CALL TO ORDER
The Brooklyn Center City Council met in Study Session called to order by Mayor Tim Willson
at 6:48 p.m.
ROLL CALL
Mayor Tim Willson and Councilmembers Kris Lawrence-Anderson, Lin Myszkowski, and Dan
Ryan. Councilmember Kleven was absent and excused. Also present were City Manager Curt
Boganey, Assistant City Manager/Director of Building and Community Standards Vickie
Schleuning,and Mary Mullen, TimeSaver Off Site Secretarial, Inc.
CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS
Councilmember Ryan requested the following correction to the August 11, 2014, Regular
Session minutes:
-Page 7,third paragraph, last line:
-Insert"citizens and"after"private"
MISCELLANEOUS
-None.
DISCUSSION OF WORK SESSION AGENDA ITEMS AS TIME PERMITS
AMENDING SIGN ORDINANCE RELATING TO THE SETBACK REQUIREMENTS
FOR PUBLIC ART
City Manager Curt Boganey invited Director of Business and Development Gary Eitel to address
the City Council. Mr. Eitel reviewed the proposed sign ordinance amendment. He stated the
City Council amended the City Ordinance related to public art in 2011. He added the City
Council at that time approved a 150-foot setback requirement for public art from residential
property.

Mr. Eitel stated a mural painting has been completed on the sound barrier wall between Highway
100 and Earle Brown School. He added it has been brought to the attention of City staff that
there is a residential property near the school, which is 125 feet from the sound wall. He noted
the mural wall is therefore in violation of the City ordinance requiring 150 feet of setback. He
added an ordinance amendment is necessary to correct this discrepancy.
Mr. Eitel stated that if the ordinance amendment is approved, it will be in effect for all public
artwork in the City of Brooklyn Center.
ADJOURN STUDY SESSION TO INFORMAL OPEN FORUM WITH CITY COUNCIL
Mayor Willson adjourned the Study Session to Informal Open Forum at 6:45 p.m.
RECONVENE STUDY SESSION
Mayor Willson reconvened the Study Session at 6:47 p.m.
AMENDING SIGN ORDINANCE RELATING TO THE SETBACK REQUIREMENTS
FOR PUBLIC ART- continued
It was the consensus of the City Council that City Ordinance Chapter 34 pertaining to public art
should be amended to reduce the amount of required setback to 125 feet.
ADJOURNMENT
Mayor Willson adjourned the Study Session a 7:00 p.m.
