HomeMy WebLinkAbout2014 07-21 CCM Joint Work Session with Financial Commssion MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA JOINT WORK SESSION WITH FINANCIAL COMMISSION JULY 212014 CITY HALL-COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in Joint Work Session with the Financial Commission and the session was called to order by Mayor Tim Willson at 6:30 p.m. ROLL CALL Mayor Tim Willson and Councilmembers Carol Kleven, Kris Lawrence-Anderson, Lin Myszkowski, and Dan Ryan. Also present: City Manager Curt Boganey, Finance Director Nate Reinhardt, Assistant City Manager/Director of Building and Community Standards Vickie Schleuning,and Deputy City Clerk Maria Rosenbaum. Others present were Financial Commissioners Anna Burke, Steve Landis, Rex Newman, Dan Schueller(arrived at 6:33 p.m.), and Dean Van Der Werf, Councilmember Myszkowski moved and Councilmember Lawrence-Anderson seconded to approve this evening's agenda. Motion passed unanimously. 2015 BUDGET OVERVIEW City Manager Curt Boganey discussed this evening was to provide an overview of the proposed 2015 Budget and seek direction regarding the next steps in developing the 2015 preliminary property tax levy. Materials have been prepared with the assumption that the City is operating with the necessary major programs in place and the 2015 budget requests will continue to provide the services needed. Also, the preliminary review of the 2015 budget requests indicates that a levy increase of approximately three percent is needed to maintain the City's current levels of services provided and move toward the achievement of the Strategic Goals. Finance Director Nate Reinhardt presented a PowerPoint Presentation outlining the mid-year financial update, Legislative changes, budget policies, goals and outcomes, preliminary property tax implications,and next steps. There was discussion on the future impact the City may have with the Federal Health Care Reform in regards to part-time employees. It was noted that more information would be provided on how many part-time employees the City currently has employed and what costs would be associated if part-time employees were to have benefits. 07/21/14 -1- City Manager Boganey informed that the preliminary property tax estimates, based on department requests are still being reviewed; however the levy increase is currently being proposed is 3.01 percent and asked if there was anything staff should be considering in regards to the current programs offered. There was discussion regarding the vibrant neighborhoods and whether or not anything more could be done in that area; if an analysis could be provided for a cost benefit/ratio for park and recreation programs; if more information regarding the industrial drop of 4.7 percent could be provided; if more information could be provided as to why there is only a 0.2 percent change in commercial with all the new businesses; and if a few scenarios could be prepared with different tax levies lower than three percent for future discussions. MISCELLANEOUS Councilmember Myszkowski informed that she would not be able to attend the August 18, 2014, Budget Work Session. FUTURE BUDGET DISCUSSIONS Listed with the materials were future budget discussions which included August 6, August 18, September 3 (tentative), and September 8, 2014. City Manager Boganey will look at another possible date for the August 18 meeting due to the absence of Councilmember Myszkowski.
