Planning Commission of the City of
Brooklyn Center in the County of
Henne�jin and State of Minnesota
October 28, 1970
The Planning Commission met in special session and was called to
order by Chairman Robert Jensen at 8:10 P.M.
Roll Call: Chairman Robert Jensen, Commissioners Henry Bogucki,
Karl Schuller and Robert Grosshans. Staff members present were:
James Merila and Tom Loucks.
The first item of business was consideration of a study prepared
by Midwest Planning and Research, Inc. , in regard to Application
No. 69005 submitted by Bryant Investment. Mr. Loucks indicated
that the City Council had commissioned Midwest Planning to do an
in-depth study of the area south of Twin Lake and the land uses in
that vicinity. He indicated that the study, as submitted, has std
very far reaching effects and should be given the utmost considers
because it is essentially a recommendation to Change the whole pre-
cept of the southwest neighborhood and its relation to the existing
Comprehensive Plan. Mr. Loucks briefly summarized the report to the
Commission and indicated that if the proposal has merit, its pro-
visions should be embodied in the existing Comprehensive Plan. He
indicated that the staff had certain minor modifications to propose
to the land use scheme as indicated by the report. The Commission
then discussed the plan as submitted by Midwest Planning and the
modifications to that plan as recommended by the staff.
It was the consensus of the Commission, after discussions and
a-liber_ati.ons, that the scope of the plan dictates that there should
be intensive analysis Of the Midwest Report and the staff proposal
that would amend the study.
A motion was mad® by ccwmaisSi.oner Grosshans and seconded by
Commissioner Schuller to defer any action on the study until the
meeting of November 19, 1970, to provide the Commission with
additional time to study the proposal and to give the staff additional ,
time to refine its recommended modifications. Motion carried
unanimously.
The next item of business was Application No. 70037 submitted
by Ronald Krank. The application was introduced by Mr. Loucks who
stated that the Planning Commission had approved phase one of the
application on July 13, 1970. He indicated that the applicant is
now proposing to construct phase"'one and phase two of the project
simultaneously. He noted that there is a change in phase two from
the original proposal in that the applicant is now proposing an
18,000 square foot super market.
Motion was made by Commissioner Grosshans and seconded by
Commissioner Schuller to recommend to the City Council approval
of the modified site and building plans subject to the following
conditions:
1. Utility and drainage plans and adequate site elevations
must be submitted to the City Engineer for approval;
2. The building plans are subject to the approval of the
Building Inspector with respect to applicable building
codes;
3. A performance agreement and performance bond (in an
amount to be determined by the City Manager) shall be
submitted to the City to guarantee site improvement
as designated on the plans submitted;

4. Any mechanical equipment and vents on the roof shall
be adequately screened;
5. Installation of concrete driveway islands of a design
approved by the City Engineer:
6. Installation of curbing on the east side of the lot and
south of the Union Oil Service Station may be deferred
for three years to give the applicant time for develop-
ment of adjacent property subject to the following
conditions:
a. Notwithstanding the above conditions, the City
may require the installation of curbing at any
earlier time if deemed necessary;
b. If during this period of time, the adjacent area
should develop with a plan that would not require
a curb, and the City approved that plan, the City
could waive the curb requirements in these areas;
7. Parking lot perimeter curbing, other than listed under
Item 6, shall be installed and parking stalls shall
be painted, as specified in the Zoning Ordinance;
8. An approval of the application does not include approval
of any signs;
9. All areas, including the rear and sides of the building
shall consist of a decorative block or face brick in
lieu of the concrete block as shown on the plans;
10. The mansord roof as shown on the plans shall be extended
to include all areas of the roof including the rear and
sides;
11. Prior to the issuance of a building permit, the appli-
cant shall submit to the City a solid waste disposal
plan including screening as well as showing provisions
for the screening of loading areas.
Motion carried unanimously.
Motion was made by Commissioner Bogucki, seconded by
Commissioner Schuller to adjourn. The motion carried unanimously.
The Planning Commission adjourned at 11:05 P.M.
