The City of Brooklyn Center values resident opinions and periodically conducts
scientifically-based polling of residents to find out how we are doing. Survey results
are considered as part of the City’s goal setting and business improvement
processes. In November and December of 2012, 400 Brooklyn Center residents,
representing a cross-section of the city’s demographics, were randomly surveyed by
a professional consultant. Residents
evaluated City services and provided their
opinion about the community quality of life.
A similar survey was conducted in 2008,
which allows the resident viewpoints to be
compared.
Survey Results
Residents feel positive about their
community and City services. Residents
indicated a significant positive change in
almost every area since 2008. Some of the
most significant improvements related to quality of life, neighborhood conditions,
public safety, development and overall direction of the city. A few survey highlights
are provided in this newsletter.
High Quality of Life— 85% of residents feel the quality of life is good or
excellent, compared to 65% in 2008. Some of the things residents like most about
living in Brooklyn Center include the location, quality neighborhoods with peace
and quiet, and the existing sense of community. (See Chart Page 7)
The Right Direction—
According to 83% of
residents, the city is going
in the right direction,
compared to 46% of
residents in 2008. The
majority of residents also
feel they are empowered
and have a voice in what
happens in their
community. (See Chart)

Street & Utility Projects Keep Our Infrastructure Well-Maintained
Several Projects Planned for Summer 2013
Many street and utility projects are planned throughout
the summer to ensure our infrastructure is properly
maintained. The following is an overview of the major
capital improvements planned for 2013. This
information, along with regular progress updates, can be
accessed on the City’s website, Search street projects.
Kylawn Park Area Reconstruction Project
For the past 20
years, the City
has conducted a
program to
reconstruct
aging streets
throughout the
community. The
map identifies
the residential
streets that are
scheduled for
reconstruction in 2013. The proposed roadway and utility
improvements include reconstruction of the roadway
with new concrete curb and gutter, replacement of the
sanitary sewer, partial replacement of the water main,
storm sewer upgrades and street light replacements.
Work is expected to begin the end of May and be
completed by fall 2013.
Highway 100 Bridge Deck Replacement at Bass
Lake Road/CR 57
The Minnesota Department of Transportation in
partnership with Hennepin County, Three Rivers Park
District and the City of Brooklyn Center will be replacing
the bridge deck over Highway 100 at Bass Lake Road/
CR 57 this summer. The deck replacement project
includes constructing a wider regional trail on the south
side of the bridge deck and a sidewalk on the north side.
Street lighting and other aesthetic features will be
incorporated into the bridge to match the architectural
themes of the bridges along Highway 100 and the
streetscape elements along Bass Lake Road. The project
is expected to begin in spring and be completed this
summer. The bridge will be closed during the duration of
the project; detour signs will be posted.
Sealcoating
Sealcoating is scheduled
this summer along city
streets identified in
Happy Hollow and
Lions Neighborhoods as
indicated on the maps.
Sealcoating is routinely
completed each year to
preserve the pavement
and extend the service
life of the roadway.
Public Works crews will
complete crack sealing and pothole patching prior to
applying a chip seal to the road surface.
Water Line Flushing
Brooklyn Center utility crews will flush water lines
beginning Sunday, April 14, 2013. The process will occur
over four consecutive nights from 9:00 pm to
7:00 am. The flushing may loosen rust in the pipes that
could stain
laundry. Residents
are encouraged to
check their water
before doing
laundry and to
delay laundry,
especially whites,
until the process is
completed in their
area. (See Map)

Actions Underway to Reduce Manganese Levels
in City Water—Guidelines for Infants Under 1 Year Old
The City of Brooklyn Center’s water supply is tested throughout
the year to ensure it meets all safe drinking water standards
established by the Environmental Protection Agency and State of
Minnesota. While the city water meets the safe drinking water
regulations, new information is emerging that raises concerns about
the effects that high levels of manganese may have on humans,
especially infants. While more research is needed to define the
effects of manganese on the human body, too much manganese
may affect learning and behavior.
The City has taken steps to reduce the level of manganese in the
water. Households with infants less than one year old where
infants consume formula made from tap water or drink tap water
should follow Minnesota Department of Health (MDH)
recommendations to further reduce consumption of manganese.
In 2012, the MDH issued guidance values for manganese in
drinking water of 100 parts per billion (ppb) for formula-fed infants
and infants that regularly drink tap water. The manganese guidance
value for children and adults (including nursing mothers) is 300
ppb. The city’s current average level of manganese in the drinking
water is approximately 300 ppb, reduced from previous levels of
380 ppb, through well adjustments.
After learning of the MDH health advisory, the City took
immediate steps to reduce the levels of manganese in the water.
More ways to reduce manganese are being explored. City staff will
continue to monitor water quality and work with the MDH and
other experts as more information about manganese becomes
available. For more information, visit the City website, Search
manganese or call Water Utilities Supervisor Mark Hartfiel at
(763) 585-7100.

With warmer weather and aging homes, many
homeowners are starting to plan their home
improvement projects. Some projects require a
review of project plans, a permit and inspection
from the City. Permits types include Building,
Mechanical, Plumbing, Electrical, Sewer and Water,
Fire Suppression, and Sign.
When is a permit required?
A building permit is required by the Minnesota State
Building Code in order to construct, alter, move,
demolish, or change the occupancy of a building or
structure. Installation or alterations to gas,
mechanical, electrical, or plumbing systems also
require a permit.
Some types of repairs such as painting, carpeting,
cabinets and similar finish work do not require a
permit. However, if fixtures are being replaced in a
kitchen or bathroom remodel along with the
cabinets and/or countertops, permits are required.
Why are building permits necessary?
Permits ensure that basic health and life safety
standards are incorporated into the construction
project, ensuring a structure that will withstand
normal abuse and environmental elements.
Insurance companies and homebuyers often check
the status of permits when researching the
condition and value of a property. Strong
neighborhoods promote a clean, safe, and attractive
community, attracting more responsible residents.
If you have questions, please contact Building &
Community Standards at (763) 569-3330 or view
project handouts on the City website.

Your property value changes annually based
on market information, but Minnesota State
Statute requires the Appraiser to physically
review the property characteristics every five
years. The inspection process takes
approximately fifteen minutes and involves an
exterior photo, exterior measurement review
and an interior inspection of the property.
Appraisers drive a City vehicle and carry a
photo identification card with them.
The Assessor’s Office will be starting the
yearly quintile inspection of residential single
family properties on May 7, 2013. The 2013
property review area includes properties
located south of Hwy 100 and east of Penn
Avenue. In addition to all residential
properties located in the review area, a portion
of commercial, industrial, and multi-family will
also be reviewed. The summer inspection area
includes approximately 1,880 parcels. Quintile
inspections are expected to be completed by
the end of October.

Critter Corner— Living with Wildlife T he Clever
Coyote
Brooklyn
Center residents
enjoy the best
of both worlds—the
conveniences of living in a
first ring suburb and the
enjoyment of nature with
numerous parks and wildlife areas in the city. However,
proper care needs to be taken when living with our furry or
feathered residents. Do not feed or approach wild animals.
Brooklyn Center City Ordinances prohibit the keeping of
wild animals. However, coyotes are occasionally seen
wandering through our neighborhoods. Coyotes are
generally secretive creatures that prefer to hunt at night.
Most coyotes avoid people and domestic animals, but
occasionally they may raid garbage cans or kill small pets for
food. The Minnesota DNR recommends securing garbage
containers and other food sources to discourage coyote
activity. Pet owners should supervise small pets while
outside. Additionally, if you are concerned about the
presence of a coyote, consider scaring the coyote off by
yelling and waving your arms or throwing sticks or rocks
towards the animal. Always keep your distance from wild
animals, particularly if they appear sick or injured.

Proper Tree Care
Choose Your Contractor Carefully
All trees, whether new or older, need proper care to
maintain their health and not become a nuisance to you
and your neighbors. Before hiring a tree contractor,
carefully consider the company and services offered. A
good choice can assure a healthy, beautiful tree for many
years or successful removal of a diseased or dead tree.
The price of tree maintenance services can vary greatly
depending on the degree of difficulty and the methods
used by the contractors. Before hiring a tree contractor,
at minimum:
Obtain multiple bids and compare the estimates
carefully.
Verify the company is registered with the City. All
tree maintenance services in Brooklyn Center must be
registered with the City. Registration requires specific
insurance requirements including proof of liability for
personal and property damage (such as your house
and your neighbor’s) and workers’ compensation.
Check their reputation with the Better Business
Bureau and check their references and work.
Receive a written contract with specific service
expectations. I.e. dates, cleanup, total costs, etc.
For more suggestions or for a list of registered tree
contractors, visit the City website or call the Public Works
Department at (763) 585-7100.
10 Brooklyn Center Summer 2013 City Watch
Water Monitoring
The City of Brooklyn Center is issuing the results
of monitoring performed on its drinking water
for the period of January 1 to December 31,
2012. The purpose of this report is to advance
consumers’ understanding of drinking water and
heighten awareness of the need to protect
precious water resources.
Source of Water
The City of Brooklyn Center provides drinking water to its residents
from a groundwater source: nine wells ranging from 313 to 340 feet
deep, that draw water from the Jordan and Prairie Du Chien-Jordan
aquifers. The water provided to customers may meet drinking water
standards, but the Minnesota Department of Health has also made a
determination as to how vulnerable the source of water may be to
future contamination incidents. If you wish to obtain the entire
source water assessment regarding your drinking water, please call
651-201-4700 or 1-800-818-9318 during normal business hours.
Also, you can view it online at www.health.state.mn.us/divs/eh/
water/swp/swa.
Compliance with National Primary Drinking Water
Regulations
The sources of drinking water (both tap water and bottled water)
include rivers, lakes, streams, ponds, reservoirs, springs, and wells.
As water travels over the surface of the land or through the ground, it
dissolves naturally-occurring minerals and, in some cases, radioactive
material, and can pick up substances resulting from the presence of
animals or from human activity. Contaminants that may be present in
source water include:
Microbial contaminants, such as viruses and bacteria, which may come
from sewage treatment plants, septic systems, agricultural livestock
operations, and wildlife.
Inorganic contaminants, such as salts and metals, which can be
naturally-occurring or result from urban stormwater runoff,
industrial or domestic wastewater discharges, oil and gas
production, mining, or farming.
Pesticides and herbicides, which may come from a variety of sources
such as agriculture, urban stormwater runoff, and residential uses.
Organic chemical contaminants, including synthetic and volatile organic
chemicals, which are by-products of industrial processes and
petroleum production, and can also come from gas stations, urban
stormwater runoff, and septic systems.
Radioactive contaminants, which can be naturally-occurring or be the
result of oil and gas production and mining activities.
In order to ensure that tap water is safe to drink, the U. S.
Environmental Protection Agency (EPA) prescribes regulations that
limit the amount of certain contaminants in water provided by public
water systems. Food and Drug Administration regulations establish
limits for contaminants in bottled water that must provide the same
protection for public health. Drinking water, including bottled water,
may reasonably be expected to contain at least small amounts of
some contaminants. The presence of contaminants does not
necessarily indicate that water poses a health risk. More information

Hotline at 1-800-426-4791.
Some people may be more vulnerable to contaminants in drinking
water than the general population. Immuno-compromised persons
such as persons with cancer undergoing chemotherapy, persons who
have undergone organ transplants, people with HIV/AIDS or other
immune system disorders, some elderly, and infants can be particularly
at risk from infections. These people should seek advice about
drinking water from their health care providers. EPA/CDC
guidelines on appropriate means to lessen the risk of infection by
Cryptosporidium and other microbial contaminants are available from
the Safe Drinking Water Hotline at 1-800-426-4791.
Results of Monitoring
No contaminants were detected at levels that violated federal drinking
water standards. However, some contaminants were detected in trace
amounts that were below legal limits. The table that follows shows
the contaminants that were detected in trace amounts last year. (Some
contaminants are sampled less frequently than once a year; as a result,
not all contaminants were sampled for in 2012. If any of these
contaminants were detected the last time they were sampled for, they
are included in the table along with the date that the detection
occurred.) The table of testing results on the following pages includes
several abbreviations. A key to these abbreviations is provided below.
2012 Consumer Confidence Report
Key to abbreviations:
MCLG─Maximum Contaminant Level Goal: The level of a contaminant
in drinking water below which there is no known or expected risk to
health. MCLGs allow for a margin of safety.
MCL─Maximum Contaminant Level: The highest level of a contaminant
that is allowed in drinking water. MCLs are set as close to the MCLGs as
feasible using the best available treatment technology.
MRDL─Maximum Residual Disinfectant Level.
MRDLG─Maximum Residual Disinfectant Level Goal.
AL─Action Level: The concentration of a contaminant which, if
exceeded, triggers treatment or other requirement which a water system
must follow.
90th Percentile Level─This is the value obtained after disregarding 10
percent of the samples taken that had the highest levels. (For example, in
a situation in which 10 samples were taken, the 90th percentile level is
determined by disregarding the highest result, which represents 10 percent
of the samples.) Note: In situations in which only 5 samples are taken,
the average of the two with the highest levels is taken to determine the
90th percentile level.
pCi/l─PicoCuries per liter (a measure of radioactivity).
ppb─Parts per billion, which can also be expressed as micrograms per liter
(μg/l).
ppm─Parts per million, which can also be expressed as milligrams per liter
(mg/l).
nd-No Detection.
N/A─Not Applicable (does not apply).

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is
primarily from materials and components associated with service lines and home plumbing. The City of Brooklyn Center is responsible for providing
high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several
hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If
you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps
you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http:\\www.epa.gov\safewater\lead.
Monitoring may have been done for additional contaminants that do not have MCLs established for them and are not required to be monitored under the
Safe Drinking Water Act. Results may be available by calling 651-201-4700 or 1-800-818-9318 during normal business hours.

Call 763-585-7100 for more information or to volunteer. This
program plays an important role in helping maintain City parks,
trails, public grounds and streets. Established in 1992, it is
supported by several groups and individuals. The volunteer
groups and individuals represent a cross-section of the
community, including businesses, organizations, schools,
scouts, churches and neighborhood groups. The organizations
are recognized by signs at their adopted facilities. With the help
of this program, our parks, trails and streets are cleaner and
more inviting.
