1. INFORMAL OPEN FORUM WITH CITY COUNCIL
CALL TO ORDER INFORMAL OPEN FORUM
The Brooklyn Center City Council met in Informal Open Forum called to order by Mayor Tim
Willson at 6:45 p.m.
ROLL CALL
Mayor Tim Willson and Councilmembers Carol Kleven, Kris Lawrence-Anderson, Lin
Myszkowski, and Dan Ryan. Also present were City Manager Curt Boganey, Public Works
Director/City Engineer Steve Lillehaug, Director of Business and Development Gary Eitel,
Assistant City Manager/Director of Building and Community Standards Vickie Schleuning,
Police Chief Kevin Benner, Fire Chief Lee Gatlin, City Attorney Troy Gilchrist, and Mary
Mullen,TimeSaver Off Site Secretarial, Inc.
Mayor Tim Willson opened the meeting for the purpose of Informal Open Forum.
Jimmy Longoria, 113 9t" Avenue North, Hopkins, stated he is a local artist currently completing
a mural in Brooklyn Center through Mentoring Peace through Art, a non-profit organization. He
thanked the City Council for their support in making this project a reality. He extended an
invitation to all residents to visit the project site, and see the mural on the highway sound barrier
wall at Earle Brown Elementary School.
Mr. Longoria stated a team of 30 young people has been working on the mural, including a guest
artist from Taiwan and graduate students from the University of St. Thomas. He added the
project has generated a lot of local interest, including visits from Department officials, Target
Corporation employees who will complete community service hours, and whole families who
come to paint.
Connie Fullmer, Executive Director, Mentoring Peace Through Art, invited residents to visit the
mural site Mondays through Wednesdays from 9:00 am-5:30 pm until August 13,2014.
Don Bumgarner, 7030 Drew Avenue North, stated the City's sign ordinance language is
confusing and inconsistent with State statute, with regard to the number of days before an
election that campaign signs can be posted. He suggested that the sign ordinance should be
amended to read"60 days before any election including a primary election."

Diane Sannes, 7006 Willow Lane, invited the City Council to participate in "Catch a Ride on
#723," a limited space bus ride to the Brooklyn Center Transit Center. She added participants
will travel round-trip on Bus#723 on Monday,August 11, 2014. She noted the bus will leave at
10:42 am and will feature transportation updates from representatives of the Metropolitan
Council and Metro Transit.
Councilmember Ryan moved and Councilmember Myszkowski seconded to close the Informal
Open Forum at 6:58 p.m.
Motion passed unanimously.
2. INVOCATION
Councilmember Myszkowski requested a moment of silence in remembrance of the victims of
Africa's deadlyEbola epidemic. She reviewed a Jul 24 2014 New York Times editorial b

Ken Isaacs, Vice President of the aid organization Samaritan's Purse. She added just weeks after
the Brooklyn Center delegation left its Sister City, Voinjama, Liberia, the Ebola virus appeared
in the neighboring country of Guinea, and quickly spread to Sierra Leone and Liberia.
Mayor Willson stated a recent Star Tribune article noted the death from Ebola of Dr. Samuel
Brisbane, Liberia's top health official. He added Ebola is a highly infectious disease for which
there is no cure.
3. CALL TO ORDER REGULAR BUSINESS MEETING
The Brooklyn Center City Council met in Regular Session called to order by Mayor Tim Willson
at 7:00 p.m.

Myszkowski, and Dan Ryan. Also present were City Manager Curt Boganey, Public Works

7. PRESENTATIONS/PROCLAMATIONS/RECOGNITIONS/DONATIONS
7a. NORTHWEST HENNEPIN HUMAN SERVICES COUNCIL ANNUAL
REPORT
Mr. Boganey introduced this item and welcomed representatives of Northwest Hennepin Human
Services Council (NWHHSC). He invited them to address the City Council. Susan Blood,
Executive Director, expressed her appreciation of the successful partnership, which has been
established over the years between NWHHSC and its member communities. She introduced
members of the Leadership Committee.
Anita Perkins, a member of the Senior Leadership Committee, reviewed programs and services
available to local residents through the Northwest Hennepin Human Services Council.
Councilmember Lawrence-Anderson thanked Ms. Perkins for her assistance with the Brooklyn
Center Housing Commission's Welcome Packets.
Councilmember Ryan stated seniors often live alone, and can be vulnerable or unable to care for
themselves. He asked how residents can obtain information from NWHHSC regarding programs
and resources for local seniors. Ms. Perkins stated the Leadership Committee has information
regarding resources that are available for seniors.

Mayor Willson stated there is a strong need in local communities for the services that NWHHSC
provides. He added it is a mutually beneficial relationship for both the NWHHSC and the City
of Brooklyn Center.
Barb Jensen, a member of the Senior Leadership Committee, stated the original Joint Powers
Agreement keeps the organization going,and provides invaluable networking opportunities. She
reviewed NWHHSC's successful partnerships connecting the programs and services of local
nonprofit organizations with the area residents that need them. She added, for instance, the
"Seven Up" walking club, organized by NWHHSC in cooperation with Brooklyn Center Parks
and Recreation, encourages senior citizens to get out and walk together.
Lyla Pagels, a member of the Senior Committee, stated it is an honor and privilege to be part of a
healthy committee that holds its older citizens in high regard. She added she is a 33-year
Brooklyn Center resident as well as an RN. She added the Senior Leadership Committee serves
the local senior community through a Caregiver Respite Program at a number of local area
churches.
Mayor Willson thanked the Senior Leadership Committee for their continued service to the
residents of the City of Brooklyn Center.
Mandora Young, a member of the NWHHSC Advisory Commission, stated she has learned a lot
over the past year, and she is proud to be a part of a dedicated group of volunteers addressing the
needs of the community and providing resources and assistance.
Ms. Blood stated the Senior Leadership Committee is a group of dedicated volunteers in a unique
position to be able to disseminate resources and information. She expressed her appreciation for
their hard work and participation.
Ms. Blood read a letter from Sharon Kephart, a member of the NWHHSC Advisory
Commission, who was unable to attend the meeting. She expressed Ms. Kephart's gratitude at
having the opportunity to serve her community through the work of the Advisory Commission.
Ms. Blood thanked Mr. Boganey for his leadership as a member of the NWHHSC Executive
Board.
Councilmember Ryan moved and Councilmember Kleven seconded to accept the Northwest
Hennepin Human Services Annual Report.
Motion passed unanimously.

10a. CONSIDERATION OF TYPE IV 6-MONTH PROVISIONAL RENTAL LICENSE

Mayor Willson polled the audience and asked whether anyone was in attendance to provide
testimony on this rental license. Seeing no one coming forward, Mayor Willson called for a
motion.
Councilmember Kleven moved and Councilmember Ryan seconded to approve the issuance of a
Type IV six-month provisional rental license and mitigation plan for 3819 61s' Avenue North,
with the requirement that the mitigation plan and all applicable ordinances must be strictly
adhered to before a renewal rental license would be considered.
Motion passed unanimously.
10b. CONSIDERATION OF TYPE IV 6-MONTH PROVISIONAL RENTAL LICENSE
FOR 270165th AVENUE NORTH
Mayor Willson polled the audience and asked whether anyone was in attendance to provide
testimony on this rental license. Seeing no one coming forward, Mayor Willson called for a
motion.
Councilmember Ryan moved and Councilmember Lawrence-Anderson seconded to approve the
issuance of a Type IV six-month provisional rental license and mitigation plan for 2701 65th
Avenue North, with the requirement that the mitigation plan and all applicable ordinances must
be strictly adhered to before a renewal rental license would be considered.
Motion passed unanimously.
10c. CONSIDERATION OF TYPE IV 6-MONTH PROVISIONAL RENTAL LICENSE
FOR 6007 GIRARD AVENUE NORTH
Mayor Willson polled the audience and asked whether anyone was in attendance to provide
testimony on this rental license. Seeing no one coming forward, Mayor Willson called for a
motion.
Councilmember Myszkowski moved and Councilmember Lawrence-Anderson seconded to
approve the issuance of a Type IV six-month provisional rental license and mitigation plan for
6007 Girard Avenue North, with the requirement that the mitigation plan and all applicable
ordinances must be strictly adhered to before a renewal rental license would be considered.
Motion passed unanimously.
10d. CONSIDERATION OF TYPE IV 6-MONTH PROVISIONAL RENTAL LICENSE
FOR 7033 UNITY AVENUE NORTH

Councilmember Lawrence-Anderson moved and Councilmember Ryan seconded to approve the
issuance of a Type IV six-month provisional rental license and mitigation plan for 7033 Unity
Avenue North, with the requirement that the mitigation plan and all applicable ordinances must
be strictly adhered to before a renewal rental license would be considered.
Motion passed unanimously.
10e. CONSIDERATION OF TYPE IV 6-MONTH PROVISIONAL RENTAL LICENSE
FOR 7240 WEST RIVER ROAD
Mayor Willson polled the audience and asked whether anyone was in attendance to provide
testimony on this rental license.
Nigel (Nedzad) Ceric stated he is the owner of the property at 7240 West River Road. He added
he does not have any questions or concerns, but rather wanted to show his willingness to observe
the correct process. Mayor Willson thanked him for his concern for his property.
Councilmember Myszkowski moved and Councilmember Lawrence-Anderson seconded to
approve the issuance of a Type IV six-month provisional rental license and mitigation plan for
7240 West River Road, with the requirement that the mitigation plan and all applicable
ordinances must be strictly adhered to before a renewal rental license would be considered.
Motion passed unanimously.
10f. CONSIDERATION OF TYPE IV 6-MONTH PROVISIONAL RENTAL LICENSE
FOR 314149th AVENUE NORTH
Mayor Willson polled the audience and asked whether anyone was in attendance to provide

LICENSE FOR 314149 AVENUE NORTH
Councilmember Kleven moved and Councilmember Ryan seconded to adopt RESOLUTION
NO. 2014-105 approving the issuance of a Type IV six-month provisional rental license and
mitigation plan for 3141 49th Avenue North, with the requirement that the mitigation plan and all
applicable ordinances must be strictly adhered to before a renewal rental license would be
considered.
Motion passed unanimously.

Councilmember Ryan moved and Councilmember Myszkowski seconded to adopt
RESOLUTION NO. 2014-106 approving the issuance of a Type IV six-month provisional rental
license and mitigation plan for 6012 York Avenue North, with the requirement that the
mitigation plan and all applicable ordinances must be strictly adhered to before a.renewal rental
license would be considered.
Motion passed unanimously.
10h. CONSIDERATION OF TYPE IV 6-MONTH PROVISIONAL RENTAL LICENSE
FOR 5713 HUMBOLDT AVENUE NORTH
Mayor Willson polled the audience and asked whether anyone was in attendance to provide
testimony on this rental license. Seeing no one coming forward, Mayor Willson called for a
motion.
1. RESOLUTION NO. 2014-107 APPROVING A TYPE IV RENTAL
LICENSE FOR 5713 HUMBOLDT AVENUE NORTH
Councilmember Lawrence-Anderson moved and Councilmember Myszkowski seconded to
adopt RESOLUTION NO. 2014-107 approving the issuance of a Type IV six-month provisional
rental license and mitigation plan for 5713 Humboldt Avenue North, with the requirement that
the mitigation plan and all applicable ordinances must be strictly adhered to before a renewal
rental license would be considered.
Motion passed unanimously.
11. COUNCIL REPORT
Councilmember Ryan reported on his attendance at the following and provided information on
the following upcoming events:
• July 21, 2014, City Council Budget Work Session with Financial Commission
• July 22, 2014,Neighborhood Meeting at Willow Lane Park
• August 4,2014, Kick-Off Party for National Night Out at Centennial Park at 6:00 pm
• August 5, 2014, National Night Out 2014 — City Councilmembers will visit neighborhood
parties throughout Brooklyn Center

• August 12 & 13, 2014, CSI Safety Academy at the Community Center at 6:00 pm, for kids in
grades 2-4. Register online, at the Community Center or call 763-569-3400.
Councilmember Kleven reported on her attendance at the following and provided information on
the following upcoming events:
• July 16, 2014, met with senior housing managers from Maranatha, Prairie Lodge, The
Crossings and Twin Lake North, and The Crest
• July 16,2014, Crime Prevention Program meeting
• July 17,2014, Planning Commission meeting
• July 21,2014, City Council Budget Work Session with Financial Commission
• Councilmember Kleven recently visited the art mural at Earle Brown School with her
extended family. She invited residents to visit the site and help paint the mural
• July 26, 2014, collected books that were not sold in the Crime Prevention book sale at
Brooklyn United Methodist Church to be held for the next book sale (September 12-13,
2014)
Councilmember Myszkowski reported on her attendance at the following and provided
information on the following upcoming events:
• July 21,2014,City Council Budget Work Session with Financial Commission
• July 22,2014,Neighborhood Meeting at Willow Lane Park
• Councilmember Myszkowski reviewed a July 24, 2014, New York Times editorial by Ken
Isaacs, Vice President of the aid organization Samaritan's Purse, regarding the Ebola

Councilmember Lawrence-Anderson reported on her attendance at the following and provided
information on the following upcoming events:

• July 23, 2014, Odyssey School Executive Board Meeting; Councilmember Lawrence-
Anderson was re-elected as Board Treasurer
• July 24, 2014, Brooklyn Center Business Association luncheon featuring a presentation on
Shingle Creek Crossing development
Mayor Willson reported on his attendance at the following and provided information on the
following upcoming events:
• July 21,2014, City Council Budget Work Session with Financial Commission

• Mayor Willson reviewed a Star Tribune article on the Ebola outbreak in Africa, and
expressed his concern for the people of Voinjama, Liberia, Brooklyn Center's Sister City
