HomeMy WebLinkAbout1970 02-25 PCM Minutes of the Proceedings of the Planning Commission of the City of Brooklyn Center in the County of Hennepin and State of Minnesota February 25, 1970 The Planning Commission met in study session and was called to order by Chairman Robert Jensen at 7 :40 P.M. Roll Call: Chairman Robert Jensen, Commissioners Karl Schuller, Henry Bogucki, Robert Grosshans,and Paul Ditter were present. Also present was Robert Haarman. Chairman Jensen recognized Mr. Jim Carlson from the North- west Neighborhood Committee who briefed the Planning Commission members on the results of the Northwest Neighborhood Committee's study of the Comprehensive Plan for that area. Chairman Jensen accepted the report and directed the Secretary to place it in the Planning Commission files. (Commissioner Charles Nichols arrived at 7 :45 P.M. during this briefing.) The next item of business to be considered was Planning Commission Application No. 69065 submitted by Lecon Properties requesting rezoning from R3 to the R5 classification property described as the east 491 feet of Tract A, Registered Land Survey No. 595. The property is more commonly described as the vacant land area between Velie Oldsmobile dealership and France Avenue North. Following a discussion of the application with Mssrs. Wessin and Bernu, representing the application, Chairman Jensen referred the matter to the Northwest Neighborhood Committee for comment before a decision is made. Chairman Jensen also requested the applicants to consider a mixture of land uses such as R3, R4, and R5 as opposed to the pure R5. Motion was made by Nichols, seconded by Bogucki, to table Application No. 69065, taking the application under advisement for further study and to permit the Planning Commission to receive a report and recommendation from the Northwest Neighborhood Committee relative to the application. The motion carried unanimously. The next item of business to be considered was Planning Commission Application No. 70001 submitted by Arrow Developers, Inc. , requesting preliminary plat approved for a vacant land area commonly described as lying south of Eckberg Drive extended and behind the rear property lines of properties on East Twin Lake Boulevard. Said property also borders on the shore of Twin Lake. (City Manager Don Poss arrived at this time, 9 P.M.) The City Manager reviewed for the Commission the development status of the land in question considering both the present request for preliminary platting and the present status of the recently approved Open Space Grant from the U. S. Department of Housing and Urban Development. Said Open Space Grant comprehends acquiring the land in Application No. 70001. (Commissioner Charles Nichols excused himself and left the meeting at 9:40 P.M. during this discussion.) -2- The remainder of the meeting consisted of a discussion by the Commissioners of various planning matters under their consideration including the appointment of two sub-committees to study the subjects of: 1) home occupations; and 2) site development standards for nursing homes.
