HomeMy WebLinkAbout1974 08-01 PCM MINUTES OF THE PROCEEDINGS OF THE PLANNING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION CITY HALL AUGUST 1, 1974 all to Order The Planning Commission met in regular session and was called to order at 6:00 p.m. by Chairman Carl Gross . Roll Call Chairman Gross , Commissioners Grosshanns , Engdahl, Foreman, ,Pierce, and Horan. Also present was Director of Planning and In- spection Blair Tremere. Approval of Minutes Motion by Commissioner Foreman seconded by 7-11-74 Commissioner Pierce to approve the minutes of the July 11, 1974 meeting as submitted. The motion passed unanimously. Application No. 74041 The first item of business was consideration (Howard Beggs) of Planning Commission Application No. 74041 submitted by Mr. Howard Beggs . The item was introduced by the Secretary who stated the applicant was seeking a special use permit for a home occupation which consisted of the manufacture of rubber stamps and involved stock in trade and special equipment at the applicant ' s home, 6230 Colfax Avenue North. Chairman Gross recognized the applicant who briefly described the nature of the operation and the type of equipment which was used. He stated the activity would be centered in the basement. and that the equipment occupied a space not larger than aft. by 3ft. He stated the primary piece of equipment was similar to a waffle-iron and explained that there would be a small amount of materials needed to manu- facture the stamps . Mr.. . Beggs also stated that the sales would be conducted through mail and phone orders only. A brief discussion ensued and Commissioner Engdahl inquired as to the nature of the stock of materials . Commissioner Horan also in- quired as to the amount of rubber which would be kept on the premises . The applicant re- sponded that basically the inventory con- sisted of wood for handles and bases as well as a few sheets of the rubber material from which the stamps were made. Chairman. Gross noted that a public hearing had been called and he recognized the resident of 6236 Colfax Avenue North and the resident of 6233 Bryant Avenue North, who stated they had no objection to the applicant ' s request. -1- 8/1/74 Chairman Gross then waived the reading of the remainder of the names of notified property owners in that they were not present. Motion by Commissioner Foreman seconded by Close Public Hearing Commissioner Horan to close the public hearing. ; The motion passed unanimously. Following a brief discussion there was a Action Recommending motion by Commissioner Grosshans seconded by Approval of Applic n Commissioner Engdahl to recommend approval of No. 74041 Planning Commission Application No. 74041 sub- (Howard Beggs) mitted by Howard Beggs subject to the follow- ing conditions . 1. The use is subject to all applicable ordinance provisions and violation thereof shall be grounds for revocation of the special use permit. 2. Retail sale of merchandise to the public on the premises is expressly prohibited. The motion passed unanimously. The next item of business was reconsideration Application No. 74036 of Planning Commission Application No. 74036 (B.C.D.C.) submitted by Brooklyn Center Development. Corporation. The item was introduced by the Secretary who explained that it had been tabled at the July 11, 1974 meeting and comprehended rezoning from R-5 to I-1, that area south and easterly of the Earle Brown Farm Apartments on 69th Avenue North. The Secretary also com- mented that the Chairman of the Northeast. Neighborhood Advisory Group had stated that there were no objections to the application, noting that it was consistent with the Comprehensive Plan. The Secretary stated that concerns generated by the application included : 1) the stratus of the remaining R-5 land easterly of the Earle Brown Farm Apartments ; 2) completion of ap- proved improvements of the Earle Brown Farm Apartment site which would now become a free- standing site and not a phase of a three building development; 3) the need to replat the entire area prior to any subsequent de- velopment; and land planning considerations relative to the proposed I-1 area . An extensive discussion ensued and Chairman Gross noted there appeared to be a discrepancy between the scaled dimension of the submitted survey and the indicated dimensions . The Secretary responded that the applicant had stated the discrepancy was due to the blue- printing process and that the dimensions would be verified prior to the City Council meeting.
