HomeMy WebLinkAbout2014 07-07 CCM Joint Work Session with Financial Commission MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA JOINT WORK SESSION WITH FINANCIAL COMMISSION JULY 7,2014 CITY HALL - COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in Joint Work Session with the Financial Commission and the session was called to order by Mayor Tim Willson at 6:30 p.m. ROLL CALL Mayor Tim Willson and Councilmembers Carol Kleven, Lin Myszkowski, and Dan Ryan. Councilmember Kris Lawrence-Anderson was absent and excused. Also present: City Manager Curt Boganey, Finance Director Nate Reinhardt, Public Works Director/City Engineer Steve Lillehaug, and Deputy City Clerk Maria Rosenbaum. Others present were Financial Commissioners Steve Landis, Rex Newman, and Dean Van Der Werf. Councilmember Myszkowski moved and Councilmember Ryan seconded to approve this evening's agenda. Motion passed unanimously. O VERVIE W/INTRODUCTION CAPITAL IMPROVEMENTS PLAN 2015-2029 City Manager Curt Boganey informed the purpose of tonight's meeting was to discuss the long range Capital Improvement Plan and the annual Capital Program for the various Capital Funds of the City. Before that discussion took place Public Works Director/City Engineer Steve Lillehaug provided a brief history of the Reconstruction Program which started in 1993 and outlined the costs associated with the program that have taken place and are yet to be expected with the average construction cost index. Finance Director Nate Reinhardt presented a PowerPoint Presentation discussing the Capital Improvement Plan, various funding sources, plan changes, revisions for 2015, and funding policies. An overview of each capital project fund was provided that included a description of the projects for 2015-2016 and cash flow analysis. There was discussion regarding the need to issue debt for the Street Reconstruction Fund along with debt implications. It was noted that options would be brought back for further consideration. 07/07/14 4- INDIVIDUAL CAPITAL PROEJCTS FUNDS Finance Director Reinhardt discussed the 2015 and 2016 utilityprojects and their impacts on p J p water, sanitary sewer, storm drainage, and street light utilities, as well as the technology, and Earle Brown Heritage Center(EBHC)capital plans and cash flows. Staff agreed to follow up on questions regarding the cost difference between the scoreboards at Centennial and Evergreen Parks and provide a definition of the Estate Bypass Walkway listed in the EBHC Fund. City Manager Boganey will report back. MISCELLANEOUS There were no miscellaneous items.
