HomeMy WebLinkAbout2013 04-16 PRM MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 16, 2013 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chair Sorenson called the meeting to order at 7:00 p.m. ROLL CALL Chair Sorenson, Commissioners Dalton, Ebert, Peterson, Russell, Shinnick and Witalka were present. Also present were City Council Liaison Kris Lawrence-Anderson and Community Activities, Recreation and Services Director Jim Glasoe. APPROVAL OF AGENDA By consensus, the agenda was approved as presented. APPROVAL OF MINUTES – March 19, 2013 There was a motion by Commissioner Shinnick, seconded by Commissioner Russell to approve the minutes of the March 19, 2013, meeting of the Park & Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Councilmember Lawrence-Anderson reported there had been a number of proclamations at the April 8, 2013 City Council meeting including: April 26, 2013 as Arbor Day and May 2013 as Arbor Month in Brooklyn Center; April 20-27, 2013, as the Great Shingle Creek Watershed Cleanup Week; April 20, 2013, as Earth Day in Brooklyn Center, and April to be Eat.Talk.Connect! Month. Liaison Lawrence-Anderson noted a Skywarn class for residents was scheduled for May and that the Earthfest, Shingle Creek Cleanup and Police Awards program were all schedule for the upcoming week. Councilmember Lawrence-Anderson also reported on the recent City Council/Staff retreat, noting the revised focus areas for the 2013 goals included: strong neighborhoods; continued redevelopment; embracing diversity and enhancing the city image. CITY SURVEY RESULTS CARS Director Glasoe introduced Assistant City Manager Vickie Schleuning, who provided an overview of the results of the recent city-wide survey. Ms. Schleuning reported Decision Resources Inc. conducted the study, which included 400 residents. Ms. Schleuning noted the longest interview lasting over two hours. Ms. Schleuning noted the significant increase in resident satisfaction ratings in a number of areas and answered Commission questions. Following the presentation, Commissioner Peterson asked about the specific results of the 2008 survey questions relative to parks. Ms. Schleuning noted she had the results and would forward them to Mr. Glasoe for dissemination to the Commission. ANNUAL PARKS TOUR Chair Sorenson noted the May Commission meeting would be held at Grandview Park following the neighborhood meeting. He encouraged all Commissioners to attend. After some discussion it was decided that Lions Park and Centerbrook Golf Course would be the parks tour destinations for the June meeting, with Bellvue Park an option if time allowed. ADOPT-A-PARK 2013 Chair Sorenson asked when Commissioners might be available to conduct the first of the Adopt- A-Park clean ups at Marlin and Lakeside Parks. After some discussion, it was determined that 9:00 a.m. on April 27th was the date/time that would work best. Commissioners Peterson, Shinnick and Witalka indicated they could assist Chair Sorenson. 2013 NEIGHBORHOOD MEETINGS- Recreation/Parks Questions CARS Director Glasoe reminded the Commission the first “neighborhood meeting” for this year was scheduled for May 21st and noted there was time during each meeting where questions were asked of the citizens present. Mr. Glasoe noted “How often do you use this Park” was identified at the March meeting as a potential question. After some discussion, no additional questions were identified. However, it was agreed that Mr. Glasoe would introduce the Commissioners and ask that residents provide them with feedback directly. OTHER Commissioner Dalton reminded Commissioners of the 2013 Earthfest event scheduled for April 20th. Commissioner Peterson indicated he planned to attend as a representative of the Commission. SET NEXT MEETING DATE By consensus, the next meeting of the Parks and Recreation Commission was set for May 21 , 2013, at 7:00 p.m. at Grandview Park, immediately following the neighborhood meeting. MEETING ADJOURNED Commissioner Shinnick made a motion, seconded by Commissioner Russell to adjourn the meeting at 8:12p.m. The motion passed unanimously.
