BACKGROUND: The applicant is requesting preliminary plat and site and building plan approval for a site located at 73rd and West River Road (Lyndale Avenue) . The property in question, zoned R-4, consists of two parcels (Lot I and 2, Auditor' s Subdivision, 309) . The applicant has submitted a preliminary plat requesting the parcels to be divided into 3 lots to facilitate construction of two 4 unit and one 7 unit multiple dwellings. • RECOMMENDAT ION: 1. Preliminary Plat - The proposed plat meets all ordinance requirements and the staff would therefore recommend approval. 2. Site and Building Plan. The two 4 unit buildings meet ordinance requirements and the staff would recommend approval provided usual conditions are adhered to, and a special requirement that those areas denoted as being future garages be curbed until such time as garage construction takes place. The Proposed seven unit building meets ordinance requirements with the exception being a variance in green strip requirement (See Staff Report 7bO64) . The staff would recommend approval providing usual conditions are adhered to and the following special requirements: 1. The variance as appliad for under Application 70064 is approved; and S 2. The area denoted as future garage 4 L curbed until such time as garage construction takes place. s PLANNING CCTiMISSION INFOMATION SHEET Application No. 70064 70064 Applicant: Harold Swanson Description of Request: A variance of 7 feet to allow encroachment into the green strip BA CXG ROUI The applicant is requesting permission to encroach 8 feet into the 15 foot required green strip -%.-o facilitate the construction of driveway, parking and a future garage,. M3COMMENDATION it appears, upon exmination of thi's application, that there is merit in the request. The purpose of the 15 foot green strip and screening device between R4. and Rl property is to provide adequate separation and aesthetic • consideration to RI property because of the bulk of multiple dwellings. Parenthetically, the structure and site plan as proposed would not diminish the intent of the ordinance. The building, as located, is 60 feet from the rear property line which abutts the rear yards of the RI property. Consequently, the e-.z7fect of granting a seven foot variance would be negligible. The staff would therefore recommend approval.
