Planning Commission of the City of
Brooklyn Center in the County of

June 25, 1970
The Planning Commission met in study session, and in the
absence of a quorum, was called to order by Chairman Robert
Jensen at 7:35 P.M.
Roll Call: Chairman Robert Jensen, Commissioners Karl
Schuller and Henry Bogucki. Also present was Acting Secretary
B. E. Peterson.
The initial part of the meeting was spent discussing
membership attendance at the regular and study sessions of the
Planning Commission. Chairman Jensen suggested that the full
Commission formulate an attendance policy setting forth the
number of absences that would be allowed before a Commissioner
is requested to resign from the Planning Commission. Chairman
Jensen did state, however, that he would like to discuss the
matter with the full Planning Commission before any action is
taken.
The next item for discussion was the Richard Zejdlik
Application No. 70014 requesting rezoning from R1 to R3. Said
application was tabled on May 7, 1970, for referral to the
Northwest Neighborhood Committee. Commissioner Bogucki stated
that he and Chairman Doug Olson of the Northwest Neighborhood
Committee met on June 24th to discuss said application and
reported that the Committee reccxmmends approval of this appli-
cation. Chairman Jensen then requested the Secxetary to pl-►
this application on the July 2nd regular Planning commi¢Qion
meeting. Commissioner Bogucki expressed concern that the
proposal reflect two parking spaces per dwelling unit if the
rezoning is subsequently approved.
The next item for consideration was to have been a review
of the Comprehensive Plan by theirest Central and Southwest
Neighborhood Committees. chairman Jensen stated that since
Commissioners Grosshans and Nicho s were not present, no action
would be taken. He also said that if Commissioners Grosshans
and Nichols are unable to meet with their respective neighbor-
hood committees, other Commission rs will have to do so in
order to expedite the review of the Comprehensive Plan.
The next item for prelimina review was Planning
Commission Application No. 70036 ubmitted by Rapid Shop for
site and building plans for a small shopping center at the
southeast corner of 69th and Humb 1dt Avenues North. The
Secretary stated that this applic tion will be on the July 2nd
Planning Commission agenda. Comments expressed were favorable
to said application with the exception of indicated roof signs.
The members of the Planning ommission and the secretary
next discussed nursing homes and a kinds of amenities that
should be included in any propose nursing home in Brooklyn
Center. There was concern expres ed that possibly three beds
per room was maximum. Other deli able features were:
1) Some kind of local control over nursing homes,
possibly through a City licensing;
2) Carpeting throughout th entire building;
3) Appropriate recreational, facilities.

Members of the Commission next discussed the desirability
for funding from the City Council in order to permit retention
of planning consultants for specific studies and to permit
reprinting the updated Comprehensive Plan.
The last item discussed was signs along Interstate
Highway 94. The Acting Secretary was told to examine the
Iten Chevrolet sign application, Ho. 65018, as an example of
a variance granted for a business sign adjacent to an Inter-
state Highway. The Commissioners generally stated that the
type of signery located on the freeway should be functional in
nature and minimal in size. It was the general consensus of
the Commissioners present that the present sign ordinance was
satisfactory; however, the staff was instructed to examine
further the idea of establishing a freeway oriented sign
classification.
The Planning Commission adjourned at 10:40 P.M.
