As a result, many accomplishments have been achieved in enhancing community quality of life. This year, the City Council and staff revised the goals to better reflect the current and future community needs and expectations. The City Council adopted the Strategic Priorities that are summarized below. In addition, key performance indicators will be updated to ensure city operations stay focused on keeping Brooklyn Center a great place to start and a great place to stay. Civic Engagement—In order to clearly understand and effectively respond to community needs, the City will consistently seek the input from a broad range of stakeholders from the general public, non-profit and for-profit sectors. Efforts to engage the community will be transparent and responsive. Our engagement efforts will be deliberately inclusive and culturally sensitive. Focused Redevelopment—Redevelopment and renewal of commercial, industrial and residential property is essential to the health and vitality of the city. The City will lead efforts to maintain and increase the value of private properties and will make the necessary supporting infrastructure investments. We will encourage entrepreneurial investment and make strategic public investments to create jobs and grow the City’s tax base. Community Image—Our ability to attract and retain citizens and businesses is directly influenced by the perception of the City. We will take specific actions to assure that Brooklyn Center is recognized as a high quality, attractive and safe community. We will accomplish this by providing exceptional customer experience, vibrant neighborhoods and a sense of community thereby attracting private investment. City Briefs provides short updates about current city activities. For more information, please visit the City website or call City Hall. Shingle Creek Crossing Development Construction inside the Shingle Creek Crossing Planned Unit Development site continues, with four new multi-tenant retail and restaurant service buildings in different development stages. Buildings currently in construction are identified as: Building G – an 8,420 sq. ft. multi- tenant restaurant (end-cap designed) building, located at 1180 Shingle Creek Crossing is nearing completion. Building H – an 11,200 sq. ft. multi -tenant building with a proposed end -cap restaurant user, located at 1560 Shingle Creek Crossing is nearing completion). Qdoba Mexican Grill restaurant has submitted an application to build in a portion of Building H. This application is under review by City staff. Building K – a 9,500 sq. ft. multi- tenant retail/service building, located at 1580 Shingle Creek Crossing. Foot Locker applied for building plan review for a tenant space. Building L – a 12,600 sq. ft. multi- tenant retail/service building, located at 1150 Shingle Creek Crossing (awaiting construction Spring 2013). A new 38,000 sq. ft. LA Fitness facility, located at 1500 Shingle Creek Crossing, is in the final phases of construction and scheduled to open in August 2013. Panda Express was approved by the City Council in July to build a new restaurant space. A building permit for the new building is currently in plan review. The restaurant anticipates to open in late 2013. The Planning Commission approved a plan by Gatlin Development to demolish the former food court building (does not include Sears) at Shingle Creek Crossing and replace it with new retail space. Council consideration of the new site plan is pending. Other Business News A tap room license was approved by the City Council for Surly Brewing to serve beer at their brewing facility located at 4811 Dusharme Dr. The taproom opened to the public on June 21. An application for a new Luther Volkswagen dealership at 6801 Brooklyn Boulevard is currently under review by the Planning Commission. The proposed development includes a new 32,100 sq. ft. facility. The project is schedule for City Council review on July 22, 2013. Candlewood Suites hotel announced plans to build an 81 room, 4-story extended stay hotel at 6250 Earle Brown Drive. This application was approved for preliminary review by the City Council on July 8, 2013. Restaurant Depot applied for a permit for a tenant build-out at 5925 Earle Brown Dr. It is a wholesale cash and carry foodservice supplier. More Updates The City of Brooklyn Center was awarded the silver Wellness by Design Award from Hennepin County for excellence in promoting worksite wellness. The award recognizes “employers who make employee health a priority through creative and effective wellness policies and programs”. Employee wellness programs help minimize the rising costs of health insurance. The Central Garage has received the National Institute for Automotive Service Excellence (ASE) “Blue Seal of Excellence Recognition”. The Blue Seal award recognizes that our staff of mechanics - Reggie Smart, John McCormack, Bill Halvorson, and Steve Boos – has met, or in Brooklyn Center’s case, exceeded the number of ASE vehicle maintenance/repair certifications required to qualify for Blue Seal Recognition. Congratulations for their commitment to training and quality service! Centerbrook Golf Course is celebrating its 25th Anniversary with golf specials throughout the season. Rendering of Proposed Panda Express www.cityofbrooklyncenter.org | 3 Yet Another Apartment Complex Gets Remodeled Welcome Granite City Apartments Just one year after Granite Peaks Apartments (former Brookhaven) was purchased and renovated, Soderberg Apartment Specialists purchased Garden City Courts on December 24, 2012 determined to undertake another major apartment renovation in Brooklyn Center. Now called Granite City Apartments, the 72 living units underwent a $1 Million remodel that included granite counters in the kitchen, wood laminate floors, beautiful Maple/Cherry cabinets, a fresh surface on every wall, decorative grid windows, and intercom secure entrances. Improvements are also planned to be completed this summer for the exterior grounds including parking lot improvements, new brushed nickel signage, secured entrances, upgraded landscaping and irrigation system, and resident barbeque areas. Both properties are managed by Chris Kohler, President of Skyline Real Estate Services, and are conveniently located off of Brooklyn Boulevard and 65th Avenue, which allows hands-on care. The complex was fully occupied so the renovation took longer than originally expected. The rental rates increased to accommodate the upgraded living spaces. While many of the previous tenants remained after the renovations, the remaining units were quickly rented. All tenants were required to meet high renter qualifications. According to Mr. Kohler, “The residents who remained and the new residents love the location and modern living spaces, especially the gorgeous kitchens. The Minneapolis/St. Paul Business Journal named the France Avenue Business Park Building IV development, 4001 Lakebreeze Ave in Brooklyn Center, the Best Industrial and Warehouse Redevelopment in the Twin Cities metro area in 2013. The 90,000 sq. ft. industrial space is the fourth building in a complex developed by Real Estate Recycling. The building was constructed on a former health club site containing substantial environmental pollution that was remediated during the construction process. The project was completed in December 2012 and is valued at $12 Million. Current tenants include Omnicare Inc., a pharmaceutical company, and Medafor Inc., a medical-device company. A highlight of the survey was provided in the Summer 2013 edition of the City Watch. The survey revealed residents are positive about Brooklyn Center and its amenities. However, one-third of residents indicated that Brooklyn Center can boost the local image and quality of life by further addressing housing maintenance and neighborhood issues. The City Council and staff are reviewing ordinances to address these concerns. Significant discussion and public feedback (property code survey in a previous newsletter and review by the Housing Commission), has been sought. A key factor in developing higher neighborhood standards is how to keep neighborhood values and livability high, while taking into consideration the individual characteristics and use of residential properties. In the meantime, residents are asked to keep their properties maintained in good condition, clean and in compliance with current property codes. It will foster good relations with neighbors; help attract responsible homebuyers; and avoid the cost and time of citations, court appearances, and city-facilitated corrections. Messy yards. Items such as garbage, rubbish, junk, old furniture, appliances, auto parts, machinery and other equipment may not be stored outside. Tall grass and weeds. Grass and weeds must be kept mowed to a height of 8 inches or less, generally requiring weekly mowing and trimming of landscaping. Vehicle parking/junk cars. Unlicensed or inoperable vehicles may not be stored outside unless at a lawful business. A high number of vehicles can also decrease property values. Do your part to make your neighborhood a beautiful, healthful, and crime-free place to live! Brooklyn Bridge Alliance for Youth Building Connections for Youth The Brooklyn Bridge Alliance for Youth is a new organization operating in Brooklyn Center and Brooklyn Park that builds connections among agencies that serve youth. The Alliance strives to assure the success of all youth by challenging the conditions that diminish their hope, assuring youth are connected to a trusted adult who is vested in their healthy development as measured by educational success, and assuring youth master essential skills. The Alliance was created through a joint powers agreement between the cities of Brooklyn Center and Brooklyn Park; the school districts of Osseo, Brooklyn Center, Anoka-Hennepin and Robbinsdale; Hennepin County; Hennepin Technical College; and North Hennepin Community College. The Alliance offices are located at the EBHC. In late May the Alliance engaged in a door-knocking campaign called Brooklyns Summer Connect. Equipped with door hangers detailing information about local free and low-cost youth programs, volunteers visited their neighbors to spread the word about the importance of getting kids involved in constructive activities during the summer months. This year the Summer Connect team of 13 youth and adult volunteers distributed 363 door hangers and collected feedback from parents about youth programs. Jolene, a member of Brooklyn Youth Council, helps deliver information to parents about youth programs www.cityofbrooklyncenter.org | 5 Celebrate Ethnicity Building on Our Strengths September is Hispanic Heritage Month Nearly 9.6% of Brooklyn Center’s population reported as Hispanic or Latino in Census 2010. In 1968 the first National Hispanic Heritage Week was proclaimed by President Lyndon Johnson recognizing the contributions of the many and diverse cultures within the Hispanic community. The observance was expanded in 1988 to a month-long celebration from September 15 until October 15. German-American Day is October 6 Celebrate and recognize the contributions of our citizens of German descent to the liberty and prosperity of our Nation. We have embraced a vast array of positive German traditions, systems and influences. November is National American Indian Heritage Month During the month of November, we celebrate the rich cultural traditions and proud ancestry of American Indians and Alaska Natives. We recognize the vital contributions these groups have made to the strength and diversity of our society. 0.8% of Brooklyn Center’s population reported being American Indian and Alaska Native in the 2010 Census. If you experience a sewer backup, call the City Public Utilities Division immediately to determine if the blockage is in the City sewer line or your private sewer line. After hours, weekends, and holidays - call police (911) and public utility personnel will be contacted. If Your Sewer Backs-Up... Call the City First! In an effort to be more responsive to emergencies and more culturally aware while doing so, the City of Brooklyn Center Police and Fire Departments, in collaboration with Hennepin County, the Medical Reserve Corps, and ECHO introduces the Cultural Services Unit (CSU). The CSU is focused on improving connections with municipal first response departments and trusted local community leaders, with an emphasis on immigrant population centers where emergency alerts and advisories can be challenging. CSU goals are to encourage and support members of the community in preparing for emergencies, help residents respond to instructions during an emergency, and assist community members in finding resources needed to survive and recover from an emergency. Currently, the Brooklyn Center CSU consists of fourteen members who will help train community members, interpret/translate, and be a point of contact facilitator. CSU members received training on several topics related to disaster response and recovery, community engagement, and cultural awareness. The City Council wants to hear these stories. To nominate someone who has performed an act of kindness in the past year, you may send a card or letter, drawings or photographs of people performing kind acts, or use the City's nomination form which can be found and submitted online at the City website, www.cityofbrooklyncenter. org. Search Kindness. Please submit your Random Acts of Kindness nominations by September 27, 2013 to the City Clerk at City Hall. The City Council will recognize Random Acts of Kindness nominees at an October meeting and present each recipient with a certificate acknowledging their kind act. Good Deeds Get Recognized! Random Acts of Kindness Nominations Now Accepted  Stop for school buses with the stop arms activated.  Both directions of travel MUST stop for a school bus stop.  It is a Gross Misdemeanor to violate the Stop Arm law.  School buses with flashing amber or red lights should be treated with caution.  Flashing lights of the school bus indicate the bus is stopped or stopping. Children may be present in the immediate area.  Please follow the speed limits set for the roadway.  School patrols with stop flags are to be treated the same as a stop sign.  Be patient when approaching a group of children crossing the roadway.  Know the times of arrival and departure of the school bus.  Make sure your child knows where to go after the bus drops them off– I.e. daycare, home, grandma’s  Review home safety with your child—regardless the age.  Have your child memorize an emergency phone number.  Always walk to the bus stop. Never run.  Respect the “Danger Zone” that surrounds the bus.  Always cross the street in front of the bus.  NEVER go behind the bus.  If you drop something near the bus, tell the bus driver before attempting to pick it up so that they know where you are.  Remain seated until the bus stops completely and obey the bus driver.  Always wait for the school patrol to stop traffic before crossing the street.  Always walk across the street. DO NOT RUN.  Remember to look both ways before crossing any street. Motorists Parents School Children (Adults should discuss safety tips with school children) According to the Minnesota Crime Prevention Association, school bus transportation is safe. When accidents do occur, they are often when children are entering or exiting the bus. To prevent accidents and injuries this school season, remember these safety tips. www.cityofbrooklyncenter.org | 7 Officer Kris Knodle is starting his three- year term as the City’s new Juvenile Officer, replacing Officer Colleen Fricke. During Officer Fricke’s tenure as a Juvenile Officer, many youth programs were implemented including open gym and a juvenile diversion program. These outreach efforts have helped decrease juvenile crime and truancy by providing constructive activities for youth, as well as accountability. Officer Knodle is excited to be the new face in this position. He has learned the importance of active engagement as a Patrol Officer and from his early days as a Community Service Officer. Officer Knodle is already planning ways to engage youth in the city and is working with existing community partnerships and other department employees . Introducing New Juvenile Officer Kris Knodle Bringing Active Engagement A Message From Dogwatch Patrol Community Involvement Produces Success Many city police departments have different patrol shifts in order to provide 24-hour public service. The shift that occurs at night, while most people are sleeping, is often referred to as the Dogwatch. Night- time is also the time that burglaries, automobile thefts, thefts from automobiles, and juveniles issues may increase. While patrol officers respond to requests for assistance such as medical situations or assist other departments with nuisance concerns, they also work diligently to prevent property crimes. Through the collaboration of residents and business operators, we continue to see success in our crime prevention efforts. We would like to remind the community that you are important eyes and ears of Brooklyn Center. You are the experts of your neighborhoods. Public calls or tips have helped us prevent or solve criminal activity. Please call 911 to report any suspicious activities… no matter how minor you feel it is. In Brooklyn Center, 911 is also the non-emergency number to request Police Officer assistance. We welcome and appreciate your feedback and assistance in keeping our community safe and pleasant. Other ways to prevent property crime—keep your doors and windows locked, don’t store valuables visible in your vehicle (computers, phones, money, GPS, etc.), use motion lights/lights at night, and be active in the Neighborhood Watch program. Citizens will feel connected to each other and the natural environment will be protected and preserved for the enjoyment of future generations. 8 | Brooklyn Center Fall 2013 City Watch Open House The Brooklyn Center Fire Department is teaming up with the Firefighter’s Relief Association and H.O.M.E. to provide a free smoke alarm and carbon monoxide alarm to each household with a resident 60 years of age or older, and one smoke alarm to each household with residents under 60 years of age. As part of the program, a firefighter will visit with you at your home and determine your alarm needs. Some household hazardous waste collection programs will accept a limited variety of propane cylinders and canisters for recycling. Propane cylinders and canisters must be completely empty before recycling. If it isn't empty, connect the cylinder or canister to a propane-burning device such as your campstove or BBQ grill to burn off the residual propane. The following are some additional tips for safe handling and disposal of propane tanks.  Never put a propane cylinder or canister into a dumpster or other disposal container.  Avoid cutting the cylinder with a torch or cutting wheel. The cylinder may still contain propane and is a potential fire and explosion hazard.  Some local propane distributors and retailers accept old propane cylinders as a service to their customers. Some propane exchange companies will replace your old cylinder with a new one with an upgrade fee. Call these companies directly to check services and costs.  Propane cylinders and many campstove canisters are made of metal that can be recycled as scrap metal. Find local scrap metal dealers in the phone directory under listings for scrap metal processing. Call ahead to confirm they accept propane cylinders or canisters. Fire Fighter Positions Now Open If you think you have what it takes, you are available during daytime hours, and would like a highly rewarding career as a member of the Brooklyn Center Fire Department, apply now. Applications are being accepted for Firefighter Reserve positions with the City of Brooklyn Center. The City is currently hiring additional Firefighters who are primarily available during daytime hours. Candidates must be dedicated, unselfish, hard- working, efficient, and willing to work long hours. Firefighters must also be in good health and are required to have a physical and drug screening before being hired. The Fire Department is comprised of dedicated volunteer firefighters that have other jobs aside from the Fire Department. As a Firefighter you are responsible for training one night a week as well as responding to calls during your assigned response times. Additionally, Firefighters are scheduled to work duty crew shifts during which you stay at the station on average of three times a month. If you have questions about the application process, please contact the Human Resources Office at (763) 569-3307 or at City Hall, 6301 Shingle Creek Parkway, Brooklyn Center, MN 55430. 10 | Brooklyn Center Fall 2013 City Watch T he Urban Deer Brooklyn Center residents enjoy the best of both worlds—the conveniences of living in a first ring suburb and the enjoyment of nature with numerous parks and wildlife areas in the city. However, proper care needs to be taken when living with our furry or feathered residents. Do not feed or approach wild animals. Deer are often spotted in our neighborhoods and natural areas. In 2003 the City Council adopted a deer management plan to create an acceptable environmental balance that will facilitate the peaceful co-existence of citizens and wildlife. This means that the local deer population is monitored and occasionally harvested to prevent deer over-population. Under City ordinance, it is a misdemeanor to intentionally feed deer or provide a deer lick. Some people feed deer or provide salt because they enjoy seeing the deer in their yards or are concerned the animals do not have enough to eat. However, this artificial feeding is harmful to deer because it discourages natural food foraging. It also lures deer from their natural habitats into areas where the deer are a safety problem, both to the public and themselves. In addition to periodic vehicle accidents, deer carry ticks that can transmit disease. Deer photo courtesy of MN DNR Critter Corner— Living with Wildlife Did you know? When alarmed, whitetail deer fan their ears and wave their tails, which act like a white flag to warn other deer that danger is nearby. Help prevent localized flooding and keep our lakes healthy by keeping leaves off the streets this fall. Runoff from rain carries leaves and other yard waste located in the street through the City’s drainage system to local lakes, streams and rivers. Once there, leaves promote algae growth, causing water to look green and emit a strong odor. If leaves collect inside the drainage system, flooding can occur. The debris accumulates in ditches, culverts and storm sewers and stops the flow of water causing localized flooding as water backs up behind the obstruction. Yards, roads and houses can be affected or damaged. Please keep leaves out of the street. You can use leaves for mulch to protect garden beds, place them in your compost bin, have your garbage hauler collect them, or drop them off at the Maple Grove Yard Waste Site. Do Your Part to Keep Our Lakes Clean Keep Fall Leaves Off the Streets The annual fall Special Material Drop-Off Day is Saturday, October 12, 2013. Some items such as electronics, clean scrap metal, and household batteries may be disposed of free of charge. There is a charge for other items such as appliances, tires, mattresses, and carpet. Vietnam Vets of America will be accepting certain clothing and household items if in good, usable condition. Adoption is fun, educational and worthwhile. These programs provide your organization, company or family the opportunity to make our parks, trails, and streets even more safe and beautiful than they already are! We receive many compliments about the flower gardens in the parks and many family and special occasion pictures are taken in our parks. Also, thank you to the residents that help take care of the public rain gardens and landscaped areas that beautify the neighborhoods. Thank you to the volunteers who participated in the Great Shingle Creek Watershed Clean-up in Brooklyn Center on May 4. Cleaning the land helps keep the rivers clean too. The City of Brooklyn Center proudly salutes you for making this community a better place to live, work and play in. 35 volunteers collected 64 bags of trash plus removed tires and scrap iron from the creek. In addition, 14 City parks were cleaned. Learning & Growing for Arbor Day 2013 Local Students Memorialize Teacher with Tree Planting The City of Brooklyn Center teamed up with local school Palmer Lake Elementary to plant four trees in celebration of Arbor Day 2013. The sixth grade class planted a tree on school property as a memorial for a sixth grade teacher who suddenly passed away during the school year. The kindergarten class walked over to Palmer Lake West Park to plant three trees. The trees the groups planted this year were Princeton Elms, a hybrid species of an Elm tree that is resistant to Dutch Elm Disease. The students saw a demonstration of City equipment used to maintain trees, including the bucket truck. Steve Lawrence, Streets Department Crew Leader, explained the meaning of Arbor Day, the benefits of trees, and how to care for them. City Forester Bill Vetter, Streets and Parks Supervisor Todd Berg and Tracy Bushinger helped the 200 students plant trees. Each year, the City partners with an elementary school or group of young learners to provide a hands-on outdoor classroom for youth to learn about Arbor Day. The event is a collaborative effort in which the City provides trees, the Sons of the American Legion purchases cookies for students, and the DNR provides seedlings for the children to take home and plant. The Fix- Up Fund Low Interest Loan Program can be used for almost any home improvement project including a new roof, new siding, new windows, a new furnace, a kitchen remodel or even an addition. The Fix-Up Fund offers loans of $2,000 to $50,000, with an interest rate of 3%. To qualify, you must own and live in the home and have an annual household income of less than $94,700. The loan can be used regardless of whether you hire a contractor or you do the work yourself. Level 3: Builds on skills of level 2. Focus on stroke development as participants learn to survival float, front crawl, diving skills, & elementary backstroke. Scissors & dolphin kicks introduced.
