Description of Request: Rezoning from R1 to R2
BACKGROUND:
The applicants proposed the rezoning of the subject
properties from R1 to R2 to permit the construction of
two unit dwellings. The item was tabled on July 13th
to permit the reauest; to be submitted to the Neighborhood
Advisory Group for further input. The public hearing
was held also at that meeting.
ANALYSIS AND RECOMMENDATION:
The applicant intends to develop double unit dwellings
for rental purposes on the subject property. As the
Commissioners will recall, 13 of the 41 neighboring
• property owners who were notified objected unanimously
to the rezoning, citifig problems with nearby Georgetown
Court Apartments which were rental units and thus the
concern that more rental units will intensify problems
such as 'traffic, parking, general nuisances, such as
vandalism and pressure On the increasing number of students
at area schools.
The matter was submitted to the Northeast Neighborhood
Advisory Group which has submitted a letter for the
file indicating that group`s recon-imendati_on favoring the

Description of Request: Site and building plan approval
BACKGROUND:
The applicant is seeking site and building plan approval
for a church school_ addition to the Northbrook Alliance
Church, westerly of the present structure. The item was
tabled at the July 13th meeting to permit the applicant
the opportunity to submit revised landscaping and drainage
plans as well as to permit further input from the Highway
Development Neighborhood Advisory Group which was
scheduled to meet with the Highway Department.
AN';%LY'SIS AND RECQ4MENDATION:
The advisory group was to meet with the Highway Department
relative to their recommendations for the upgrading and
• expansion of F194 and the input from that meeting should be
available.
The applicant has submitted revised landscaping plans
which have been reviewed by the staff.
Contingent upon the input of the Highway Development
Neighborhood Advisory Group, approval would be subject to
the following conditions:
1. Drainage and utility plans are subject to the approval
of the City Engineer prior to the issuance of a
building permit;
2.. Building plans are subject to the approval of the
Building inspector with respect to applica;aIe building
codes;
3. A performance agreement and performance bond �n an
amount to be determined by the City Manager) shall be
submitted to the City to guarantee the installation of
the site improvements as designated on the plans
submitted.

Description of Reaueste Approval of preliminary subdivision
BACKGROUND
The applicant seeks subdivision of the parcel lying easterly
of the Northbrook Alliance Church property for the purpose of
constructing a single family dwelling.
ANALYSIS AND RECOMMEMATIONs
The general situation of this application is similar to that
of Application No. 72055 submitted by Vanman Construction
Company. The application was taoled at the August 3rd meeting
pending the results of a meeting between the Highway Develop
went Neighborhood Tdvisory Group and the State Highway
Department. The staff concern at that time was that action
• on the application could represent an unnecessary constraint
upon the advisory group.
The Citizen' s rdvisory Group has met with the Highway
Department Officials and that input will be available at the
Planning Conurission meeting.
Subject to the information resulting from that joint meeting,
the staff recommendation is for approval subject to the
provisions of the Platting ordinance.

Description of Reaueste Site and building plan approval
for Columbus Village Phase III
BACKGROUND:
The basic building plans for the development were approved
as part of the overall master plan for the Columbus
Village. Due to a change in ownership as well as some
site revisions, the plans are submitted for review and
approval.
ANALYSIS AND RECOMMENDATION4-
The staff has reviewed the plans extensively and has
suggested varioua revisions which the applicant has
indicated on the submitted plans.
Final staff reviews centers around three concerns:
• 1. Some modification of the open spaces to include
curbing and islands;
2. Setback of the indicated fencing on Camden and
Lyndale Avenues North;
3. Determination of desirable traffic access to the
site.
Regarding the latter; the staff has consulted with the appli
cant and the result is the indicated cul de sac near Lyndale
Avenue. The Director of Public Works will be prepared to
further discuss the thinking behind this traffic design feature
Regarding the fencing, the suggestion is the length of the
fence be cut back from Camden and Lyndale Avenue North to the
building line. Relative to the modification of the open
parking areas, it is noted that the spaces provided exceed
the ordinance requirement and consequently certain areas
might be curbed and provided with samll islands to facilitate
traffic control and parking access.
• Recommendation is for approval subject to the following conditionse
1. The drainage and utility plans are subject to the
approval of the City Engineer;
