The Planning Commission met in regular session and was called to order by
the Chairman, PI zattar at 7:35 r.�..

and tobert Jensen were present. Graydon Boeck and Vern Ausen were absent.
►Motion by Helmer Engstrom and seconded by Henry Bogucki to aprove
the minutes of the study meeting Jecember 19, 1963 as recorded and the minutes
of the regular meeting December 5, 1963 corrected to show Al iiattar voting in
favor of the motion to aiprove application '463083 and voting against the motion
to a!)prove application 9(,3087.

Iwtion by Robert Jensen and seconded by Robert Grosshans to recommend
to the Village Council that application 464001 submitted by George Jensen
be approved and the parcel of land which is described as 'iract ''A' in the
application be rezoned from k-1 to 11-B. '

Motion by Robert Jensen and seconded by Helmer Engstrom to recommend
to the Village Council that application 464002 submitted by George Jensen be
w)nroved and a special use permit to construct a gasoline service station be
granted on the following conditions.
1. A Certificate of Occupancy to operate thn
station shall not h- 100—'a until the apartments proposed
for spot, K' (as described in application 464001),
are 251A completed.
2. The i:'roperty owned by the petitioner shall be platted.
3. All construction shall conform to the _plans placed on
file August 9, 1962.
4. No building permits shall be issued until arrangement is
made to provide sanitary sewer.
Motion carried unanimously.

plat of Halek's 4th Addition because there was no retpresentative of the
application present.

to the Village Council that application 464003 submitted by wichael Halek be

to the requirements of the platting ordinance and variances granted on the
lot area and width of the sub-standard lots since they are compatible with
the entire residential area south of 65th Avenue. Voting in favor of the
motion Jensen, Grosshans, i.attar and Engstrom. Not voting, Henry Bogucki.

to the Village Council that application 464005 submitted by Don - Al Builders
be annroved and a variance granted to permit construction of a 25.5' x 40'
dwelling on a 56.29' u 129' lot with a 6' setback on the south side yard.
The :Tanning Commission recognizing the,.geed for garages in residential areas
feels that ,provisions should be made in �W.Is =case for a garage probably within
the basement and the owner of the k)roperty be Imade aware of the zoning
requirement which 113rohibits the construction of accessory buildings in the
front yard set back.

amended.

The Planning Commission held a special study meeting and was called to
order by Vice Chairman, Vern Ausen at 7:30 P. it .
Roll Call : Vern Ausen, Robert Jensen, Helmer Engstrom, Robert Grosshans,
Grady Boeck and Henry Bogucki were present. Al Kattar came into the meeting
prior to adjournment.

A Preliminary draft of "701 Study" reports of Brooklyn Center's economy
showing the economic relationship to the Twin Cities and a report of Vehicular
traffic circulation existing today and the r)redicted traffic volume for 1980,
was presented to the Planning Commission. The reading of the reports tvas
conducted by the Village Planner, tNir. Hodne.
Motion by Vern Ausen and seconded by Robert Jensen to accent the
preliminary draft of the '`Economy" report and the preliminary draft of the
"Vehicular Traffic Circulation report.

and was called to order by the Vice-Chairman, Vern Ausen at 7:30 r'.N,.
Roll Call : Vern Ausen, Robert Grosshans, Helmer Engstrom, Graydon
Boeck, and Henry Bogucki were present. Al hattar came into the meeting at
9:30 ?.Ni. kobert Jensen was absent.
j review of the proposed Sign Ordinance was conducted by tte Planning
Consultant, Tom Hodne. The purpose of signs and their functional class-
ification together with the definitions of words and ;phrases was reviewed.
i,otion by Graydon Boeck and seconded by Henry Bogucki to hold a
special study meeting February 13, 1964 to continue study of the Sign
Ordinance.
Motion carried unanimously.
kotion by Vern Ausen and seconded by Robert Grosshans to nominate Al
i.-attar for Chairman of the rlanning Commission for the year 1964. No other
nominations being made, Helmer Engstrom moved nominations be closed and a
unanimous ballot be cast.

Motion by Helmer Engstrom and seconded by Henry Bogucki to nominate
Vern Ausen for Vice-Chairman for the year 1964. No other nominations being
made the voting in favor of Vern Ausen was unanimous.

February 6, 1964
The Planning Commission met in regular session and was called to
order by the Chairman, Al Kattar at 7:30 Y.M.
Roll Call :- Al Kattar, Graydon Boeck, Helmer Engstrom, Robert Jensen,
Robert Grosshans and Henry Bogucki were present. Vera Ausen came into the
meeting at 8:00 P.M.
Al Lindman administered the oath of office to Al Kattar, Vern Ausen
and Henry Bogucki who have been appointed to serve on the Planning Commission
for a period of two years.
Motion by Helmer Engstrom and seconded by Henry Bogucki to approve
the minutes of the regular meeting January 2, 1964 and the study meetings
of January 9th, 23rd and 30th, 1964.
Notion carried.
Motion by Graydon Boeck and seconded by Henry Bogucki to recommend to
the Village Council that application 464008 submitted by the Pure Oil Company
for a Special Use Permit for a service station at 1915 - 57th im enue North be
a gar ved as follows:
1. Variance granted on Section 35-320 (3e) and Section
35-413 (2) which prohibits construction of a service
station on a lot abutting a lot in an R-1 district.
2. There shall be no vehicular parking within 78 feet of the
rear lot line.
3. There shall be an opaque fence 6 feet in height across
the rear of the lot and extending 40 feet north on
both the East and West lot lines.
4. There shall be no flood lights within 78 feet of the
rear lot line.
5. No building permits shall be issued until sanitary sewer
is available.
6, Section 35-707 shall be complied with, including approval
by the Planning Commission of survey certificates,
architectura.l, drawings, site plans, parkin%%ayout,
lighting and proposed advertising and identification signs.

Motion by Robert Jensen and seconded by Robert Grosshans to recommend
to the Village Council that an 464006 submitted by the Brooklyn Center
Shell station be approved and a Special Use Permit to store and rent trailers
be granted.
Motion carried unanimously.
Motion By Robert Jensen and seconded by Helmer Engstrom to recommend
to the Village Council that application 464007 submitted by H. I. Erickson
be approved and Mr. Erickson be permitted to divide parcel 870 of Auditors
Subdivision 4309 into 2 tracts and sell the Easterly tract to Glenn Hanson
who then must combine the said Easterly tract with Parcel 821 Auditors Sub-
division #309.
Motion carried unanimously.
Motion by Robert Jensen and seconded by Graydon Boeck to recommend
to the Village Council that application 464012 submitted by R. C. Ernst be
approved subject to the requirements of the platting ordinance with variances
therefrom being granted to permit some of the lots to be sub-standard as shown
on the preliminary plat. It is also recommended that the front yard set back
on lots 8 and 9 be the average of the set back on lots 7 and 10.
Notion carried unanimously.
NOTE: The Planning Commission made the recommendation to accept
the preliminary plat with the understanding that sanitary sewer will be
provided.
Motion by Graydon Boeck and seconded by Helmer Engstrom to recommend
to the Village Council that application 464013 submitted by the National
Little League be approved and a Special Use Permit granted for an unlighted
baseball park in an R-1 district as follows:
1. Variance to permit signs on outfield fence provided
they face inward toward the playing field.
2. Final plans for parking, plot layout and drainage must
be submitted to the Planning Commission.
Motion carried unanimously.

The Planning Commission met in special session and was called to order
by the Chairman, Al hattar at 7:30 P.Wi.
Roll Call : Al i�attar, Vern Ausen, Graydon Boeck, Robert Jensen, Robert
Grosshans and Henry Bogucki were present, Helmer Engstrom came into the
meeting at 10:00 P.M.
Motion by Robert Jensen and seconded by Graydon Boeck to approve the plot
and parking layout for the Nation Little League base ball park with the
understanding that screening will be provided adjacent to the residence at
2413 Ericon Drive and also along the north side of the property.

NOTE: This action is part of the recommendation for approval of
application 464013.

Village Council that application X64010 be aw,)proved insofar as it refers to
Bridgemans property and recommend that Lot 2, Blocl. 1, of Ewing Lane Addition be
rezoned from R-1 to B-2.
Motion carried unanimously.
NOM The request for rezoning of any part of Ewing Lane Addition other
than Lot 2„ Block 1, is not recommended for approval.
Alotion by Robert Jensen and seconded by Graydon Ooeck to recommend to
the Village Council that application U64011 submitted by Bridgemans for a
Special Use Permit for a drive-in ice cream store and the Mot and parking
layout be g2Dxay4 and ,grant the following variatices:
1. The front yard set back from the Osseo toad shall be 96 feet.
2. The requirements as set forth in Section 35-410 (4) shall in
this case be waived.
3. Varianct on Section 35. 701 to permit a 10 foot wide green strip
on the South and ''lest side of the property.
4. Variance on Section 35-702 to permit dr-iveways 50 feet apart
instead of 100 feet as required.
5. Approval of proposed sign as submitted provided It dbos not dkeeed
23 feet in height.
Mation by Verp Ausen to amend the motion by excluding the a oval of the
sign. The motion to amend failed for lack of a second.
Motion by (Robert Jensen and seconded by Graydon Boeck to' withdraw the
recommendation for approval of the Bridgeman sign.
Motion carried.

consideration of the Bridgeman sign until the regular Planning Commission
meeting March 5, 1964.
Motion carried.
The Planning Commission will meet at the Village Hall at 9:00 A.M.
Saturday February 15, for a bus trip to gather information on existing sides
which will help the Commission establish requirements for the proposed sign
ordinance.
Final "701" draft reports of Community Facilities, Economy and Vehicular
Traffic Circulatian were submitted by Hodne Associates. Review of these reports
and the final re or on Land Use will be continued February 27, 1964.

February 27, 1964
The Planning Commission met for the regular study session and was
called to order by the Chairman, Al Cattar at 7:30 F.M.
Roll Call : Al . attar, Henry Bogucki, Vern Ausen, Robert Jensen,
Helmer Engstrom and Robert Grosshans were present. Graydon Boeck was
absent.
Roy Peterson, General Chairman of the swimming facilities committee
and Gene Hagel, Park and Recreation Director, met with the Planning Comm-
ission to discuss locations in the Ion range plans for a public swimming
pool and recreational building in the illage Park Jevelonment Program.
Review of the final draft of the Sign Ordinance Report was continued
from a previous study meeting and the size, number, location and need for
signs in commercial areas was examined in detail. Information collected
on a recent junket by the Planning Commission and sign requests now under
consideration seem to indicate that clarification and liberalization of
the proposed sign regulations is necessary.
A preliminary draft of Community Jevelopment Goals was presented by
Thomas H. Hodne of Hodne Associates. Review of this report will be continued
March 12, 1964.
Motion by Henry Bogucki and seconded by Robert Grosshans to hold
a special study meeting Niarch 12, 1964. Secretary to notify all members.

The Planning Commission met in regular session and was called to order
by the Chairman, Al hattar at 7:30 P.M.
Roll Call: Al Kattar, Vern Ausen, Graydon Boeck, Robert Jensen, Robert
Grosshans and Henry Bogucki were present. Helmer Engstrom was absent.
Motion by Robert Jensen and seconded by Henry Bogucki to approve the
minutes of the regular meeting February 6, 1964 as recorded, the minutes of
the special meeting February 13, 1964 corrected to show that a preliminary
draft of the Financial Analysis Report was presented by Hodne Associates and
the minutes of the study meeting February 27, 1964 approved as recorded.
Motion carried unanimously.
Motion by Graydon Boeck and seconded by Vern Ausen to recommend to the
Village Council that application #64011 submitted by Bridgemans Creamery for
a Special Use Permit for a Drive-In Ice Cream Store and the approval granted
February 17, 1964 by the Village Council, be amended to permit one (1) free
standing advertising sign 21 feet in height to be located 54 feet from the
Osseo Road. The approval of the sign shall become a part of the Special Use
Permit and shall conform to the design on file.
Motion carried unanimously.
NOTE: The gross area of the sign (176 square feet) is permitted in a
B-3 district so therefore needs no variance.
Motion by Robert Jensen and seconded by Robert Grosshans to recommend
to the Village CouncilA hat application 464014 submitted by George A. Johnson
for the preliminary plat of Tower Terrace Addition be approved subject to the
requirements of the platting ordinance and provided that 72nd Avenue within
the plat be 60 feet in width and centered as shown on the proposed plat.
Motion carried unanimously.
Motion by Henry Bogucki and seconded by Robert Jensen to table application
964015 for lack of representation.
Motion carried.
Motion by Graydon Boeck and seconded by Robert Jensen to recommend to the
Village Council that application 464016 submitted by Modern Garage Company be
approved and the Special Use Permit for a display garage and sales office at
6214 Fremont Avenue North be extended for a period of 1 year from April 1, 1964
to April 1, 1965 provided: There shall be no outdoor display of fences, patio
blocks, building materials or building accessories. The sole purpose of the
permit is for the sale of garages, and the Village Council shall reserve the
right to refuse any subsequent application for renewal of the permit.
Motion carried unanimously.
Motion by Henry Bogucki and seconded by Robert Grosshans to recommend to
the Village Council that application 464017 submitted by C. E. Sellars be
approved and permission granted to divide the West 126' of the East 156' of
lot 957 lying North of the South 465.2' Auditors Subdivision 4218 into two
lots with the southery lot being 75' x 126' and the Northerly lot being 78.5'
x 126' with a variance on the width of the latter from 90' to 78.51.
Motion carried unanimously.
Motion by Robert Grosshans and seconded by Henry Bogucki to recommend to
the Village Council that application #64022 submitted by Clyde Scanlon be
approved and a Special Use Permit be granted to store and rent trailers at the
Fure Oil Station, 6901 Osseo Road.
Motion carried unanimously.
Motion by Vern Ausen and seconded by Robert Jensen to recommend to the
Village Council that application 964024 submitted by Mary Simmons for a Special
Use Permit for a duplex in an R-1 district be denied and the dwelling at 5530
Camden Avenue North be made to conform to the zoning regulations not later than
July 31, 1964.
Motion carried unanimously.
(motion by Robert Jensen and seconded by Henry Bogucki to table application
#64019 submitted by Phillips Petroleum Company for a Special Use rermit for

Development Commission, met with the Planning Commission for discussion of
the commercial development possibilities for 69th and Humboldt Everues, The
Manning Commission expressed a willingness to consider bona--fide applications
for rezoning in this area providing the proposed development and zoning follows
the basin conceits for good slapping.
Tom Hodne of Hodne Associates submitted a suggested schedule and procedure
for the remainder of the "701" grogram and Robert Jensen made a motion seconded
by Vern Ausen that starting in ;.pril 1964 the Planning Commission shall meet
the 2nd and ath Thursdays of each month and that the meetings shall be reserved
for "the "701" study. The Commission shall meet the 3rd Thursday of each month
to review general -planning matters,

The Chairman turned the meeting over to Tom Hodne, who briefly
explained some of the basic studies that have been completed and also

preparation of a guide plan for the future. Mr. Hodne pointed out the
need for a sound planning program to obtain a balanced tax base and to
provide a desirable community for business development and suburban living.
The committees will be expected to organize themselves and appoint
their chairman and secretary.. All members should acquaint themselves with

Motion by Vern Ausen and seconded by Helmer Engstrom to recommend to
the Village Council that application #64034 submitted by rAr lliam Young be
approved and permission granted to subdivide that part of Lot 15, Auditors
Subdivision #310 lying East of JJillow Lane and create one 75' X 125' lot
and one 73.5' X 125' lot with a variance to permit the later to be substand-
ard in width. Motion carried unanimously.
Motion by Robert Grosshans and seconded by Henry Bogucki to recommend
to the Village Council that application 464035 submitted by R. R. McChesney
& Sons be approved and a variance granted reducing the front yard set back
on Lots 1,2 and 3 in the McChesney 1st Addition, from 35' to 30' and a var-
iance on rear yard set back for lot 2 from 40 feet to 23 feet and for lot 1
from 40 feet to 6 feet, Motion carried unanimously.
NOTE: Mr. McChesney verbaly agreed to fence the rear lot lines abut-
ting the State Highway, in the event the State does not provide fencing for
the area.
Motion by Graydon Boeck and seconded by Robert Grosshans to refer ap-
plication #64037 to the Village Council with the recommendation that the pre-
liminary plat of Brooklyn Terrace Addition and the request by Gerald Crosby
for a variance to build a house on Lot 6, Block 1 of the proposed plat should
not be approved at this time. It is recommended that the Council authorize
the Village Engineer to make a preliminary study of the undeveloped land ad-
jacent to and including the proposed plat, with the intent of devising a
development proposal, which will be consistent Tlith the minimum requirements
of the Platting Ordinance and which will provide for orderly and equitable
development. Motion carried unanimously.

NOTE: The Commission conveyed it's concern to the .applicants re-
garding a potential parking deficiency, which will be associated
with the Church expansion plans. It was suggested that the church be-
gin taking steps to acquire necessary additional property.

be agproved and that the petition for a second free standing sign be
granted with the understanding that the total numbe� of signs permitted
for this establishment under any future sign ordina ce is not waived
by virtue of this action, and that the sign area involved will be in
lieu of comparable area of a wall sign if only one free standing sign
is permitted by such future ordinance.

Council that application 464066 submitted by Atlas Manufacturing Company

NGTE: Mr. Edw. Colombus of Atlas Nlanufacturing stated that if a variance
is granted to permit a 74' x 30' addition to the rear of the building
at 3401 - 48th Avenue North, that negotiation will be commenced to
acquire additional land on the East side of the property which will
provide off street parking and bring the floor area to lot area ratio
into line.
Member Vern Ausen submitted a letter addressed to the Chairman
requesting clarification of the legal opinion concerning a petition by
George Jensen for modification of the conditions of a special use
permit for a service station. Itiiember Bogucki made a motion which
was seconded by Engstrom to direct the secretary to forward said letter
to the Village Attorney and request a clarification of the ordinance
sections in question.

A final draft report of the suggested sign ordinance was received
by the Planning Commission and after a brief review, the Commission
agreed to delay consideration of the report until July 23, 1964, so
members could have time to study the report.

recommended that a variance from Section 35-401 (1) be approved by the
Village Council and a Special Use Permit granted to permit a double
bungalow to be built on the lot at 500 - 62nd Avenue North, which has
an area of 14,800 square feet.

Council that the landscape plan for Shoppers City be approved as follows:
1. There shall be 4 to 6 trees planted in the
boulevard along the Osseo Road.
2. If the Planning Commission, at any future time, feels
it is desirable there shall be additional trees planted
in the boulevard area along Beard Avenue and North of
the walkway,
3. The kind of trees and manner of planting shall conform
to Section 15-108 07) of the Village Ordinance.
4. The approval of the landscape plan is an amendment to the
plan that was previously approved.

Village Council that application 464072 submitted by Standard Solvents
Company be denied for the following reasons:
1. The variance request is excessive (30 feet to 19 feet).
2. No particular hardship to the owner would result if
the strict letter of the zoning regulations were to be
carried out.
3. The conditions upon which the petition for a variance
is based are not unique to the parcel of land for which
the variance is sought and probably would have to be
made applicable to other property within the same
zoning classification.

Thomas Hodne of Hodne Associates, Planning Consultant for the Village,
showed color slides of signs and explained the various types of signs and
their function. The audience was requested to evaluate each slide and make
comments on them.
Chairman Al Kattar conducted a review of the proposed sign regulations
and discussion from the floor was recorded for the Commission to use in
future consideration.
Roy Brock representing the Brooklyn Center Chamber of Commerce and
Robert Thornburg, secretary for the Petroleum Council, requested time to
prepare recommendations on the proposed sign regulations. The Chairman
suggested that any recommendations be forwarded to the Commission for consid-
eration at a future study meeting.

Council that application 464077 submitted by Ken Bergstrom for renewal of
a sign variance be aaroved_ and a variance to Section 35-310 (2d) be
granted to permit the continued use of the advertising-identikication
sign now located on the model home site at 6843 Emerson Avenue for a
period of one year and in the event the model home is sold the sign may
be moved to 6842 Emerson Avenue for the balance of the approval time.

NOTE: The Planning Commission feels that the omission of R-B in the
original ordinance was an oversight and that service stations when they are
in a planned development with apartment buildings should have the same
consideration when they abut an R-8 district as when they abut an R-1
district.

Council that application 464085 be approved as follows:
1. Rezone from R-1 to R-B all of Lot 48, Auditors Subdivision

The Planning Commission met in special session and was called to
order by Chairman Al Kattar at 7:40 P.M.
Roll Call: Al hattar, Vern Ausen, Helmer Engstrom, Robert Grosshans,
Robert Jensen and Henry Bogucki were present. Graydon Boeck was absent.
Motion by Grosshans and seconded by Bogucki to recommend to the
Village Council that application v64098 submitted by Richard Sybrant be
approved as follows:
1. Variance to Section 35-601 (1) to permit construction
of a four unit apartment on a lot which is sub-standard
in width.
2. Approval of plot plan, parking arrangement and building
plans.
Motion carried unanimously.
Motion by Grosshans and seconded by Bogucki to recommend to the Village
Council that application 964102 submitted by Trach Properties Inc. be
approved and permission granted to construct a 3,923 square foot office
building on Tract A of Registered Land Survey 41114 subject to the
requirements of the Building and zoning ordinances.
Motion carried unanimously.
NOTE: The Planning Commission feels that attention should be given
to screening the adjacent residential lots.
Motion by Jensen and seconded by Engstrom to recommend to the Village
Council that application #'64089 submitted by Shopper's City be approved
and a variance to section 35-320 (2a) granted to permit a roof type
identification sign provided that the sign shall be constructed in compliance
with the following limitations.
1. The sign shall be individual letters on one surface
of 6 feet hide and 8 feet high boxes.
2. The boxes shall be erected on the South parapet wall
of the building with open spaces between each box.
3. The sign shall be illuminated by an interior light
source which shall remain constant in intensity when the
lighting is in operation.
Voting in favor of the motion Jensen, Engstrom, Ausen, Grosshans
and Kattar. Voting against the same Bogucki.
Motion carried.
NOTE: The reason for the opposition is because he feels that the
petitioner has failed to show that denial would result in any hardship and
there is no good reason for permitting the sign to be located on the roof.
Motion by Bogucki and seconded by Jensen that the preliminary report
of the Comprehensive Development Plan for the Southeast Neighborhood be
accepted in principle and the corrected discussion report be forwarded to
the Southeast Neighborhood Committee for review.
Motion carried unanimously.
Motion by Bogucki and seconded by Grosshans that the Preliminary
Discussion Report of the Comprehensive Development Flan for the Village of
Brooklyn Center be accepted in principle and the corrected discussion
report made available to the Neighborhood Committee groups.

Council that application 464079 submitted by Vernon Franzen be denied because
the petition for rezoning is premature and the Commission is unable to recommend
a change of land use for the property in question until the Comprehensive Guide
Plan for the Northeast Neighborhood is completed.

by Ralph Luchsinger be tabled indefinitely to allow time for additional study of

The public hearing to consider application 464101 for rezoning of the
property at 1100-57 Avenue was held as scheduled, t1hen the petitioner saw the
strong opposition by the property owners in the area, he requested permission
to withdraw the application and the Planning Commission granted the request.

Council that application 464099 submitted by Boutells be approved and a variance
to section 35-704 granted to permit a reduction in the number of off street
parking spaces from 375 to 150 and the variance shall apr'y to Boutells furniture
store in Brookdale Center and not to furniture stores or retail businesses in
any other areas.

that application 464085 submitted by B. G.Black be approved and permission
granted to divide parcel 3210 in kuditors Subdivision 4309 described as the South
80 feet of Lot 28. It is further recommended that B. G. Black shall be permitted
to sell the East 300 feet of said South 80 feet and retain title to that part
lying llest of the East 300 feet, which "desterly parcel has no access street,
privided Mr. Black shall deed to the Village of Brooklyn Center the l,iest 30 feet

E_drian Dorenfeld was sworn in to fill the position on the
Planning Commission left vacant by the resignation of Graydon Boeck.
Notion by Ausen and seconded by Grosshans to reconsider the
recommendation on application #64099.

Motion by Jensen and seconded by Bogucki to recommend to the
Village Council that application 464099, as amended, be approved and
a variance to section 35-704 granted to permit an off street parking
ratio of 2 car spaces for each 1,000 square feet of gross floor
area and the variance shall apply to Boutells furniture store in
Brookdale Center and not to furniture stores or retail businesses
in any other areas.

regulations include the following: "Any new signs for non-conforming
land uses, where sign permits are required, shall be a special use
and must conform to the requirements for a special sign permit."

of the Comprehensive Development Flan for the Central Neighborhood,
with the suggested changes, shall be accepted in principle.

minutes of the regular meeting of November 5, 1964, and the special

the Village Council that they uphold the Building Inspector's
interpretation of Section 3-302 (4a) and deny the application
submitted by Homedale Builders for a building permit to construct
a single family dwelling with 864 square feet of first floor area
and that the Planning Commission will further consider the minimum
floor area requirements for single family dwellings.
Motion carried unanimously.

the Village Council that application #64107 submitted by Trinity
Presbyterian Church be approved subject to the Building Inspector's
approval of the construction plans.

the Village Council that application 964108 submitted by Melvin
C. ''olters be approved and a variance to section 35-401 (4)
granted to permit a 3.4 foot side yard setback for an attached
garage at 3201 Thurber Road.
Notion carried unanimously.
At this point Chairman Kattar relinquished his position in the
chair in favor of member Pusen.
Notion by itattar and seconded by Bogucki to recommend to the
Village Council that application #64088 submitted by Star Enameling
Company for a variance to section 35-401 be denied for the reason
that the variance request is excessive.
Motion carried unanimously.
Kattar resumed his position in the chair.
Motion by Ausen and seconded--by Bogucki to recommend to the
Village Council that Section 35-220 be amended to read as follows:
Section 35-220 Variances, The procedure for obtaining a
variance from the requirements of this ordinance shall be as follows:
1. The petitioner shall fill out and submit to the Building
Inspector a form, copies of which are available at the
Village Hall. The "Zoning Form" will be used for this
purpose as well as for rezoning.
2. The Building Inspector shall refer the petition to the
Planning Commission.
3. Notice of such hearing shall be mailed at least seven days
in advance of the hearing to the petitioner and the property
owners or occupants of all property abutting or adjacent to
the property in question,

4. The petitioner shall appear before the Planning Commission
at its next regular meeting or at some other specified
time following acceptance of the petition by the Village
Inspector in order to answer questions concerning the proposed
variance.
5. The Planning Commission shall mane its recommendation on or
before its next regular meeting following its first consider-
ation of the petition.
6. The Council shall act on the petition within 30 days after
receiving the recommendations of the Planning Commission.

between France and Drew Wenues will be an item for consideration at
the next "701" work meeting which is scheduled for December 17,, 1964.
