HomeMy WebLinkAbout1975 02-27 PCM MINUTES OF THE PROCEEDINGS OF THE PLANNING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDY MEETING CITY HALL February 27 , 1975 11 to Order: The Planning Commission met in study session and was called to order at 8 : 15 p.m. by Chairman Carl Gross . Roll Call: Chairman Gross , Commissioners Engdahl , Scott , Horan, Pierce and Jacobson. Also present were Director of Public Works James Merila and Director of Planning and Inspection Blair Tremere. Approve Minutes : Motion by Commissioner Horan, seconded by 2-13-75 Commissioner Engdahl to approve the minutes of the February 13, 1975 meeting as submitted. Voting in favor were : Chairman Gross , Commissioner Engdahl , Horan , Pierce and Jacobson . Not voting: Commissioner Scott, who explained she was not present at the meeting. The motion passed. Review Land Subdivision The main item of business was review of land use and Land Use Policies : and subdivision policies in the Southeast and Southwest neighborhoods . The Secretary presented graphic data as to the present subdivision of the Southeast neighborhood and an extensive discussion ensued as to lot width and future subdivisions of unplatted land. Extensive discussion also ensued as to ramificat- ions of proposed I-94 freeway through the South- east neighborhood with particular attention directed to the zoning of land adjacent to the freeway corridor. Commissioner Foreman Arrived: Commissioner Foreman arrived at 8 : 45 p.m. In further discussion , the Secretary stated it would be appropriate for each Commissioner to develop a list of questions and a list of data items for continued review of the area. He explained that the staff would be continuing its analysis and development of various visual needs to accurately represent the housing stock and land uses in the Southeast and Southwest areas . The Secretary also discussed several concepts as to modified subdivision policies , one of which being the development of subdivision guide- lines to be applied to the R-2 zoning district . He explained that that district encompassed the vast majority of substandard residential lots and unplatted parcels throughout the City, and that the Comprehensive Plan had recommended an R-2 type zoning to stimulate the combination and development of the smaller parcels . Recess : The meeting recessed at 9 : 15 p .m. and resumed at 9 : 30 p.m. In further discussion , the Commission reviewed the chapter of the Comprehensive Plan regarding the Southeast neighborhood. -1- 2/27/75 In other business , the Secretary requested that Other Business the Commissioners review the roster of citizens who were designated members of the various neighborhood advisory groups throughout the City. He stated that as the review of the Comprehensive Plan proceeded, consultation with these groups would be appropriate at various times and assurance should be made that the groups were duly constituted. Motion by Commissioner Foreman , seconded by Adjournment Commissioner Engdahl to adjourn the meeting. The motion passed unanimously.
