MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE
STATE OF MINNESOTA
REGULAR SESSION
May 20 , 2014

CALL TO ORDER
Chair Sorenson called the meeting to order at 7:31pm
ROLL CALL
Chair Sorenson and Commissioners Bonovsky, Dalton, Ebert, Russell, Shinnick, and Witalka
were present. Also present were City Council Liaison Lin Myszkowski and Recreation Program
Supervisor Joe Ericksen.
APPROVAL OF AGENDA
By consensus, the meeting agenda was approved as presented
APPROVAL OF MINUTES – April 15, 2014
There was a motion by Commissioner Shinnick, seconded by Commissioner Russell to approve
the minutes of the April 15, 2014 meeting of the Park & Recreation Commission as presented.
The motion passed unanimously.
COUNCIL LIAISON REPORT
Councilmember Myszkowski presented conceptual drawings of the proposed water treatment
plant. Councilmember Myszkowski noted the design of the Andover plant was similar to the one
being planned for Brooklyn Center.
Councilmember Myszkowski shared that there had been discussion of roof-top gardens, but
noted that option would be very expensive. Councilmember Myszkowski also noted there had
been discussion on having a white or black roof.
Questions were raised by commissioners whether water softeners would still be needed and
whether there would be a separate water supply for potable water.
NORTHPORT SCHOOL – PRELIMINARY SITE PLAN
Business and Development Director Gary Eitel presented site plans for Northport School
improvements, namely the bus turn-around located at Northport Drive and any effect on the city
park. Commissioners raised questions whether any park amenities would be lost. Mr. Eitel
indicated that the city would actually be gaining an additional playfield.
After additional discussion, Commissioner Shinnick made a motion, seconded by Commissioner
Witalka recommending City Council approval of the project. The motion was approved
unanimously.
2014 EARTHFEST UPDATE
Commissioner Dalton reported that the Earthfest event was a success and well attended.
Commissioner Dalton also raised a concern that there were no recycling containers at Lion’s Park
for tonight’s neighborhood meeting. Recreation Supervisor Joe Ericksen noted he would contact
Public Works Supervisor Todd Berg and ask that recycling containers be placed at the next
neighborhood meeting at Northport Park on June 10, 2014.
AMPHITHEATER UPDATE
Recreation Supervisor Joe Ericksen provided an update on the proposed amphitheater, indicating
that by moving the site of construction several feet into the south parking lot at city hall, the soil
testing results came back much more favorable for construction. Mr. Ericksen noted the
amphitheater is now closer to the originally budgeted construction estimate.
Mr. Ericksen also reported that, at the 2014 Dudley Classic softball tournament, the city will be
raffling off a lake trampoline. In order for spectators and fans to enter into the raffle, they will be
asked to donate a non-perishable food item, which will be donated to CEAP.
SET NEXT MEETING DATE
By consensus, the next meeting of the Park and Recreation Commission was set for June 10,
2014 immediately following the Northport Park neighborhood meeting.

A motion was made by Commissioner Shinnick, seconded by Commissioner Russell to adjourn
the meeting at 8:10 p.m. The motion passed unanimously.
