Mr. Stenqvist has modified his application in light of an opinion from the City Attorney that only one home occupation could be permitted at a single dwelling unit. Conditions and Restrictions. • PLANNING COMMISSION INFORZIATION SHEET Application No. 70010 Applicant: Fred Ledin Description of Request: Rezone from R, 4 to R5 property commonly described as being within the Southwest corner of the inter- section of 58th Avenue North and Osseo Road. BACKGROUND: 1) This land was recently purchased from Hennepin County. 2) A residential home was removed some years ago with the widening of Osseo Road and County Road 10. 3) R4 zoning replaced RB zoning with the adoption of the Comprehensive Citywide rezoning in 1968. POINTS TO BE CONSIDERED: • 1) tTinderground parking for 10 cars would allow another 2 dwelling units to be construced. This rezoning does not comprehend plan approval. 2) Rezoning from R4 to R5 on this approximately .63 acres would increase the density from 7.5 dwelling units to 10 units. in addition, a three story structure could be built where R5 limits heights to two stories. 3) Best use for the vacant land area comprehended in this application. 4) Comprehensive Plan recommendations discourages coranercial development in this area with no reference to multiple dwellings. 14c:nvever, in plan recommendations for the West Central Neighborhood, page 78, reference is found to multiple dwellings along Osseo Road . Property: The Acant area easterly of the rwin Lake North Apartment development. BACEZROUND: ►) Existing Brooklyn Center ordinance and plan approval procedures do not adequately regmlate this type of townhouse development. 2) Legal documents required by this type of development will have to be approved by the City Council. POINTS TO BE CONSIDERED: • 1) Siteand building plan and concept approvai with the understanding that ordinance changes or additions may have to be made to acccmmodate this type of land use. 2) Any changes in the plans now approved by the Planning Commission should be brought back to the Planning Commission if deemed appropriate by the Staff or the Planning Commission Chairman. •
