
recommend to the Council appropriate means for eliciting
community opinion and providing opportunities for direct
community input relative to the issue of yard setback`
standards.
Several methods were reviewed, including: press coverage; public
hearings; consultation with the Neighborhood Advisory Groups; phone
survey; community attitude survey conducted by local service organ-
izations; professional scientific opinion poll and analysis; and a
combination of the above.
Evaluation of the methods considered the Council ' s desire to resolve
the matter of setback standards as soon as possible; the administra-
tive time and monetary costs; and thoroughness .
II. RECOMMENDATION
A multi-faceted approach using local resources to conduct a com-
munity attitude survey is recommended.
This would involve press coverage; City staff resources; volunteer
service organizations such as the Jaycees and the League of Women
Voters; and review sessions with the Neighborhood Advisory Groups.
A program of action is outlined below.
III. SCOPE
The study should be limited to the issue of yard setback standards,
and specifically to whether such standards should 'b-e retained or
revised, in whole or in part. The extent of any change should be
established by the Council.

I.V. TIME
A target date of May 1, 1976 should permit adequate time to pre-
pare, conduct and analyze a survey. This depends upon the capa-
bilities of the volunteer assistance groups and the availability
of financial resources.
V. COSTS
General costs include City staff time and use of City materials
and equipment.
Specific costs include postage for return questionnaires, and
would vary with the size of the sample and the format (postcard
or letter) . The range would be $750 - $1,100 maximum.
VI. TENTATIVE PROGRAM
1. Staff and Commission draft questionnaire.
2 . Local press coverage of background information
and purpose of survey.
3. Coordinate preparation and distribution of
survey throughout City by Jaycees.
4. Conduct discussion session with Neighborhood
Groups.
5. Receive and tabulate returned survey forms.
6. Develop report and submit to City Council.
7. Concurrently review various possible ordinance
changes developed by staff with the intent of
eventually making specific recommendations to
Council, if change is warranted.
This report was approved by the full Commission at its regular meeting
on March 11 , 1976.
