Recreation Brochure
2013 was a year of continued growth and progress in Brooklyn Center. The City
Council modified the City priorities in 2013 to ensure that City operations stay
focused on keeping Brooklyn Center a great place to start and a great place to stay.
The priorities include Community Engagement, Focused Redevelopment,
Community Image, Financial Stability, and Vibrant Neighborhoods. These priorities
will guide our efforts in the upcoming year. While a few activities related to priorities
are provided below, more information about development and city activities is
provided inside this newsletter.
Commercial redevelopment activities continue to bloom. Buildings are completing
construction and new businesses are moving into the Shingle Creek Crossing retail
shopping area. Additional businesses will open in the next few months. The France
Ave Business Park Building IV redevelopment project was named the Best
Industrial & Warehouse Redevelopment in the Twin Cities in 2013 by Minneapolis/
St. Paul Business Journal. In addition to new construction, other businesses are
remodeling or relocating to Brooklyn Center’s commercial/industrial districts.
Reinvestment in our housing stock continues as apartment complexes undergo
renovations, improving the quality of our rental housing. Houses in Brooklyn Center
have been selling quickly, and the single family homes that are remodeled under the
federally funded NSP programs are in high demand.
These accomplishments are made possible through the civic engagement and
leadership of our residents, business partners, and community organizations.
Brooklyn Center has been fortunate to have great leaders throughout time. It takes
vision, courage, and ability in order to make positive changes in our community.
Leaders are all around us— in our elected officials, commissioners, employees,
neighborhood watch captains, volunteers, businesses, and you! We often have
opportunities for people to participate on our commissions, committees and events
so join us in helping guide the future of our city.

Brooklyn Center continues to move ahead with
development, construction, and various city projects. City
Briefs provides short updates about current city activities
up to mid-November, the print date. For more
information, please visit the City website or call City Hall.
Shingle Creek Crossing Development
Construction inside the Shingle Creek Crossing Planned
Unit Development site continues, with four new multi-
tenant retail and restaurant service buildings in different
development stages. Buildings currently in construction
are identified below.
Building G – an 8,420 sq. ft. multi-tenant restaurant (end-
cap designed) building, located at 1180 Shingle Creek
Crossing is finishing tenant spaces. Sprint opened in
November. ProCuts and Schlotzsky’s are under
construction, with plans to open end of 2013.
Building H – an 11,200 sq. ft. multi-tenant
building, located at 1560 Shingle Creek Crossing is
finishing tenant spaces. Qdoba Mexican Grill
celebrated their grand opening including the
First Burrito Bite Event October 28th.
Building K – a 9,500 sq. ft. multi-tenant retail/
service building, located at 1580 Shingle Creek
Crossing is building out tenant spaces. Foot
Locker opened late October, along with AT&T.
T-Mobile is under construction.
Building L – a 12,600 sq. ft. multi-tenant retail/
service building, located at 1150 Shingle Creek
Crossing (awaiting construction Spring 2013).
A new 38,000 sq. ft. LA
Fitness facility, located at 1500
Shingle Creek Crossing, opened
for business in September 2013
and celebrated their grand
opening in October.
Panda Express
restaurant is under construction
and anticipates opening by end
of 2013. Contractors took
advantage of the warmer fall
weather over the weekend to
keep on the holiday opening
schedule.
The City Council
approved plans to build a new
Discount Tire store, a 7,300 sq.
ft. building at 1450 Shingle Creek Cross. Construction is
planned for Spring 2014.
The Planning Commission approved a plan by
Gatlin Development to demolish the former food court
building (does not include Sears) at Shingle Creek
Crossing and replace it with new retail space. Council
consideration of the new site plan is pending.
Other Business News
The former Honda buildings at the
NW corner of 694/Brooklyn Boulevard
were demolished in November. An
application for a new Luther Volkswagen
dealership at 6801 Brooklyn Boulevard is
currently under review by the Planning
Commission. The proposed development
includes a new 32,100 sq. ft. facility.
Jammin’ Wings, located at 2590
Freeway Boulevard, opened late October in
the former Oak City Restaurant.
Restaurant Depot, a wholesale
equipment and food distributor, is in the
final stages of the $1.5 Million renovation at
5925 Earle Brown Drive. They plan to
open in December of 2013.

Major Renovation for City’s Largest Apartment
Multi-Million Dollar Transformation Into High Style Living
Brooklyn Center continues to see
significant updates to rental housing.
In May 2013, Soderberg Apartment
Specialists purchased Lake Pointe
Apartments (former Twin Lake
Manor) for $10 Million, and
immediately started a $5.5 Million
renovation on the 310-unit, twelve-
building complex. Prior to this
purchase, the apartments were only
half-occupied, had a high number of
police calls, and had deferred
maintenance. Within months Mr.
Soderberg and his team transformed
this substandard property into a fully-
occupied, high style apartment
complex.
As part of the high intensity
renovation, each rental unit was
gutted and refinished to include an all
new kitchen with granite countertops,
stainless steel appliances, and new
cabinets; new laminate wood flooring
and carpeting; new light fixtures; new
windows; and fresh coats of paint.
Each building received new hallway
carpet, entry doors, and lighting
improvements. Building and security
upgrades were installed to include
smoke and fire alarms systems, as well
as security cameras.
Neighbors will also see improvements
to the exterior grounds. While some
work will be delayed due to winter
weather, the plans include new
landscaping, driveway and parking lot
improvements, a new perimeter fence,
and swimming pool resurfacing.
Other amenities will include over
10,000 square-foot dog park, a
pampered paws pet wash, and disc
golf course for the apartment
residents.
This is the third apartment complex
Mr. Soderberg has purchased and
renovated in the past two years. Other
apartments include Granite City and
Granite Peaks. According to Mr.
Soderberg, this is the largest
renovation project he has undertaken.
He stated, “I see positive changes in
the city and feel confident about
investing in Brooklyn Center.”

Liquor Stores, approximately $4,400 was
raised during the October 2013 CEAP
fundraiser.
Several teams participated in the
Skeleton Golf Scramble, the last event
of the season at Centerbrook Golf
Course. It was great weather and a
golfing good time.
Three homes under the current
federally funded NSP program are soon
available for purchase. These homes
were extensively remodeled foreclosed,

Improvements
Add Comfort and Value to Your Home
Clean and well-maintained residential neighborhoods
are the foundation of a healthy city. City staff, at the
direction of the City Council, work together with
residents to improve the quality and appearance of
Brooklyn Center’s neighborhoods. While City Codes
provide for minimum property maintenance standards,
making your neighborhood a great place to live requires
more than just meeting minimum standards. Great
neighborhoods are created when residents have pride in
their property and work together to keep their
neighborhoods safe, neat and attractive.
Wintertime is the perfect time to plan your spring home
improvement projects. Look around your yard and
home. Do you see items that are worn, broken,
outdated or just plain ugly? Develop a plan to make
repairs and add comfort and value to your home. Even
small fixes or inexpensive updates can improve the curb
appeal of your property.
Throughout the year, City staff visit neighborhoods to
inspect for nuisances and compliance with city property
codes. When a property is found in violation of City
code, a Compliance Notice is sent to the property
owner requesting that the problem be remediated. If
you receive one of these letters, do not ignore it! By
promptly responding to the notice, you help make your
neighborhood a better place to live, reduce your liability
risk, and avoid the possibility of receiving penalties. And
remember, Compliance Notices are not about you
personally—they are about your property and how it
affects the community.

Home Maintenance Help for Seniors
These Organizations Can Help!
If you are a senior citizen
or know a senior who
needs help with household
chores or minor home
maintenance repairs, there
are several community
programs available that can
help meet those needs.
Through these low-cost or
free services, seniors can
get help with chores that
otherwise might make
living at home tough.
CEAP Senior Chores Program
The Senior Chores Program is managed by the
Community Emergency Assistance Program (CEAP)
located at the Northwest Family Services Center in
Brooklyn Center. The Senior Chore Program offers low-
cost in-home services designed to help seniors and adults
with disabilities with their household tasks. This program
helps clients live independently by getting assistance in
the following areas: Seasonal Outdoor Work, Minor
Home Maintenance, Yard Work & Snow Removal, and
Indoor Housekeeping. For more information or to get
help, contact the CEAP Senior Services Coordinator at

HOME
The Household and Outside Maintenance for the Elderly
(HOME) Program provides low cost services that help
seniors continue to live independently in their homes.
HOME staff and volunteers perform services related to
interior and exterior painting, minor repairs and
plumbing, safety bars, house cleaning and laundry, errands
and grocery shopping, snow shoveling, raking, and
window washing. Services are provide for a low cost
based on the senior’s income. Some insurance payments
or grant waivers are also accepted. For more information

Building on Our Strengths
February is African American
History Month!
Nearly 26% of Brooklyn Center’s
population reported as Black or African
American in Census 2010. African
American History Month has been
celebrated annually since 1976, thanks to
the efforts of African American historian
Dr. Carter G. Woodson. As a Harvard-
trained scholar, Carter G. Woodson’s
hopes to raise awareness of African
American's contributions to civilization
were realized with the creation of the
national history month.
The month of February was chosen
because it encompasses the birthdays of
both Abraham Lincoln and Frederick
Douglass. The President of the United
States of America annually proclaims
February as National African American
History Month and encourages all
citizens to gain awareness of and
appreciation for African American
history.
Brooklyn Center is a participant in a joint powers agreement that
supports the public access and local programming activities of
Northwest Community Television (NWCT). Nine adjacent cities are
part of the franchise agreement including Brooklyn Park, Crystal,
Golden Valley, Maple Grove, New Hope, Osseo, Plymouth and
Robbinsdale. These channels are available through your local cable
provider.
Channel 12 is Your Local Television News Source!
The 12 News team produces a daily newscast that is fresh at 4 pm each
weekday. Many local high school sporting events and other public
events are cablecast on the channel as well. In addition, the weekly
Sports Jam program is produced each Monday throughout the school
year and brings you highlights of all the local prep sports activities.
Other programming on channel 12 includes a variety of information by
and about Brooklyn Center through the longstanding Northwest Cities
program and Community Corner segments that rotate on a daily basis.
Access Local Government with Channel 16
Channel 16, the Government Access channel, broadcasts live coverage
and replays of City Council meetings and a variety of video
programming specifically about what’s happening in Brooklyn Center.
Video programming is updated frequently and when video programming
is not showing, channel 16 displays the City’s digital billboard
highlighting city events, opportunities, services and information.
Channels 19 and 20 are where you can find local television
programming produced by your friends and neighbors, and local non-
profit groups. NWCT offers free training, television production
facilities/equipment, and channel time to residents so they can
communicate with their community via cable television. After taking
training and producing your video program, your show will play on
channels 19 or 20. Channel 18 has video highlights and schedules of
the Public Access programming running on channels 19 and 20.

On October 28, 2013, the Brooklyn
Center City Council recognized
persons who were nominated for a
Random Acts of Kindness award
during 2013. This year there were 19
nominations received and a total of 21 certificates distributed.
Some of the Random Acts that were submitted included: participate in EarthFest;
support EMPOW-HER program; make the neighborhood bus stop safer; go the
extra mile; engage in recreational activities with a care center; rescue the neighbor’s
dogs; lend a helping hand to your neighbor (painting, mowing, snow blowing); share
fresh produce with your neighbor; offer cold beverages and cookies to
neighborhood street crews; serve free home-cooked weekly meals; preserve the
environment; coordinate free meal opportunities; donate supplies and time to
community programs and services; beautify the gardens; and transport residents to
the clinic.
The City Council extended its appreciation to all who participated in this year's
Random Acts of Kindness recognition, to those making nominations, and especially
to those who have contributed to the quality of life here in Brooklyn Center.

Show your holiday spirit this year by making a donation.
The City of Brooklyn Center has partnered with
Community Emergency Assistance Program (CEAP) in
order to collect food, new toys, and gifts for donation to
local families. Items will be accepted for collection at City
Hall, Community Center, and BC Liquor Stores from
December 2-18, 2013.
Each year, CEAP helps hundreds of local families
experience a brighter
holiday season with
food and gift donations. Winter can be an expensive time
for Minnesota families. Heating bills, doctor visits for
those pesky winter viruses, and car repairs can strain a
household’s budget. Even buying small gifts for the
holidays can have a big budget impact if you are out of

Phil Cohen,
affectionately known
as Mr. Brooklyn
Center, passed away
November 3, 2013 at
the age of 85. For
more than 50 years,
Phil Cohen served
the community with
passion, dedication,
and a sense of humor. From 1960-1992,
Phil was elected to the Brooklyn Center
School Board, Brooklyn Center City
Council, and served as Mayor for 12 years.
Phil also held leadership positions with
the Metropolitan Council and Minnesota
League of Cities.
His leadership in public service continued
with the Lions and Rotary, and
participation on almost every committee
in the City including the Centennial and
Earle Brown Days.
We are grateful to Phil Cohen for
his leadership and dedication to
the community.

Start Yours Today
Festival Fun Begins with Planning
Volunteer for Earle Brown Days Committee
Volunteer to be part of the best event in Brooklyn Center- Earle
Brown Days. The 2014 Earle Brown Days Festival will be
held June 26-28, 2014. Join this fun committee and help
plan and run activities and events. Volunteer opportunities
include planning the Craft & Business Expo, Family Fun & Games, Honor Our Veterans,
Parade, kids events, and fundraising. The committee meets at 4:30 pm the third Tuesday of
the month at the Community Center. For more information or to volunteer, please contact Sue

Neighborhood Watch is one of the oldest and most effective crime
prevention programs in the country, bringing citizens together with law
enforcement to deter crime and make communities safer.
Sponsored by the National Sheriffs’ Association (NSA), Neighborhood
Watch can trace its roots back to the days of colonial settlements, when
night watchmen patrolled the streets. The modern version of
Neighborhood Watch was developed in response to requests from
sheriffs and police chiefs who were looking for a crime prevention
program that would involve citizens and address an increasing number
of burglaries.
If your neighborhood does not have a Neighborhood Watch Group, it is
easy to start. There is safety in numbers, the more participants we have
in this program, the more criminals we keep out of our city. Much of
the success of public safety initiatives can be attributed to the residents
and businesses who are the “eyes and ears” of the community and have
reported suspicious activities to the Police Department.
To start a neighborhood watch group, please contact Crime Prevention
Specialist Becky Boie at (763) 503-3272 or bboie@ci.brooklyn-
center.mn.us. By joining a watch group– you will receive updates on
what’s happening in the city; receive crime watch signs; and have a great
reason to get together with your neighbors, police and fire officials at
least once a year.

Brooklyn Center Crime Prevention Program.

Safe Cart Locations
Please do not put your recycling or trash cart in the
street. Carts in the street create safety hazards and
nuisances. City snowplows may accidently hit the carts
and spill trash and they interfere with the snow plowing
efforts. They may also create obstacles or hazards for
other vehicles. Locate your carts on or next to your
driveway.
2014 Recycling Calendar is Coming
The 2014 recycling collection calendar will be mailed to
residents at the end of December. If for some reason
you do not receive a recycling calendar, please call us at
(763) 493-8006 or stop by City Hall.
Cartons Are In
Did you know that Cartons—milk cartons, juice boxes,
and soup cartons— are made of paper, plastic and
aluminum? Recyclers are able to separate the plastic and
aluminum from the paper and recycle them.
To recycle your cartons, simply rinse them to ensure they
are empty, which will also help with potential odor
problems. Then place the cartons in your recycling cart.
The carton's paper fibers are a valuable resource for
making new paper products and building materials. By
recycling, your cartons are put back in business as some
items you use every day!

Boulevard Trees Need a Trim
Crews Trimming This Winter
Sharps Are Out
Please keep needles and syringes, “sharps” out of the
recycling to prevent needle stick injuries and transmission
of diseases to recycling workers. Sharps are not recyclable
and should never be placed in the recycling. The State of
Minnesota allows sharps to be disposed of in trash
receptacles if they are placed in a hard plastic container
with a tight sealing lid, such as a laundry detergent bottle.
Containers specifically for sharps disposal are also
available at retail or online. Always label the disposal
bottle: “SHARPS-DO NOT RECYCLE”.
Throughout this winter, City crews will be trimming
boulevard trees in parts of the city. The purpose of this
trimming is to remove tree branches that are obstructing
city streets, sidewalks, street signs or street lights. City
crews may also prune dead or dangerous limbs.
The primary objective of City tree trimming is to trim the
street side of the tree to allow movement of the tallest
pieces of street maintenance equipment on the streets.
Property owners are responsible for aesthetic trimming;
which they may do at any time.
City Ordinances Sections 20 and 25 explain the City’s
tree trimming policies and are available for viewing on

T he Bothersome
Bed Bug
A bed bug
infestation in your
home can be
stressful and cause
financial hardship. Bed
bugs are small blood
sucking insects that prefer to feed on human blood. Their
name comes from their preferred habitat of beds or other
interior areas where people sleep. Although bed bugs can
bite and cause itching, they are not known to spread
disease.
Contrary to popular notion, a bed bug infestation is not a
result of poor housekeeping. Bed bugs can enter your
home without your knowledge through infested luggage,
backpacks, purses, furniture, bedding, shoes or clothing.
They can also travel between apartments through cracks
in walls and floors.
If you think you have bedbugs, don’t panic! Don’t throw
out all of your things because most of them can be treated
and saved. Throwing stuff out is expensive, may spread
the bed bugs and could cause more stress. Bed bugs can
be exterminated with a combination of do-it-yourself hard
work and the services of a licensed pest control operator.
Pest exterminators must be licensed by the State of
Minnesota in order to use the pesticides needed to treat
bed bugs. For more information about treating bed bugs,

pesticides, heat and disposal may be required
If you must drive in snowy and icy road conditions, be sure
to allow extra time for travel. The following safe driving
techniques will help you safely arrive at your destination.
Check local news for weather and traffic reports, and
watch electronic highway signs for up-to-date
information. Watch for icy surfaces on bridges, even
when the rest of the road seems to be in good
condition. Bridge decks tend to ice up first.
Clear snow and ice from all windows and lights, and
even the hood and roof, before driving.
Drive with your headlights on.
Drive slower than the posted speed limits, which are
speeds intended for dry pavement. Maintain control of
your vehicle and don’t use cruise control, which
automatically accelerates at times.
Look farther ahead in traffic. Leave plenty of room
between you and the vehicle in front of you, including
snow plows. Stay back at least 10 car lengths (200 feet
and don't pass on the right.
Don't pump anti-lock brakes if your car is equipped
with anti-lock brakes. The right way is to "stomp and
steer."
Use your blinkers and do not cut in front of vehicles
and trucks, which take longer to stop.
Don't get overconfident with four-wheel drive. Four-
wheel drive helps you get going quicker but it won't
help you stop any faster.
Many drivers are nervous about driving in winter weather
conditions. Being patient with other drivers will promote
safer driving habits, as well as improve your mental health
while driving.

Shingle Creek is approximately eleven miles long and
collects drainage from 43 square miles in nine cities in
Hennepin County. Shingle Creek has been designated as an
Impaired Water by the Minnesota Pollution Control Agency
and the Environmental Protection Agency because of high
levels of chloride contamination. Many other streams and
lakes in the metro area also have elevated chloride
concentrations in their water, and state and federal agencies
now recognize that chloride contamination of water is a
major issue throughout the “Snowbelt.” Most of the
chloride comes from road salt.
Cities, counties, and the state transportation department
apply road salt throughout the winter season to control ice
buildup on roads. About 85 percent of the chloride in
Shingle Creek is estimated to come from those sources.
Private applicators cleaning parking lots, walkways, or
private streets account for up to 10 percent of this chloride.
The remaining amount comes from groundwater, individual
homeowners, and other smaller sources.
Minnesotans have high expectations for snow and ice
control. Snowplow drivers take
pride in cleaning streets and
highways as quickly and efficiently
as possible. Therefore, a lot of salt is used, which ends up
in our lakes, streams and wetlands.
Cities, Hennepin County and MnDOT are all required to
reduce salt usage for snow and ice removal activities. These
organizations are also researching and investing in new
technology and materials to reduce salt usage without
compromising public safety.
You can help reduce chloride contamination by:
Shoveling or plowing first – less snow build up means
less ice
Only using salt when necessary and where needed such
as on slopes or high traffic areas
Trying alternative products such as calcium magnesium
acetate (CMA)
Reading Labels – Know what you are applying and the
effects of exposure. Some chemicals damage metal and
concrete, kill lawns, and harm pets.
Let It Snow- But Help Us Keep the Streets Clear & Safe
The City of Brooklyn Center receives high marks for snow
clearing activities. Cooperation of residents and businesses
is key to the timely and safe clearing of streets and
sidewalks.
Street snow removal operations typically begin when
there is more than 2.5 inches of snowfall or if other
conditions warrant plowing. Sidewalk snow removal begins
with one-inch or more of snowfall. Crews begin plowing as
soon as the storm subsides.
The City streets are divided into ten districts, with plows
assigned to each district. The arterial streets will be cleared
first, followed by the residential streets. The snow plow
must make several passes up and down the street to remove
the snow– two to clear the center and two or more to
widen the street from gutter to gutter. Because plowing
routes are long, it may be one hour or more between the
clearing pass and the final
widening pass.
We apologize in advance for plugged driveways, which
are unavoidable side effects of well-plowed streets and
sidewalks. To reduce the frustration of shoveling out the
end of your driveway twice, we suggest you wait until the
street is plowed to its full width.
Please help keep fire hydrants clear of snow. In the event
of a fire, valuable time may be lost if the fire department
has to locate or remove snow from a hydrant.
Please remind your children not to build snow forts or
play in the snow piles made by the plows. The plow

Prevention
Annual Meeting Announced
Please join us to learn about the City’s Storm Water
Pollution Prevention Program on Wednesday, January 22,
2014 at 6:00 pm in the Brooklyn Center Council Chambers
at City Hall, 6301 Shingle Creek Parkway.
In accordance with the General Permit for the National
Pollution Discharge Elimination System/State Disposal
System Permit Program, City staff will present an overview
of the program and report on the implementation of storm
water best management practices. An opportunity to ask
questions and provide public comment will be available
after the presentation. The Storm Water Pollution
Prevention Program documents are available for public
review in the Engineering Division office at City Hall
between 8:00 am and 4:30 pm.

The City will repair or replace properly installed
mailboxes that are damaged by direct contact with snow
removal equipment. The City will not assume
responsibility for damage simply caused from snow
pressure or improper installation or maintenance.
The boulevard area, generally 10-15 feet from the edge
of the street, is reserved for snow storage and utilities.
The City will not repair or replace items damaged in the
boulevard during snowplowing operations.

LANGUAGE INTERPRETATION SERVICES
If you or someone you know are in need of translation services
in order to register for recreation classes or community center
memberships, language translation services are available (in
person only) at the Community Center.
With the help of Language Line, we can provide interpreting
service in over 100 languages. Language Line is a service that
connects human interpreters via telephone to individuals who
wish to speak to each other but do not share a common
language. This service is provided free of charge.

LIABILITY
Request for refunds must be made at least 24 hours
before first class.
If you need to cancel after the first class, make your
request 24 hours before the second class.
No refunds will be issued after the second class.
No refunds on Boomers & Beyond programs and
Community Tripsters after the registration deadline.
Requests for refunds for Holiday, Lifeguard Training
and one day classes must be made at least 8 days
before the class start date.
Refunds will be prorated and cancellation fee will be
deducted.
A $5 cancellation fee will be charged per class,
activity or membership up to $200.00.
For classes, activities and memberships over $200.00,
3% of the fee will be deducted from the refund.
No refunds given on classes or activities of $5 or less.
Refunds for classes paid with a credit card using
online registration will be refunded by check; please
allow 2-3 weeks.
Refunds for classes, activities and memberships paid
with a credit card at the Community Center either in
person or by phone are credited to same credit card.
Refunds for classes, activities and memberships paid
by cash or check are refunded by check; please allow
2-3 weeks.
If classes or activities are canceled by the recreation
department, a full refund will be issued.
POLICIES & REFUND INFORMATION
Auxiliary Aids - Auxiliary aids for persons with
disabilities are available upon request at least 96 hours
in advance. Persons with hearing or speech
impairment are served by the MN Relay Service, 711
(TTY/Voice).
Art/Cooking/Holiday Classes - Children in art and
cooking classes should dress in old clothes and/or
bring a paint shirt or apron.
Discipline - Children who do not follow the rules set
by the instructor will be given one warning. If they
choose not to follow the rules a second time, they will
not be allowed to return. No money will be refunded.
Financial Assistance - For Brooklyn Center resident
children who could not otherwise take a class due to
financial reasons. Request and registration must be
made in person at the Community Center.
Inclement Weather - If classes or recreation activities
are canceled due to inclement weather, we will
attempt to make them up. For a recorded message
about activity cancellations, call 763-569-3442.
Fees - We cannot prorate activity fees.
Late Pickup Fee - If a child is not picked up
immediately after class, $5 fee is charged for every 10
minutes after class ending time.
Missed Lessons - We know sometimes conflicts may
occur in your schedule. Missed lessons will not be
made up.
Participant Substitutions - Substitutions are not
allowed. You cannot sign up one child and replace
him/her with a sibling or friend.
Photograph Notice - Staff takes pictures of program
participants to use for publicity purposes. Photos may
appear in the brochure, on the website or other
marketing publications.
Spectators - Class attendance is limited to
participants. Spectators, including parents, siblings
and friends, are not allowed except with permission.
The Community Activities, Recreation and Services
Department does not provide accident insurance for
participants in any of its programs. Participants assume all
inherent risk of injury from their involvement in programs
or activities.

LIFEGUARD TRAINING - American Red Cross
Minimum age 15 on or before completion of class. Emphasis
on victim recognition, surveillance & equipment -based rescues.
Requirements: •Must swim 300 yards continuously using these
strokes in the following order: 100 yards of front crawl using
rhythmic breathing and a stabilizing, flutter kick (rhythmic
breathing can be performed either by breathing to the side or to
the front);100 yards of breaststroke using a pull, breath, kick and
glide sequence;100 yards of either the front crawl or
breaststroke. The 100 yards may be a combination of front crawl
or breaststroke. No time requirement for this skill. •Starting in
the water, swim 20 yards using the front crawl or breaststroke,
surface dive 7-10 feet, retrieve a 10 pound object, return to
surface, swim 20 yards back to the starting point while
maintaining two hands on the object and exit water without
using a ladder or steps within 1 minute, 40 seconds.
Registration Fee $225.00, includes book, Standard First Aid &
CPR for the Professional Rescuer. Registration accepted
immediately. Attendance at all classes required.

HOME ALONE SAFETY CLASS - April 18
Ages 9-12. There is no magic age at which children
develop the maturity and good sense needed to stay alone.
This class will help prepare them to be alone for short periods of
time, before or after school or while you run errands. They’ll
make a first-aid kit and learn basic first-aid techniques.
Programs include personal and home safety, internet safety,
phone skills, fire safety, escape plans, what to do in severe
weather, snack ideas, appropriate activities and more! Pizza
lunch provided. Children will swim the last hour; bring
swimsuit & towel. Class is a partnership with the Brooklyn
Center Recreation, Police & Fire Departments, Meets 9:00 a.m.-

available though REACH for Resources. REACH is an agency
which serves individuals with developmental disabilities and
their families in Western Hennepin County. Services include
adaptive recreation, independent living support and counseling.

Inclusion Support for All Ages
REACH provides inclusion facilitators for children and adults
with disabilities who would like to participate in their city’s
recreation programs. Registration is through your recreation

Officiated 6 on 6. Teams are divided into
divisional play. Matches played at North
View Jr. High and Earle Brown Elementary
School. Men’s and Women’s leagues are
guaranteed 10 matches including end-of-
season tournament. Co-Rec league is
guaranteed 12 matches. Teams also have an
opportunity to participate in the MRPA State tournament for an

NATIONAL DIZZY AND BALANCE CENTER
Join us for this informative talk provided by the National Dizzy
and Balance Center. The center is a unique outpatient clinic
system that combines medical doctors, audiologists, and physical
therapists all within the same facility to offer a true
multidisciplinary approach to balance disorders. Recent research
shows one-third of people have experienced dizziness or
imbalance at some point in their life. Oftentimes this is due to a
vestibular disorder. The presentation will discuss the causes of

Twins fans in the 1960’s were fortunate to have a top-notch
broadcast crew on television and radio. Scott was and remains a
nationally renowned broadcaster. Carneal spent more than 40
seasons on the air with the Twins. Halsey Hall is one of the most
remembered and beloved personalities in the history of
Minnesota broadcasting. This presentation will cover these three
great Twins announcers and provide a preview of the upcoming
Twins season. Our speaker is Stew Thornley, author and official
score keeper for the Minnesota Twins. Register by March 14.

Get ready to play the fastest growing racquet
sport in the US! Pickleball is for people of all
athletic abilities, described as a combination of
ping pong, tennis and badminton. It’s a great
workout, very social, and a competitive and athletic game. A
good way to spend time with friends & family. Pickleball uses a
plastic whiffle ball and paddle and is played on a court roughly
half the size of a tennis court. Not a league...come when you

Minneapolis. We’ll watch as Artisans transform raw products

demonstration, visit the Glass Gift Gallery that showcases
glasswork by dozens of artists from the Center for Glass Arts.
Then enjoy an upscale dining experience at the Melting Pot in
downtown MPLS for a 3-course fondue lunch. From the first
piece of bread dipped to the last bite of dessert savored, enjoy
the interactive practice of fondue dining. Menu courses include

It’s Nifty Fifty Day at St. Croix Casino
If you’re 50 or older and have a TLC card, you can be one of the
“nifty-fifty” with extra perks for the day! Receive $5 on your
player’s card for riding the bus, plus each “nifty fifty” will swipe
their TLC card at a kiosk for an extra $5-50 on their card to
spend on the machines. If you don’t have a TLC card and
would like one, tell us when you register; the card is the only
mechanism you have to redeem the “comp” money. The
information will be forwarded to the casino and your card will
be waiting for you. Bring your friends; open to all adults.

Grab a few friends and hop on board as Community Tripsters
head to St. Paul for two guided tours and lunch. We’ll step back
in time to the 1920’s when crime and corruption ruled these
streets. Our tour guide, a costumed gangster guide, will show us
sites where the infamous lived, socialized and committed crimes.
Featured are the FBI’s most notorious criminals including John
Dillinger, Baby Face Nelson and Machine Gun Kelly. After our
riding tour, we’ll stop for lunch at Key’s Café for a simple home
cooked lunch of turkey, mashed potatoes, stuffing, cranberries
and more. Our outing concludes at the Cathedral of Saint Paul
where we’ll receive a guided tour of this beautifully unique

2014 PASS CARD FEES
JUNIOR LEAGUES
New program for girls & boys ages 6-17. Players will receive
instruction on all aspects of the game of golf, including
etiquette, rules, mutual respect and teamwork skills.
Volunteer coaches needed. Fees, dates and times available in
the summer recreation brochure and on the City website.

PARKS
Reservations for picnic shelters begin February 4 and must be made in person at the community center Monday-Friday, 9:30 a.m.-
4:30 p.m. Proof of address required. Designated reservation period is May 1 -October 15. Minimum 7 days notice required. Non-
refundable payment and signature on permit required. Permit holder is responsible for group’s compliance of park rules &
ordinances. Alcohol not permitted in parks. Fees subject to applicable taxes and are subject to change. Extra charge of $50 for
portable restroom clean required for Evergreen, Northport & Centennial picnic shelter reservations. Large groups at other par ks are
required to pay for restroom cleans and/or additional restroom. *Damage/policy compliance deposit required.

PICNIC SHELTERS
The Brooklyn Center Community Garden program provides an opportunity for citizens to grow their own produce and
flowers while improving the neighborhood and connecting to the environment.

When Can I Start Planting
Work can begin on your garden plot beginning May 1 - October 31. (Season may start later depending on weather conditions.)
Fee: $50.00 per plot (cash or check only). Must be paid at time of application. Activity #16041.
Priority given to Brooklyn Center residents. Proof of residency required. Applications for residents available on February 3, 2014.
Applications for non-residents available on May 1, 2014, space providing.

FEATURES
50 Meter Swimming Pool — Ages 6 & younger must be accompanied by an adult. Appropriate swimwear required.
Wading Pool — Ages 6 & younger when supervised by an adult. Appropriate swimwear required.
Water Slide — Children less than 52" tall who wish to use the water slide must pass swim test or be accompanied by an adult.
The recreation department reserves the right to open the water slide during non -scheduled times.
Exercise Room — Ages 15 & older. Shirts and tennis shoes required.
Sauna — Ages 18 & older. Children not allowed even if accompanied by an adult.
Locker Rooms — Coin operated lockers (25¢) available. No one over age 5 allowed in opposite gender locker rooms.

MEMBERSHIP OPTIONS
Membership entitles member to use the swimming pool, water slide, diving boards, exercise room & sauna during open hours.
Proof of same address required for dual, senior, senior dual, household & household+ memberships.
Individual Membership — Available to one person.
Dual Membership — Available to two people who both reside at the same address.
Senior Membership — Available to Brooklyn Center senior residents age 62 & older.
Senior Dual Membership — Available to two Brooklyn Center senior residents age 62 & older both residing at same address.
Household Membership — Available to two adults & up to three dependents age 17 & younger or full-time students age 22 &
younger who are attending post -secondary school. Proof of post-secondary status required.
Household+ Membership — Additional dependents may be added for $8.00 per month, per person.
Punch card — Good for pool, exercise room & sauna. Water slide is an extra $1/time. Cards good for 1 year from purchase date.
