HRA Agenda Item No. 4a
HRA ITEM MEMORANDUM
DATE: December 5, 2013
TO: Housing and Redevelopment Authority
FROM: Curt Boganey, Executive Direc
SUBJECT: 2014 Housing and Redevelopment Authority Budget and Property Tax Levy
Recommendation:
It is recommended that the Housing Redevelopment Authority consider adoption of two attached
resolutions approving the property tax levy for payment in 2014 and the operating budget for
fiscal year 2014
Background:
The HRA adopted a preliminary resolution on September 13, 2013 to levy a tax on all taxable
properties in the City at a rate of 0.0185% of the taxable market value of the properties. This
resulted in a levy of $ 282,110 being established as the Pay 2014 levy. Those funds, when
collected, are transferred to the EDA for use in administering HRA eligible activities. A
resolution is attached establishing that amount as the final levy for taxes payable in 2014.
Another attached resolution establishes the 2014 budget for the HRA at $ 282,110, enabling
transfer of the levy to the EDA.
Budget Issues:
As the total property tax base loses value, the levy decreases.
Council Priority:
Vibrant Neighborhoods and Focused Redevelopment
Mission: Ensuring an attractive, clean, safe, inclusive community that enhances the quality of life
for people and preserves the public trust
Commissioner introduced the following resolution and
moved its adoption:

Center, pursuant to the provisions of Minnesota Statutes 469.033, Subdivision 6, must certify a
final property tax levy resolution to the City Council of the City of Brooklyn Center.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment
Authority of the City of City of Brooklyn Center, Minnesota that a special tax is hereby levied on
all taxable real and personal property within the City of Brooklyn Center at the rate of 0.0185%
of the total market value of real and personal property situated within the corporate limits of the
City of Brooldyn Center that is not exempted by law.
