HomeMy WebLinkAbout1963 PCM _(. l Planning Commission Minutes January 3, 1963 The Planning Commission met in regular session and was called to order by Chairman P.1 Kattar at 8:00 P.M. The meeting was held in the Minicipal Building at 6445 Lyndale Avenue North. Roll Call : Al Kattar, Paul Bullen, Nick >larhol, Vern Ausen, Grady Boeck, Robert Jensen and Homer 11elch were present. Motion by Paul Bullen and seconded by--Robert Jensen to approve the minutes of the regular Flanning Commission meeting of December 6, 1962. Motion carried. 4a. Motion by Grady Boeck and seconded by Homer 'YJelch to recommend to the Village Council that application 462066 be approved and that a special use permit be granted to convert the single family dwelling at 6451 Osseo Road into a duplex. Motion carried unanimously. 4b. Motion by Homer `klelch and seconded by Nick '.'Iarhol to recommend to the Village Council that application 4 62068 for a special use ,permit, to construct a 5 unit apartment at 5831 Osseo Road, be denied on the basis of incompatibility with the residential character of the neighborhood. Motion carried unanimously. 4c and 5a. Yotion by Homer ',Ielch and seconded by Nick !.'arhol to table applications 4 62067 and 4 62042 until the Village Administrator can contact the Soo Line Railroad and discuss the feasibility of an easement, for Village use, over the North 10 feet of the Railroad property. Notion carried unanimously. The Planning Commission suggested to the developer that the preliminary plat of Twin Lake Oaks Addition be revised as follows: 1. Lots 1 and 2 be combined into one lot. 2. The dedication of 51st Avenue should be a minimum of 36 feet in width. 3. Fifth-first Avenue should terminate in a Cul-de-Sac having a diameter of 100 feet 6. Motion by Robert Jensen and seconded by Grady Boeck to ask the Village attorney for an opinion on the following: 1. Iould the Village incur any liability in the event Section 35-421 of the Zoning Ordinance was not enforced. 2. Could the Village be held liable if Section 35-421 did not exist and there was no regulation of visibility on corner lots. Motion carried unanimously. 7. Notion by Robert Jensen and seconded by Vern kusen to table until the January 31, 1963 study meeting, the proposed Federal Planning Grant Application whicL was presented and explained by Tom Hodne, the Village Planning Consultant. Motion carried unanimously. Motion by Grady Boeck and seconded by Paul Bullen to adjourn. Meeting adjourned at 12:00 F.M. Chairman Manning Commission Minutes January 31, 1963 The Planning Commission held the monthly study meeting which was called to order by Chairman, Al Kattar at 8:00 F.M. The newly appointed members taking office for a period of two years were as follows: Robert Grosshans, Helmer Engstrom, Graydon Boeck, and Hobert Jensen. Roll Call : Al Kattar, Vern Ausen, Homer Welch, Graydon Boeck, Robert Jensen, Helmer Engstrom, and Robert Grosshans were present. PY►otion by Graydon Boeck and seconded by Robert Jensen to nominate Al Kattar for Chairman of the Planning Commission for the year 1963. No other nominations being made Robert Jensen moved nominations be closed and a unanimous ballot be cast. Motion carried. Art Lee reporting on a meeting with the Soo Line Railroad representative, states that they are not ready to develop the property abutting the proposed Twin Lake Oaks Addition. Wir. Ernst presented an alternate plan for developing the Twin Lake Oaks Addition suggesting that the proposed plat be approved for single family dwelling houses and one multiple dwelling on the most westerly lot. He also requested consideration of approval to use individual sewage disposal systems and deep wells for water supply. The use of duplex dwellings was discussed for some of the proposed building sites. The Planning Commission indicated a willingness to consider a revised preliminary plat of this area. The request to locate a Little League baseball park on Village owned prop- erty was discussed by the Commission after which Graydon Boeck made a motion seconded by Robert Jensen to ask the Village Attorney for an opinion on the following questions. 1. Can the Village enter into a lease agreement with a non-profit Corporation giving them the exclusive use of public land for a base- ball park. 2. What Icind of an agreement should this be to properly protect the Village from liability and provide for cancellation. 3. How should Section 35-310, Paragraph (3 h) be changed to provide authority for Special Use Permits in this case. Motion carried unanimously. The legal opinion on Section 35-421 regarding visibility on corner lots and any ordinance change was set over for further consideration until the February 28, 1963 meeting. Motion by Robert Jensen and seconded by Homer Ilelch to call a Special Planning Commission meeting for February 21, 1963 and ask br. Hodne to explain certain parts of the proposed Federal Planning Grant Application. Upon vote being taken, all members voted in favor thereof except Graydon Boeck who indicated he would be unable to attend a meeting on that date. Motion carried. The reason for request by Arthur Hitman for waiver of the six month waiting period required under Section 35-232 teas considered invalid and failed for the lack of a supporting motion. Motion by Robert Jensen and seconded by Graydon Boeck to nominate Vern F.usen for Vice-Chairman of the Planning Commission for the year 1963. Roll Call: Al Kattar, Graydon Boeck, Robert Jensen, Helmer Engstrom, Robert Grosshans and Vern Ausen were present. Homer Welch was absent. Lotion by Graydon Boeck and seconded by Robert Jensen to recommend to the Village Council that they deny Application # 63002 submitted by Don Sibet for a Special Use Permit to construct a 4 unit apartment building at 5600 Emerson Avenue North for the reason of its incompatibility with the single family resi- dential character of the neighborhood. Motion carried unanimously. Motion by Graydon Boeck and seconded by Helmer Engstrom to recommend to the Village Council that they approm e Application It 63001 submitted by I11illiam Super for a Special Use Fermit to construct a double bungalow at 5447 - 49 Lyndale Avenue North for the reason this will be the best way to make use of a large lot and will not change the general character of the area and it is further recow, mended that Mr. Super by required to combine with his lot all the residue from Lot 1, Block 1, Bellvue Acres left after highway acquisition. Motion carried unanimously. Motion by Robert Jensen and seconded by Helmer Engstrom to table Application $t 63003 submitted by Village Builders for preliminary plat approval and a Special Use Permit for seven, 4 plex apartments until the planning consul- tant can study and make recommendation to the Planning Commission on development of the area bounded by Bryant Avenue, 65th Avenue, Camden Avenue, andxthe Free- way. The property owners are to be notified of any hearing to further consider Application 4 63003. Motion carried unanimously. Motion by Robert Jensen and seconded by Vern Ausen to recommend to the Village Council that they deny Application # 63004 submitted by the Minneapolis Star and Tribune for a Special Use Permit to locate a newspaper distribution station on Shoppers City property for the reason there is a question whether , there is a sufficient number of parking spaces at present and the use of a carrier station would add to the confusion already existing in the parking area. Motion carried unanimously. Motion by Vern Ausen and seconded by Robert Jensen to recommend to the Village Council that they approve Application It 62042 submitted by Richard Ernst for the preliminary plat of Twin Lake Oaks Addition with a variance on the ividth of 51st Avenue Forth to permit a 30 foot right-of-way. The approval of this application is not intended to grant any other variances or special use permits that may be required before issuance of building permits. Motion carried unanimously. Motion by Robert Jensen and seconded by Vern Ausen that the Planning Commission hold a public hearing March 7, 1963, to consider the rezoning to R-1, Lots 49, 50, and 51 of Auditors Subdivision .4 310 except the south 150 feet of Lot 49 and that notices of the hearing be sent as required by Section 35-210 of the Village Ordinances. Motion carried unanimously. Note: Authority for the proposed rezoning is set out in Section 35-202, paragraph 3 and the opinion by the Village Attorney dated February 21, 1962, Motion by Graydon Boeck and seconded by Robert Grosshans to adjourn. Chairman X75 Minutes of the Proceedings of the Planning Commission of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota February 21, 1963 The Planning Commission met in special session and was called to order by Chairman, Al Kattar at 8:00 P.M. Roll Call: Al Kattar, Vern Ausen, Robert Jensen, Robert Grosshans, and Helmer Engstrom were present. Graydon Boeck and Homer 'Ielch were absent. Member Robert Jensen introduced the following resolution and moved its adoption: 'IMEREAS, the Planning Commission has reviewed a proposal of Hodne and Associates for a proposed Federal Planning Grant Application for a Comprehensive Zoning Study for Brooklyn Center and approve the same in principle. And ',%ereas: the Planning Commission understands that the Village Council is considering the preparation of the Capital Long Range Improve- ment Program. Be it hereby Resolved that the Planning Commission recommends to the Village Council that they proceed to make application for a 701 Planning Grant based upon the Hodne and Associates proposal, but makes no recommen- dation regarding the Capital Improvements Program. It is further recommended that a joint meeting of the Planning Commission and the Village Council be arranged to study the amended proposal. The motion for adoption of the foregoing:.resolution was duly seconded by member Vern Ausen and upon vote being taken thereon, the following voted in favor thereof: Robert Jensen, Vern Ausen, Al Kattar, Robert Grosshans, and Helmer Engstrom, and the following voted against the same: none; where- upon said resoltution was declared duly passed and adopted. Chairman 176 1 minutes of the Proceedings of the Planning Commission of the Village of Brooklyn Center in the County of Hennepin and State of kinnesota March 7, 1963 The Planning Commission met in regular session and was called to order by Chairman, Al Kattar at 8:00 P.M. Roll Call : Al Kattar, Graydon Boeck, Helmer Engstrom, Homer 'Welch, Robert Jensen and Robert Grosshans were present. Vern Ausen was absent. Motion by Helmer Engstrom and seconded by Robert Jensen to approve the minutes of the regular meeting February 7, 1963 and the special meeting of February 21, 1963. Motion by Graydon Boeck and seconded by Robert Jensen to recommend to the Village Council that they approve application It 63005 submitted by the American Little League for a special use permit to construct a baseball park on Village property at 70th & Jupont Avenue North and that approval shall be conditioned as follows: 1. A properly screened buffer strip shall be provided on the north 25 feet of the property used. 2. No signs or advertising devices shall be erected or displayed on the property. 3. There shall be no permanent buildings constructed on the property. 4. A lease agreement between the Brooklyn Center American Little League, Inc. and the Village of Brooklyn Center shall be prepared by the Village Attorney. Said lease shall be for a period of one (1) year and may be cancelled by either party upon 30 day written notice. Upon vote being taken on the motion, the following voted in favor thereof: Graydon Boeck, Robert Jensen, Helmer Engstrom, Homer ?lelch, Al Kattar and Robert Grosshans. The following voted against the same; none;, Motion carried. Motion by Robert Jensen and seconded by Homer Welch to recommend to the Village Council that they approve application # 63007 and grant a special use permit to Mrs. Virgil Holzmeister to operate a beauty shop in the basement of her home at 6919 Halifax Avenue North on the condition that two means of egress from the basement are provided and all other buildings and zoning regulations are complied with. Motion carried unanimously. Notion by Graydon Boeck and seconded by Homer 'Welch to table application V 63008 submitted by Jouglas Uzzell until an opinion can be obtained from the Village Attorney on the following: 1. Can an owner of platted property be required to provide drainage of a lot, which has been used for years as an area sump, when he wishes to fill part of the lot and build a residence thereon. 2. 'That responsibility for contributing to the cost of drainage may have accrued to the adjacent property owners due to the fact that part of their surface water discharges into this sump area. Motion carried unanimously. Motion by Graydon Boeck and seconded by Robert Grosshans to recommend to the Village Council that they deny application # 63009 submitted by Richard Fudali for a special use permit to construct a 14 unit apartment building at 6358 North Willow Lane for the reason that it would not be compatible with the adjacent property having river frontage. Lotion carried unanimously. X98 V�k -2- Member Hobert Jensen introduced the following resolution and moved its adoption. WHEREAS, the Planning Commission has recommend approval of a request for a special use permit to locate a baseball park on Village property and WHEREAS, the zoning ordinance of the Village of Brooklyn Center does not provide authority for granting such request. Be it hereby resolved that the Planning Commission recommends to the Village Council that the zoning ordinance be amended as folloves: 1. Section 35-310 paragraph 3 h, is hereby amended to read, "Unlighted ball parks not operated for profit." The motion for the adoption of the foregoing resolution was duly seconded by member Homer Welch and upon vote being taken thereon, the following voted in favor thereof: Al Kattar, Robert Jensen, Homer Welch, Graydon Boeck, Helmer Engstrom and Robert Grosshans, and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted. Member Robert Jensen introduc ed the following resolution and moved its adoption. WHEREAS, the Planning Commissionhas reviewed the zoning classification of lots 49, 50, and 51, Auditors Subdivision # 310 as requested by the Village Council and WHEREAS, the size and shape of the property above described does not conform to the recommendations as set out by the Planning Consultant for development in the northeast quadrant of the Village and WHEREAS, the Planning Commission and Village Council has approved the recommendations of the Planning Consultant as a guide for development in this area and IVH, RE, S, the Planning Commission has determined that until a plan for development in accordance with the northeast study is presented, the continuance of the commercial zoning on this property would not be in the best interest of the Village. Be it hereby resolved that the Planning Commission recommends to the Village Council that Section 35-£320 of the zoning ordinance of the Village of Brooklyn Center be amended by deleting therefrom the following description: Lots 49, 50, and 51, Auditors Subdivision # 310, except the south 150' of 'ot 417. The motion for the adoption of the foregoing resolution was duly seconded by member Homer Welch and upon vote being taken thereon, the following voted in favor thereof: Al Kattar, Robert Jensen, Homer lelch, Helmer Engstrom, and Robert Grosshans, and the following voted against the same: none; Graydon Boeck not voting because of private interest; whereupon said resolution was declared duly passed and adopted. Chairman 245 Minutes of the Proceedings of the Planning Commission of the Village of Brooklyn Center in the County of Hennepin acid Sta g of hjinnesota____._ March 28, 1963 The Planning Commission held the monthly study meeting which was called to order by Chairman, Al Kattar at 6:00 P-6. Roll Call : Al Kattar, Robert Jensen, Vern Ausen, Homer Welch, Helmer Engstrom, and Robert Grosshans were present. Graydon Beock was absent. The Planning Commission after considering some of the immediate needs of the Village, requests the Planning Consultant to start work on the following; 1. Sign Regulations. 2. Comprehensive Guide Plan of the Osseo Road area, showing effects of highway construction on land use and possible long range development plans. 3. Set up performance standards for zoning districts. RESOLUTION Pa-PROVING SHOPPERS CITY GARDEN STORE Member, Robert Jensen, introduced the following resolution and moved its adoption; W.EREAS, -the Planning Commission has reviewed the use of land by Shoppers City, Inc. for an outdoor Garden Store and WHEREAS, the Garden Store has operated seasonally for some time with no apparent adverse effects. BE IT HaEBY RESOLVED, that the Planning Commission recommends to the Village Council that Shoppers City, Inc. be granted permission to operate a Garden Store in the parking lot adjacent to the south entrance of the main building from April 1, 1963, to July 15, 1963, and that granting of this permit shall not obligate the Village Council to approve any extensions or renewals of the perrait. The motion for adoption of the foregoing resolution was duly seconded by jaefber Homer Welch and upon vote being taken thereon,. the following voted in favor thereof: Al Kattar, Robert Jensen, Vern Ausen, Homer Welch, Helmer Engstrom, and Robert Grosshans, and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted. The Planning Commission requested Mel Roth of Shoppers City, Inc. to submit a complete dimensioned plot layout showing all available {parking spaces and all existing land uses. In reply to a request for a reduction in floor area for two story dwellings, the Planning Commission asked to have an ordinance amendment pre- pared establishing minimum first floor areas for single family dwellings two full stories in height. A memorandum from the Village Engineer on the subject of apartment houses in Brooklyn Center was reviewed and consideration was given to restricting permits for construction, however, it was determined that a study should be made of the long range effects and consequences of apartment house development before making any recommendations to the Village Council. Notion by Homer ''belch and seconded by Robert Jensen that the Table of Requirements in Land Use districts dated March 23, 1963, be sent to the Planning Consultant for review and that his recormnuendations shall be available for study at the April 25, 1963, Planning Commission meeting. 246 1 1 1 Motion by Helmer Engstrom and seconded by Homer Welch to adjourn. Chairman 185 Minutes of the Proceedings of the Planning Commission of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota April 4, 1963 The Planning Commission met in regular session and was called to order by Chairman, Al Kattar at 8:00 P.M. Roll Call : Al Kattar, Robert Jensen, Homer Welch, Robert Grosshans, Vern Ausen, Graydon Boeck and Helmer Engstrom were present. Motion by Robert Jensen and seconded by Graydon Boeck to recommend to the Village Council that Application It 63011 submitted by John Rowland to extend the Special Use Permit for a display garage and sales office at 6214 Fremont Avenue North be approved and a permit be granted for a period of one year from April 1, 1963, to April 1, 1964 provided: 1. There shall be no outdoor display of fences, patio blocks, building materials or building accessories. 2. The sole purpose of the permit is for the sale of garages. Upon vote being taken, Robert Jensen, Graydon Boeck, Robert Grosshans, and Helmer Engstrom voted in favor thereof, and Vern Ausen, Homer Welch, and Al Kattar voted against the same. `thereupon the motion was declared duly passed. Motion by Graydon Boeck and seconded by Vern Ausen to recommend to the Village Council that Application 4 63010 submitted by Glen Holman be approved and permission be granted to subdivide part of lots 1 and 2 of Sutters Addition with a variance on lot width and area allowing one lot at 5743 Humboldt Avenue North to be 70' x 133.8' and one lot at 5755 Humboldt Avenue North to be 76.4' x 133.8' Motion carried unanimously. Motion by Graydon Boeck and seconded by Homer Welch to recommend to the Village Council that Application It 63012 submitted by Charles Thompson for a variance on Section 35-603 be approved and that permission be granted to build a single family dwelling on that part of lot 22, Auditors Subdivision No. 216 now owned by Ia,r. Thompson and that a certified land survey of the property be submitted showing the proposed location of the dwelling in reference to the existing boundries and it is understood that in the absence of a public street the approval of this request shall not obligate the Village in any manner to furnish utilities, streets, snow removal or any Village services other than those that the present or future owner may be legally entitled to. Voting in favor of the motion Graydon Boeck, Homer Welch, Robert Jensen, Robert Grosshans, Helmer Engstrom, and Al Kattar, not voting Vern Ausen. Motion carried. Motion by Robert Jensen and seconded by Homer Welch that Application 63014 submitted by C. 0. Nordstrom for a sign variance be tabled for lack of a representative of the petition. Motion carried unanimously. Notion by Homer Welch and seconded by Robert Jensen to recommend to the Village Council that Application It 63013 submitted by Marvin Brown to erect signs at 4401 - 69 Avenue North be approved in part and permission be granted to erect one double faced illuminated, non-flashing, pedistal type sign four feet high and six feet zaide with the bottom of the sign eight feet above lot grade. The base of the sign shall be 13 feet south of the north property line and three feet east of the west line and no part of the sign shall extend over or beyond the property line. Motion carried unanimously. Member Homer Welch introduced the following ordinance amendment and recommended its adoption by the Village Council. AN ORDINANCE PliENDING SECTION 3-302 CF THE VILLAGE ORDINANCES THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN C94TER DO ORDAIN: Section 1: Section 3-302, paragraph 4a, is hereby amended to read as follows: 4) The minimum gross floor area for dwelling units. a. The minimum lot coverage of the principle building of Group I occupancy shall be not less than 1,020 square feet provided: One story single family of three bedrooms or less shall have a minimum of 1,020 square feet living area. Each additional bedroom shall have a minimum of 120 square feet. A single family dwelling consisting of two full stories above grade shall have a minimum of 1,020 square feet of first floor area, 768 square feet of which shall be living area. A split level design of three bedrooms or less shall have a minimum of 1,020 square feet in first floor living area. section 2: This ordinance shall be effective from and after its publica- tion. The motion for the adoption of the foregoing ordinance was duly seconded by member Helmer Engstrom and upon vote being taken thereon the following voted in favor thereof: Homer Welch, Helmer Engstrom, Al Kattar, Graydon Boeck, Vern Ausen, Robert Jensen, and Robert Grosshans; and the following voted against the same: none whereupon said motion was declared duly passed and adopted. Chairman 188 1 1 1 15 2 Minutes of the Froceedings of the Planning Commission of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota April 25, 1963 The Planning Commission held the monthly study meeting which was called to order by Vice Chairman, Vern Ausen at 8:00 P.M. Roll Call: Vern Ausen, Graydon Boeck, Helmer Engstrom, Robert Jensen, Homer Flelch, and Robert Grosshans were present. Al Kattar was absent. Mr. Baldwin of Midwest Planning Associates represented Norman Chazin in presenting a proposed development for the area located South of 63rd Avenue North on the t'Jest side of the Osseo Road. The Planning consultant for the Village explained the effect of rezoning in this area on the over-all land use program, after which the commission indicated that modification and redesign are necessary before any application for zoning changes will be considered for this area. The Planning Commission indicated to donald Mason that if he will provide joint parking facilities as required by Section 35-720 of the Village Ordinances then no approval by the Commission is needed for construction of a commercial building at 57th and Logan Avenue North but if part of the building is to be used for a restaurant then a Special Use Permit is required. Motion by Homer "Jelch and seconded by Robert Jensen to approve the parking layout for the six apartment buildings to be built on Registered Land Survey # 838 at 65th and Chowen Avenue North. Vern Ausen, Helmer Engstrom, Robert Jensen, Homer '►elch, and Robert Grosshans voted in favor of the Motion. Graydon Boeck not voting. Motion carried. Recommendations on the proposed table of requirements in land use districts will be ready for the June study meeting. The zlanninr Consultant presented a preliminary report on sign regulations in the Village of Brooklyn Center and explained certain concepts of sign ordinance design and application of sign regulations to land use districts. After study and review of the report, the commission requested Mr. Hodne to proceed with the drafting of an ordinance using the present zoning districts. Roll Call : Al Kattar, Robert Jensen, Robert Grosshans, Vern Ausen, Graydon Boeck, and Helmer Engstrom were present. Homer Welch was absent. Motion by Vern Ausen and seconded by Robert Jensen to approve the minutes of the regular meeting of April 4, 1963 and the study meeting of April 25, 1963. Motion carried. Motion by Graydon Boeck and seconded by Robert Grosshans to recommend to the Village Council that Application It 63017 submitted by the Minneapolis Star G Tribune for a special use permit to locate a 12'x 16' metal building at 6830 Osseo Road be approved and a permit be issued for one (1) year from May 1, 1963 and that failure to keep the area clean and free of refuse or evidence of disorder will be cause for revocation of the permit. Motion carried unanimously. Motion by Helmer Engstrom and seconded by Graydon Boeck to recommend to the Village Council that Application # 63018 submitted by donald C. Stark for a special use permit to construct a double bungalow at 500 - 62 Avenue North be approved and a variance be granted on lot area from 16,000 square feet to 14,840 square feet. Motion carried unanimously. Consequently, member Henry Bogucki introduced the following resolution and recommended its adoption by the Village Council: 11heras, Hodne Associates have been retained by the Village of Brooklyn Center to develope a comprehensive study and guide plan for the orderly development of the Village and, Jhereas, Hodne Associates will require approximately twelve months time to complete this phase of the study and, 1hereas, action of the Planning Commission on requests for Special Use rermits during this study period may be generally detrimental to the success of the study and cause much duplication of work and unnecessary cost. Therefore be it resolved that we the members of the Planning Commission of the Village of Brooklyn Center, do recommend that the special area land use studies be suspended in favor of the comprehensive study and that a type of temporary moratorium be imposed by the Village Council on Special Use Permits, with appropriate exceptions, for a period of time not to exceed 12 months from date of passage of this resolution by the Village Council. Based upon our own knowledge and experience in the `tillage and u:)on consultation with the Village Planner we find that 1.5 automobiles will be kept and used by each unit. Consequently, approximately 42 cars will be kept and used. The commission finds that the traffic created by these cars would create and increase dancer to the residents. 2. The establishment and maintenance of the special use would be injurious to the use and enjoyment of other property in the immediate vicinity and are apt to im)air the property values of the land presently devoted to single family dwellings. In making this finding the Commission has considered the following: a. The applicant's property is located on the banks of the Mssissippi iver last of "Allow Lane and South of 65th Avenue North. Each ')Brcel adjacent to the applicants land and East of `.1illow Lane is devoted to single family dwelling uses. b. The use proposed by the applicant would introduce 28 units and would cause a very intensive use of the land as compared to the adjacent property located East of 111ow Lane. This intensity would appear in the greater number of cars parked and greater number of persons carrying on their activities upon the land. c. The commission takes notice of a report zreoared for it by the planner entitled "population, Village of Brooklyn Center, 14innesota", and of the information contained in it. d,articularly the commission notes from this report that since 1961 the number of apartment units being erected exceeded for the first time the number of single family units being erected and that the number of apartment units being built appears to be increasinC substantially. e. The commission believes that the demand for multiple dwelling land use and related intensive use of land and municipal services demand the immediate and serious attention or the Council and Planning Commission. a. the Commission action acrein is intended to serve the health and safety and Ceneral welfare of the community and to preserve the property values of the adjacent property owners. 3. As a final, although not controlling consideration the commission finds that the establishment of the special use will impede the improvement of surrounding property for single family dwelling purposes in that: a. The large apartment units are out of scale with the adjacent property Cast of Uillow Lane, the result is a neighborhood less desirable for single family dwellings.
