Application Wo. 72067 • Applicants Northbrook Alliance Church Location: 6240 Aldrich Avenue North Description of Request: Approval of Special Use Permit BACIMIROUBW s The applicant is requesting a special use permit to allow the construction of a Sunday School addition to the church. Chufches and educational facilities are special uses in R--I districts. ANALYSIS AVO RECaMMENDATION: The permit is required to allow construction of the addition proposed by a separate application submitted k>y Vanman Construction Company. That application (N-lo. 72055) has been scheduled for the September 21, 1972 meeting. The primary concern of the staff and the Commission has been with the proposed location of the structure and its proximity to the Freeway, in light of the planned widening and upgrading • of F.A.I. 94. This application is in order, but obviously is closely related to the site and building application and corresponding ramifications. Specifically, plan approval is sought fox Phase 1 , so that permits may be secured for a 120 unit condominium apartment building and parking facilities, as well as for 24 townhouse units and parking. The Commission gave the project conceptual approval at the July 13th meeting. ANALYSIS AND RFCO JiEMMKIKON • ?due to the magnitude of the proposed project, the applicant has been required to provide documented planning data, relative to the layout of the buildings, the phasing, and particularly the drainage of the site. An open drainage way is proposed, and the Director of Public Works, who has worked extensively with the applicanV9 engineering staff, will be prepared to comment further. The project consists of three phases, the first: compre- hending a 120 unit apartment building at the northwest end of the site, and 24 townhouse units at the southwesterly (69t'h Avenue) end. Determination should be made of t:he actual intent relative to Home Owner Association Agreements. Apparently there will be separate Associations, to be merged as the project develops. Locations Easterly of Xerxes Avenue and Northerly of W.I. 94 Description of Requests Rezoning from 1-1 to C-2 BACKGROUND: The applicant seeks rezoning of the subject parcel from 1_.1 to C-2, to permit the construction of at least two restaurants. The parcel and surrounding lance ?excepting the Shingle Creek Greenst-rip) are part of the B.&I.P. , zoned 1-1. The area comprehended by the proposal is 6.48 acres. The applications, primarily for this reasonk, have been referred to the commission by the Council for review. A} 1; AND RECOMUENMATION.- The applicant informed the Council that efforts to establish an easement with Transcontinental Development have proved fruitless. Thus, it is the applicant' s proposal to dedicate the entire • easement from his property. The staff will be prepared to comment and recommend action. Furthermore, the Council has asked the commission to reconsider the application, noting its concern with the relationship of the proposal to the entire 8 acre parcel. council concern is with the ramifications upon the rear 6 acres and with the need for appropriate land use planning for the entire area. The Commission last considered Application No. 72018 on May 18, 1972, when approval was recommend. Application No. 72041 was heard, and approval. was recommended on June 1, 1972. Sidewalk easements will be provided along the northerly property line; 5. All required easements will be filed with the City prior to the issuance of building permits and are subject to review by the City Attorney; 7. Required installation of permanent B -612 type curbing along the west property line may be deferred for three years, pending • the development of the property to the west, subject to the following conditionsg C Motwithstanding the above conditions, the City may require the inst-allation of curbing at any earlier time than may be necessary: b. During the interim period, temporary bituminous rolled curbing will be installed along the west property line; C. If during this period of time, the adjacent area should be developed with a plan that would not require the curb, and the City approved the plan, the Cil.-y could waive the curb requirements in these areas.
