The project `-a31] have 11 dwelling units in two buildings. ANA.M'SIS AND RECOMME DATIOI:73 Action is contingent upon the deterMination of Not 72020 and No. 72021. The staff opinion suggests reconsideration of the project design, particularly with regard to access and open space layout. There is concern over the position of the buildings relative to the sideyard vieTt., of potential development an adjacent lots. Redesign of the project could provide an improved visual effect from neighboring developments and afford maximum accessibility to the green space and play area. As indicatea on the submitted plans, the open area is readily accessible only by the units on the west end of the buildings. it seems that this open space is provided more for density credit ]Gather than for functional or aesthetic purposes. ANUALYS IS AND RECOMENDATxON t The applicant proposes to rezone to P._5 a portion of the large acreage in the northwest corner of the City which is currently zoned R-3. The remaining R-3 land would be eventually developed with a numbest of townhouses. • in shorts, the applicant intends to develop the land with a large complex of mixed residential housing. it is the staff opinion that a project of this magnitude merits a more extensive and detailed planning e:!!£ort Further, it is conceivable that, through the planned development of a mixed-residential use, and an ordinance comprehension of this type of concept, rezoning would not be necessary. ANALYSIS AND RECCHMM ATION: Action can this application is contingent upon the determination of mo. 72026. Plans and data submitted thus far are at best preliminary, and offer only an elementary perspective of a concept which proposes the development of the largest residential housing project in the City. Detailed data for such development factors as density, land- scaping, grading, traffic patterns and soil conditions are either sparse or missing. There have been no acceptable building plans submitted. There is the probability that the development will feature a miffed residential use including R--3 townhouses as indicated on the submitted plans.
