HomeMy WebLinkAbout1975 12-04 PCM MINUTES OF THE PROCEEDINGS OF THE PLANNING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION CITY HALL DECEMBER 4, 1975 Call to Order: The Planning Commission met in special session and was called to order by Chairman Carl Gross at 7:30 p.m. Roll ' i ' Chairman Gross, Commissioners Foreman , Horan, and Pierce. Also present was Director of Planning and Inspection Blair Tremere. ;'onsaderation of Chairman Gross explained that the meeting had been Aul ; �. ,+70r� No. 75043 called to continue deliberation of Application No. Ye°n Bell Telephone) 75043, submitted by Northwestern Bell Telephone Company, which had first been considered at the November 13, 1975 meeting. The Secretary reviewed the original application and the proceedings of the earlier meeting. He stated the initial request had been to expand the parking and related site amend- ments to the special use switching facility located at 1101 - 65th Avenue North, so to accommodate an intended remodeling for "temporary" offices. He stated the item had been tabled to p errit the applicant the opportunity to review the screening needs on the site and to allow the staff and applicant to pursue the suggested joint parking agreement with the Brooklyn Center High School in lieu of the proposed parking lot expansion on the site itself. The Secretary explained that the applicant had pursued the concept of a parking lease agreement with the Brooklyn Center School District and that an agreement had been drawn, which was satisfactory to both parties. He stated that the superintendent of the school district had confirmed the agreement was amenable to the in- dividual• school board members and that formal action would be taken by the board at its meeting on Monday, December 8. Chairman Gross commented as to a letter delivered to the neighboring property owners by the `Telephone Company relative to proposed landscaping and screening improvements 'on the site, which would be undertaken next spring. The Secretary suggested that a formal hearing be held at a subsequent meeting for which notices would be sent to the involved property owners. He suggested the purpose for the meeting would be to confirm the site improvements for the special use site. The Secretary also commented that the concept of joint parking had substantial planning merit in that it re- presented a maximazation of resource utilization, and avoided the temporary and unnecessary additional paving of the now landscaped property. Chairman Gross recognized Mr. Peterson and Mr, Hampton who represented the applicant and a brief discussion ensued. Mr. Hampton stated that the lease agreement compr& nded parking for twenty automobiles and had an initial term of three years. He stated this term was consistent with the projected needs of the Telephone Company for temporary office utilization at the proposed facility. -1- 12-4-75 Commi,s'14oner Foreman stated that the applicant should be commended with respect to the proposed site Improvements in response to the neighbors concerns, and that he agreed with the suggestion that the improvements be confirmed at a subse- quent --neeting to which the neighboring property owners would be invited.
