MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE
STATE OF MINNESOTA
REGULAR SESSION
MARCH 18, 2014

CALL TO ORDER
Vice-Chairperson Shinnick called the meeting to order at 6:58 p.m.
ROLL CALL
Commissioners Bonovsky, Dalton, Russell, Shinnick and Witalka were present. Chair Sorenson
and Commissioner Ebert was absent and excused.
Also present were City Council Liaison Lin Myszkowski and Community Activities, Recreation
and Services Director Jim Glasoe.
APPROVAL OF AGENDA
Commissioner Witalka made a motion, seconded by Commissioner Russell to approve the
agenda as presented. The motion passed unanimously.
APPROVAL OF MINUTES – February 18, 2014
There was a motion by Commissioner Witalka, seconded by Commissioner Russell to approve
the minutes of the February 18, 2014 meeting of the Park & Recreation Commission as
presented. The motion passed unanimously.
COUNCIL LIAISON REPORT
Councilmember Myszkowski reported the City Council, along with city staff, had toured the
water treatment plant in Andover. Councilmember Myszkowski noted the design of the Andover
plant was similar to the one being planned for Brooklyn Center.
Councilmember Myszkowski shared the conceptual design plans for the 57th & Logan Avenue
development with Commissioners. Councilmember Myszkowski noted the “letter of intent” for
development of the site was for a mixed use development that may include a grocery, gas or
retail anchor, along with food, medical office or hotel as other possible additional tenants.
Commissioners asked about possible uses for the now closed Kohl’s store. Councilmember
Myszkowski responded the property was owned/controlled by the Gatlin Company, but noted a
recent rumor of a Sam’s Club moving was false.
COUNCIL/COMMISSION MEETING- April 9, 2014
Vice-chair Shinnick announced the upcoming joint meeting between the City Council and the
various Commissions. He noted the meeting was scheduled for April 9th, at 6:00 p.m. in
Constitution Hall.
CARS Director Glasoe distributed a draft power point presentation detailing the composition and
activities of the Commission during the past year and asked that Commissioners review the
information and forward any additions, deletions or corrections prior to the joint meeting.
Vice-chair Shinnick encouraged all Commissioners to attend.
ESG HOUSING STUDY
CARS Director Glasoe distributed conceptual drawings from the recent ESG Housing Study and
the original Opportunity Site Study. Mr. Glasoe noted these drawings each showed parks and/or
green space as a part of the plan.
Mr. Glasoe added that Community Development Director Gary Eitel was planning to attend the
April meeting to provide a more in-depth description of the ESG study.
2014 EARTHFEST
CARS Director Glasoe reported the 2014 edition of Earthfest was being planned for April 26th
and asked if the Commission was interested in participating. Mr. Glasoe noted that former
Commissioner Peterson had attended last year’s event. Commissioner Dalton added that
Commissioner Peterson had promoted the parks recycling pilot at the event.
After some discussion, there was consensus support that the item be added to April agenda for
further discussion.
MEMORIAL AMPHITHEATER-UPDATE
CARS Director Glasoe reported the city had requested the amphitheater fundraising committee
examine alternative building sites for the project. Mr. Glasoe distributed a memorandum from
the committee reviewing alternatives, but ultimately confirming their preference of Centennial
Park for the structure.
CARS Director Glasoe noted additional soil borings were being considered in a portion of the
back City Hall parking lot and that the city had requested a revised rendering from the architect
reflecting the cost-saving design and finish changes discussed last month.
COMMUNITY GARDENS- UPDATE
CARS Director Glasoe reported that as of today’s date, seven of the available eighteen garden
plots had been reserved. Mr. Glasoe noted that improved weather would likely lead to additional
reservations.
SET NEXT MEETING DATE
By consensus, the next meeting of the Parks and Recreation Commission was set for April 15,
2014, at 7:00 p.m. in Community Room #221 of the Brooklyn Center Community Center.
MEETING ADJOURNED
Commissioner Witalka made a motion, seconded by Commissioner Russell to adjourn the
meeting at 7:32 p.m. The motion passed unanimously.
