Description of Request: Special Use Permit
BA CKGRDUND:
The applicant seeps approval of a special use permit to
operate a beauty shop in his home. Section 35.220 re-,
quires a public hewing and Commission review of the
special use application for special home occupation.
ANALYSIS AND RECOMMNDATIO
There has been an approved beauty shop in operation at
this address for some time. The applicant has recently
acquired the property and desires to operate his own
beauty shop.
Recommendation is for approval, Subject to the following
conditions:

I. A copy of the beauty shop and beauty operator's
licenses issued by the State of Minnesota will
be placed on file with the City prior to issuance
of the permit.
2. The permit shall be subject to annual review by
the City, commencing with the date of issue.

The applicant was tabled September 7th so that it might be
considered in conjunction with Application No. 72055 which
had previously been tabled.
The applicant seeks permission to build a Sunday School
addition adjacent to the church; churches and educational
uses are special uses in R-•l zones.
A114LYSIS AND REC7OMIENDATION
Consideration and disposition is contingent upon the
decided action take on pplication No. 72055. In order
• to proceed with site and building construction, the special
use permit is required.
Staff concern has been primarily with the physical development
of the site and the location of the addition not with
the special use, per se. Further data will be available at
the hearing.

The application was tabled duly 13th to allow the applicant
the opportunity to develop revised landscape and drainage plans.
and to defer final disposition until further input regarding
the upgrading of 1--94 was available.
The applicant is seeking site and building plan approval for
a Sunday School addition to theNorthbrook Alliance Church.
ANALYSIS AND RECOMMENDATIONS
This application should be considered in conjunction with No.
72067 which requires approval prior to approval of the present
application.
• Staff has had communication with the Highway Department,
and the feeling is thence is no reason to delay further the
proposed project (although the design of the project and
re--location of the building might better utilize the site) .
Apparently the Highway Department intends to construct a wooden-
earth barrier along the south side of the freeway and does not
comprehend a major land acquisition for right--of.-way purposes.
The plans appear to be in order and approval will be subject
to the following conditions :
1. Building plans are subject to the approval of the
Building Inspector with respect to applicable building
codes;
2. Drainage and utility plans are subject to the approval of the
City Engineer prior to issuance of building permits
3. A performance bond and performance agreement (in an amount
to be determined by the City Manager) shall be submitted to
the City to guarantee the installation of the site improvements,
• 4. All parking and driving areas will be paved and curbed
utilizing B-612 type curbing.

Description of Request: Preliminary Registered Land Survey
Approval
BA CIKGROUND:
The application was tabled August 3rd, pending further input
from the Citizen's Advisory Group and the Highway Department.
The applicant proposes combining two parcels for purposes
of building a single family dwelling.
ANALYSIS AND RECOMMENDATION:
The Highway Department has indicated that approximately 20
feet will be taken from the subject parcel.
The remaining parcel would still be of buildable size.
The Highway Department also proposes a wooden-earth barrier
• along the south side of the freeway. If this proves
unacceptable to the Advisory Group and the City, given the
concerns for proper setback and noise abatement, it is
conceivable that more land would be required.
Thus, the potential ramifications are significant, relatksre
to the risk of the owner to proceed with home construction
in addition, there is concern for the planning ,principle
involved, i.e. the incompatibility of residentcial housing
with the highway use.
Further input will be available from the Citizen' s
Advisory Group at the hearing. Possibly the application
should be tabled further until definite plans and agreements
are formed regarding the freeway project.
