MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE

CALL TO ORDER
Chair Sorenson called the meeting to order at 7:32 p.m.
ROLL CALL
Chair Sorenson, Commissioners Dalton, Ebert, Peterson, and Witalka were present.
Commissioners Russell and Shinnick were absent.
Also present were City Council Liaison Kris Lawrence-Anderson and Community Activities,
Recreation and Services Director Jim Glasoe.
APPROVAL OF AGENDA
By consensus, the agenda was approved as presented.
APPROVAL OF MINUTES – April 16, 2013
There was a motion by Commissioner Witalka, seconded by Commissioner Ebert to approve the
minutes of the April 16, 2013, meeting of the Park & Recreation Commission as presented. The
motion passed unanimously.
COUNCIL LIAISON REPORT
Councilmember Lawrence-Anderson deferred on providing a formal update given the late start to
the meeting. She asked if Commissioners had any questions. There were no Commission
questions.
PARK & RECREATION COMMISSION CHARTER- SCOPE/MISSION
Chair Sorenson asked for Commissioner clarification on this item, noting the age of the original
Resolution establishing the Commission and the significant number of revisions since its
adoption.
Commissioners Dalton and Peterson noted the previous Commission discussion centered on the
word conservation in the original scope and asked if Chair Sorenson had any historical context
regarding the Commission and conservation.
Chair Sorenson responded that his recollection was that the term conservation was primarily
related to the effort to protect and conserve open space for the use of citizens. Chair Sorenson
noted the parks system was still under development at the time and there was concern that
adequate amounts of open space be preserved.
After some additional discussion, Chair Sorenson asked that this item be placed on the
September 2013 agenda.
EARTHFEST 2013
Commissioner Dalton reported the Earthfest 2013 event was a resounding success and thanked
the Commission, Commissioner Peterson and CARS Director Glasoe for their involvement.
Commissioner Peterson noted a group; Friends of Palmer Lake Park had introduced themselves at the
event and shared some of their work. He added it would be nice to recognize their efforts. Council
Liaison Lawrence-Anderson noted the Random Acts of Kindness program and indicated they could be
nominated by the Commission.
ADOPT-A-PARK CLEAN-UP
Chair Sorenson reported that Commissioners Peterson (and son Matthew), Shinnick and Witalka
had joined him on April 27th to conduct the first clean-up of Marlin and Lakeside Parks.
Chair Sorenson noted he will send an e-mail in July announcing the second cleanup and
recruiting help.
COMMUNITY SURVEY RESULTS
CARS Director Glasoe reported that, per a request from the Commission, the 2008 community
survey results were provided to give a framework for the 2012 results presented last month. Mr.
Glasoe again noted the significant positive changes from the 2008 to 2012 results.
OTHER
Chair Sorenson referenced the discussion at the March Commission meeting regarding ice
skating rinks and indicated he had visited Willow Lane Park. Chair Sorenson noted the hockey
rink was still present, despite the fact that the park has not had a shelter building for many years.
Chair Sorenson noted the new shelter building at West Palmer Park and asked if the rink was in
the best location.
After some discussion, Commissioner Ebert made a motion, seconded by Commissioner Witalka
recommending that staff consider moving the hockey rink from Willow Lane to East Palmer
Park. The motion passed unanimously.
SET NEXT MEETING DATE
By consensus, the next meeting of the Parks and Recreation Commission was set for June 18,
2013, at 7:00 p.m.
MEETING ADJOURNED
Commissioner Witalka made a motion, seconded by Commissioner Ebert to adjourn the meeting
at 8:14p.m. The motion passed unanimously.
