Adjournment PLANNING CO M 37.1jSIONT INFORMATION SHEET Application No. 72034 • Fpplicantz Dale Dahlberg Locationt 6501 Humooldt Avenue North Description of Requestt Special Use Permit BACKGROUND: The applicant is rec-ruesting a special use permit as recuired by Section 35--322a3a) to operate a U-Haul rental service on the site of the D-X station at 65th and Hundboldt. Avenues North. This activity was being pursued prior to the appli- cation and has continued to date. ANALYSIS AND RECOMMENDATION-. The application indicates that parking space will be required for the storage of 9 trailers and 3 trucks, in addition to the space for the service station. • Primary staff concerns are that the number of vehicles be limited to 9 trailers and 3 trucks, and that the parking be confined to the areas indicated. Particular attention should be directed to the 50 foot setback from the south property Line for the west parking area. The site is surfaced, curbing is in, and there is fencing on the west and north. Recomn,endation is for approval subject to the following conditions 1) The number and type of rental units shall be limited to no more than 3 trailers and 3 trucks; 2) parking of the rental units shall be confined to the area indicated, with a 50 foot setback from the south property line; 3y The permit shall be subject to review on an annual basis from the date of issue. j e t � I t t 7 'D t E • PLANNING COMMISSION INFORMATION sim,r Application No. 72035 • Applic antt Shell oil Company Location: 6545 Lyndale Avenue North Description of Request: Special Use Permit BkCKGROVNDt The applicant is seeking a special use permit as required by Section 35-3223a) , for a proposed car washer to be installed in the southerly bay of the Shell Station at 66th and Lyndale Avenues North. The installation of another overhead door is proposed at the west end of the south service bay. Additional surfacing and curbing will be provided on the site. AMLYSIS AND RECOMMEYDATION A staff survey of other coramunit ies indicates few problems with service station use of mechanical • car -washers . Primary concern is with proper site improvements,. namely continuous perimeter in-place concrete curbing ,vs. wheel stops" and complete surfacing of all driving and parking areas. Recommendation is for approval, su.3ject to the following conditionst 1) Structural improvements are subject to the approval of the building inspector with respect to applicable building codes; 2) All d-riving and parking areas will be properly surfaced; 3) Continuous in-place concrete curbing will be installed along the perimeter as indicated on the revised site plan; 4) The permit will be subject to review on an annual basis co-imiencing with the date of issue. �aIM1 � c i t • (JR -Nil • . .tip �� PLANNING COMMISSION INFORMATION SHEET Application No. 72036 • Applicant% E-Z haul (J . Mancini) Location„ 6601 Lyndale Avenue North Texaco Station's Description of Rec;uest Special Use Permit BACKGROUND: The applicant is requesting a special use permit as required by Section 35-322;13a) to operate an E-7 Haul rental service on the site of the Texaco service station at 66th and Lyndale Avenues North. This activity was being pursued prior to the application and has continued to date. ANALYSIS AND RECOMMENDATION.- The application indicates that the operation will reouire parking for a maximum of E trailers and 4 trucks • in addition to the parking required for the service station. The staff concern is that the number of vehicles be limited to B trailers and 4 trucks and that parking he confined to the setback areas indicated. Furthermore, there is a need for in--place concrete curbing around the site (vs. wheel stops) as well as for surfacing of the rest of the site other than desig nated green areas, Other than being posh; facto, the application appears to be in order, and recommendation is for approval, subject to the following conditions: 1) The number and type of rental units shall be limited to no more than S trailers and 4 trucks; 2) Parking of the rental units shall be confined to those areas and setbacks as indicated on the plans submitted; 3) Continuous, in-place concrete curbing shall be in- stalled along the northerly and westerly sides of the site; Planning Commission information :"Iheet - Page 2 Application No. 72436 4; All driving and parking areas shall be properly surfaced; 5) The permitshall be subject to review on an annual basis from the date of issue. • • 0 PLAISTM IG COMMISSION TNrORMATION SHEET Application No. 72037 • Applicants First Florida Building Corp. Location: 6110 Brooklyn Boulevard (Burger King), .Description of Request, Site and building plan approval - Remodeling BACKGROUND: The applicant is requesting site and building plan approval for the interior and exterior renovation of the Burger King Restaurant at 61st and Brooklyn Boulevard. .AML•Y•SIS AND RECOMMENDATION: The staff has consulted with the applicant relative to certain revisions to the submitted plans . The following factors were consideredx A . Curbing. The recommendation is for 6 inch continuous concrete curbing along the perimeter. The initial • plans indicated concrete wheel stops set in the parking stalls, which are not recommended. B. Parking. 54 spaces are provided and based upon the applicant ' s appraisal of the new seating capacity, this is sufficient. C. Lighting. The recommendation is for non-glare lighting. The applicant ' s contention is that the indicated lights are non--glare. Staff opinion is doubtful. The lighting could receive tentative approval, subject to review after installation and to removal, if not satisfactory. D. Fencing. Existing fence appears to be adequate. Concern is that there be fencing which positively prohibits pedestrian traffic from adjacent properties. E. Si nq ery. Generally, an administrative matter. There is no indication that the existing freestanding sign will be replaced or that another type will be substituted. • Particular noce, however, is trade of the red plastic strip around the roof parapet. Plans show this to be internally Lighted,, thus making it a roof sign. Planning Commission Information Sheet Page 2 Application No. 72037 Recommendation_ is not to approve the parapet strap as indicated - although a painted decorative strip woVId be permitted. F. Exterior Facilities. A small eating area is indicated on the front island in the parking area. Recommendation is that this should be relocated up to the building and adequately screened. Also, trash and garbage facilities should be appro- priately located and screened. The plans appear to be in order and the recommendation is for approval, subject to the following conditions: I. Building and site plans are subject to the approval of the Building Inspector with respect to applicable building codes. 2. Six inch continuous cast-in--place concrete curbing • will be installed around the perimeter of the parking areas as indicated on the revised plans. 3. Lighting will be non-glare; if the lighting indicated on the plans is installed, it will be subject to review and removal if deemed unsatisfactory. 4. The outside eating area indicated on the plans will be relocated near the building and will be adequately screened 5. Plan approval is exclusive of any signery; the colored strip on the roofs parapet will not be internally lighted as indicated on the submitted plans 6. A performance agreement and performance bond (in an amount to be determined by the City Manager) shall be submitted to the City to guarantee the site improve- ments as designated on the plans submitted. •s •
