MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE
CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND STATE OF MINNESOTA
REGULAR SESSION
July 16, 2013
COUNCIL COMMISSION ROOM
CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Chairperson Thorbus at 7:00 p.m.
ROLL CALL
Chairperson- Judy Thorbus, Kathie Amdahl, Ephraim Olani, and Leroy Houston. David Johnson
and Peggy Lynn were absent and excused. Also present were Council Liaison Lin Myszkowski and
Staff Liaison Jesse Anderson.
APPROVAL OFAGENDA
There was a motion by Commissioner Amdahl and seconded by Commissioner Olani to
approve the agenda as submitted. The motion passed.
APPROVAL OF MINUTES—JUNE 18, 2013
There was a motion by Commissioner Olani and seconded by Commissioner Amdahl to
approve the minutes of the Housing Commission meeting on June 18, 2013. The motion
passed.
COUNCIL LIAISON REPORT
Councilmember Lin Myszkowski reported:
The City Council appreciated the feedback from the Housing Commission on the proposed code
revisions. The split decision on driveways was an accurate representative of the community. She
stated waste containers were discussed and the previous ordinance stated within reasonable time for
collection. There were some concerns with enforcement of the 4 p.m.time. The clarification from
City Staff would be to not enforce at that time for a brief violation of the ordinance. The next steps
on the ordinance will be for it to be modified and brought back for approval.
Council Lin Myszkowski stated the first special use permit was applied for a Dynamic messaging
sign and a public hearing will be held by the Planning Commission on August 15, 2013.
She further stated the Odyssey Charter School asked for a conduit bond for a nonprofit charter school
and the bond would be for repairs and purchase of materials in the amount of $5.3 million.
Chairperson Thorbus asked what makes this a conduit bond. Councilmember Myszkowski stated the
school would be using our non-profit status to obtain the bond. Chairperson Thorbus asked if
churches can get this as well. Councilmember Myszkowski stated that they could. However,they
would have to review risk and benefit to the community.

Commissioner Olani asked what the benefit is to the community for the Odyssey Charter School
Conduit bond. Councilmember Myszkowski stated the property will be well taken care of and
Brooklyn Center will have a high performing charter school. Commissioner Olani asked if there was
any expense to the City. Councilmember Myszkowski replied there will be no cost to the City and
they will pay$7.7 million with interest. Commissioner Olani asked if they don't pay,what are the
consequences. Councilmember Myszkowski stated there is no financial responsibility for the City
and the City will just have their name on the bond.
Chairperson Thorbus stated they have been a good partner for the City through hosting events.
Councilmember Myszkowski stated the Council may ask for a vote or may have more discussion.
Chairperson Thorbus asked if there was any progress on the amphitheater. Councilmember
Myszkowski stated that the City Council is still talking through the budget.
CHAIRPERSONS REPORT
Chairperson Thorbus welcomes Leroy Hudson to the Housing Commission.
Commissioner Hudson introduced himself and said he has lived in Brooklyn Center since 2000. He
stated that he applied for this position after a recommendation from his Pastor.
NEW NEIGHBOR PROGRAM
Commissioner Amdahl provided an overview of the program. The Housing Commission has
completed 77 deliveries in three sessions and 48 of those properties the Commissioners were able to
speak to homeowners. At the remaining 2,the bags were left behind with no contact. The Housing
Commission went out last Wednesday with two vehicles and a total of six neighborhoods have been
completed. Their next visit will be on July 24,2013 at 6:15 p.m.and Katy Zillmer from the Sun Post
will ride along.
OTHER BUSINESS
There was no other business addressed by the Commission.
ADJOURNMENT
There was a motion by Amdahl Commissioner and seconded by Commissioner Olani to
adjourn the meeting. The motion passed. The Brooklyn Center Housing Commission adjourned
at 8:00 p.m.
