MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE
STATE OF MINNESOTA
REGULAR SESSION
SEPTEMBER 17, 2013

CALL TO ORDER
Chair Sorenson called the meeting to order at 7:00 p.m.
ROLL CALL
Chair Sorenson, Commissioners Dalton, Ebert, Peterson, Russell, Shinnick and Witalka were
present.
Also present were City Council Liaison Kris Lawrence-Anderson, Public Works Director Steve
Lillehaug and Community Activities, Recreation and Services Director Jim Glasoe.
APPROVAL OF AGENDA
Chair Sorenson asked that two items be added to the agenda, Staging Area Turf restoration and
Fall Adopt-A-Park clean up. Commissioner Peterson asked that an item be added regarding the
striping of trails. By consensus the agenda was approved as amended.
APPROVAL OF MINUTES – June 18, 2013
There was a motion by Commissioner Witalka, seconded by Commissioner Dalton to approve
the minutes of the June 18, 2013, meeting of the Park & Recreation Commission as presented.
The motion passed unanimously.
COUNCIL LIAISON REPORT
Councilmember Lawrence-Anderson reported the City Council had been sending a lot of effort
reviewing the proposed 2014 budget and Capital Improvements Plan.
Council Liaison Lawrence-Anderson also reported the City Council had been updated on a
meeting between the Police Department and the management at the Denny’s Restaurant to
discuss the issues they have been having with late night patrons. Ms. Lawrence-Anderson noted
they had mutually agreed upon a plan on how to proceed moving forward.
2014-2028 CAPITAL IMPROVEMENT PLAN- PARK IMPROVEMENTS
Public Works Director Lillehaug reviewed the proposed 2014-2028 Capital Improvements Plan.
Mr. Lillehaug described the proposed projects, their timing and the changes that had been made
since last year’s plan. Mr. Lillehaug also noted the planned improvements to the Centennial Park
tennis courts and asked that the Commission weigh in on the need to replace the courts in their
current configuration.
Chair Sorenson asked about the soccer field at Willow Lane Park and noted a dead tree adjacent
to the field and an uncovered post in the park. Chair Sorenson also asked about the status of
water for Northport Park and the status of the Firehouse Park basketball court.
Mr. Lillehaug responded that he would look into all of these issues, but would like to concentrate
tonight’s discussion on the Capital Improvements Plan.
After some additional discussion, CARS Director Glasoe noted the proposed Capital
Improvements Plan was being presented tonight, but that it would be on the October agenda for
Commission recommendation.
STAGING AREA TURF RESTORATION
Public Works Director Lillehaug provided the Commission with an update on the turf restoration
efforts related to the former street reconstruction areas, noting that some efforts were just getting
underway because of the hot weather in August. Mr. Lillehaug noted areas of Marlin and Willow
Lane Park had been overseeded in the spring and that crews were blading and reseeding Lions
Park. Mr. Lillehaug noted that the specifications for restoring the staging areas had been ‘beefed
up” and that last year’s areas (East Palmer and Lakeside) were coming along.
Chair Sorenson noted the hot weather in August had negatively impacted the turf at Lakeside.
Commissioner Peterson noted a tree in East Palmer had suffered the same fate.
Mr. Lillehaug responded that he will look into these issues and noted that with future
neighborhood street reconstruction projects, he would try to not use park land for the staging
areas.
CENTENNIAL SOCCER FIELDS
CARS Director Glasoe reported that plans and specifications had been completed for the
construction of youth soccer fields in Centennial Park. Mr. Glasoe noted the plans called for
improvements to be made this fall, with the fields being ready for use in June 2014.

MEMORIAL AMPHITHEATER
CARS Director Glasoe reported the city had entered into an agreement with Blumentals
Architecture to develop plans and specifications for the proposed amphitheater. Mr. Glasoe
added that fundraising continued for the project.
FIREHOUSE PARK CAMERA RECOMMENDATION
CARS Director Glasoe reported the City Council had met in a work session to discuss
itsrecommendation for placing a camera a Firehouse Park. Mr. Glasoe noted that, while the City
Council was supportive of the idea of cameras, they suggested researching a mobile system that
could be used in other location if necessary. Mr. Glasoe noted staff was researching mobile
systems and he would bring the item back to a future agenda for consideration.
PARKS RECYCLING PILOT
CARS Director Glasoe reported the parks’ recycling pilot project would be wrapping up later in
the week and that he would place this item on a future agenda to share the results of the pilot.
Commissioner Dalton noted she had met with Mr. Glasoe, Streets and Parks Maintenance
Supervisor Todd Berg and HRG Administrator Dan Ruiz to discuss some issues that had been
encountered during the year and noted that some great ideas were offered, should the
Commission seek to expand the program in the future.
ADOPT-A-PARK CLEAN UP
Chair Sorenson reported he would be cleaning up Marlin and Lakeside Parks on Wednesday, September
18th at 6:00 p.m. and noted that if any Commissioners were available they are welcome to help.
STRIPING OF TRAILS
Commissioner Peterson, noting that this would be his final meeting, wanted to have placed on
the record his support of striping all of the city’s trails.
Chair Sorenson and the Commissioners thanked him for his service and wished him well on his
move.
SET NEXT MEETING DATE
By consensus, the next meeting of the Parks and Recreation Commission was set for October 15,
2013, at 7:00 p.m.
MEETING ADJOURNED
Commissioner Shinnick made a motion, seconded by Commissioner Witalka to adjourn the
meeting at 8:13 p.m. The motion passed unanimously.
