1. CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Regular Session
called to order by Chair Tim Willson at 7:05 p.m.
2. ROLL CALL
Chair Tim Willson and Commissioners Carol Kleven, Kay Lasman, Lin Myszkowski, and Dan
Ryan. Also present were Executive Director Curt Boganey, Finance Director Dan Jordet, Public
Works Director/City Engineer Steve Lillehaug, Director of Business and Development Gary
Eitel, Assistant City Manager/Director of Building and Community Standards Vickie
Schleuning, Police Chief Kevin Benner, City Attorney Charlie LeFevere, and Carla With,
TimeSaver Off Site Secretarial, Inc.
3. APPROVAL OF AGENDA AND CONSENT AGENDA
Commissioner Lasman moved and Commissioner Ryan seconded approval of the Agenda and
Consent Agenda, and the following item was approved:

1. December 12 2011 —Regular Session
Commissioner Myszkowski abstained from the same. Motion passed.
4. COMMISSION CONSIDERATION ITEMS
4a. FINAL MARKET VALUE LEVY AND BUDGET RESOLUTIONS
1. HRA RESOLUTION NO. 2012-01 ESTABLISHING A PROPERTY LEVY
FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION,
PROVIDING INFORMATIONAL SERVICES AND RELOCATION
ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA
STATUTES CHAPTER 469.033 FOR THE CITY OF BROOKLYN
CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR
FISCAL YEAR 2013

Executive Director Curt Boganey introduced the item and reviewed the HRH's previous
consideration of the proposed budget. He explained that HRA development is funded by levying
a .01 85%tax across all market values in the City, which will generate $246,160.
Commissioner Ryan moved and Commissioner Myszkowski seconded adoption of HRA
RESOLUTION NO. 2012-01 Establishing a Property Levy for the Purpose of Defraying the Cost
of Operation, Providing Informational Services and Relocation Assistance Pursuant to the
Provisions of Minnesota Statutes Chapter 469.033 for the City of Brooklyn Center Housing and
Redevelopment Authority for Fiscal Year 2013.
Motion passed unanimously.

2. HRA RESOLUTION NO. 2012-02 APPROVING THE FINAL BUDGET
FOR THE CITY OF BROOKLYN CENTER HOUSING AND
REDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA
STATUTES CHAPTER 469
Commissioner Lasman moved and Commissioner Kleven seconded adoption of HRA
RESOLUTION NO. 2012-02 Approving the Final Budget for the City of Brooklyn Center
Housing and Redevelopment Authority Pursuant to Minnesota Statutes Chapter 469.
Motion passed unanimously.
5. ADJOURNMENT
Commissioner Lasman moved and Commissioner Ryan seconded adjournment of the Housing
and Redevelopment Authority meeting at 7:09 p.m.
Motion passed unanimously.

The undersigned, being the duly qualified and appointed Secretary of the Housing and
Redevelopment Authority(HRA) of the City of Brooklyn Center, Minnesota, certifies:
1. That attached hereto is a full, true, and complete transcript of the minutes of a Regular
Session of the Housing and Redevelopment Authority (HRA) of the City of Brooklyn
Center held on December 10, 2012.
2. That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the Housing and Redevelopment Authority (HRA) adopted said minutes at its
December 9, 2013, Regular Session.
