1. INFORMAL OPEN FORUM WITH CITY COUNCIL
CALL TO ORDER INFORMAL OPEN FORUM
The Brooklyn Center City Council met in Informal Open Forum called to order by Mayor Tim
Willson at 6:45 p.m.
ROLL CALL
Mayor Tim Willson and Councilmembers Kris Lawrence-Anderson, Lin Myszkowski, and Dan
Ryan. Councilmember Kleven was absent and excused. Also present were City Manager Curt
Boganey, Director of Business and Development Gary Eitel, Assistant City Manager/Director of
Building and Community Standards Vickie Schleuning, City Attorney Charlie LeFevere, and
Mary Mullen, TimeSaver Off Site Secretarial, Inc.
Mayor Tim Willson opened the meeting for the purpose of Informal Open Forum.
No one wished to address the City Council
Councilmember Ryan moved and Councilmember Lawrence-Anderson seconded to close the
Informal Open Forum at 6:48 p.m.
Motion passed unanimously.
2. INVOCATION
The Invocation was given by Reverend Sung Lee of the Korean Evangelical United Methodist
Church of Brooklyn Center.
3. CALL TO ORDER REGULAR BUSINESS MEETING
The Brooklyn Center City Council met in Regular Session called to order by Mayor Tim Willson
at 7:00 p.m.
4. ROLL CALL
Mayor Tim Willson and Councilmembers Kris Lawrence-Anderson, Lin Myszkowski, and Dan
Ryan. Councilmember Kleven was absent and excused. Also present were City Manager Curt

6. APPROVAL OF AGENDA AND CONSENT AGENDA
Councilmember Myszkowski moved and Councilmember Ryan seconded to approve the Agenda
and Consent Agenda, as amended, with an amendment to the Regular Session minutes of
August 11,2014, and the following consent items were approved:

10. COUNCIL CONSIDERATION ITEMS
10a. CONSIDERATION OF TYPE IV 6-MONTH PROVISIONAL RENTAL LICENSE
FOR 5636 FREMONT AVENUE NORTH
Mayor Willson polled the audience and asked whether anyone was in attendance to provide
testimony on this rental license.
Samer Alamy, 4930 Pennine Pass NE, Columbia Heights, stated he is the owner of the property
at 5636 Fremont Avenue North.

Councilmember Ryan stated that the City Council has received the recommendations of City
Staff related to this rental license application.
Councilmember Myszkowski moved and Councilmember Ryan seconded to approve the
issuance of a Type IV six-month provisional rental license and mitigation plan for 5636 Fremont
Avenue North, with the requirement that the mitigation plan and all applicable ordinances must
be strictly adhered to before a renewal rental license would be considered.
Motion passed unanimously.
10b. CONSIDERATION OF TYPE IV 6-MONTH PROVISIONAL RENTAL LICENSE
FOR 7124 INDIANA AVENUE NORTH
Mayor Willson polled the audience and asked whether anyone was in attendance to provide
testimony on this rental license. Seeing no one coming forward, Mayor Willson called for a
motion.
Councilmember Ryan moved and Councilmember Lawrence-Anderson seconded to approve the
issuance of a Type IV six-month provisional rental license and mitigation plan for 7124 Indiana
Avenue North, with the requirement that the mitigation plan and all applicable ordinances must
be strictly adhered to before a renewal rental license would be considered.
Motion passed unanimously.
10c. RESOLUTION NO. 2014-117 AUTHORIZING APPROVAL OF THE ISSUANCE
OF A PREMISES PERMIT FOR BROOKLYN PARK YOUTH HOCKEY
ASSOCIATION TO CONDUCT LAWFUL GAMBLING AT JAMMIN WINGS,
2590 FREEWAY BOULEVARD,BROOKLYN CENTER
Mr. Boganey introduced the item, discussed the history, and stated the purpose of the proposed
resolution. He stated the Brooklyn Park Youth Hockey Association has many families from
Brooklyn Center, as well as several Board Members. He added City Staff recommends approval
of the permit application.
Mr. Boganey stated the organization is in the process of changing its name to the North Metro
Youth Hockey Association.
Councilmember Myszkowski requested clarification regarding Brooklyn Center youth that are
represented in the hockey association, as well as residents who are Board Members.
Keith Vowels, 3212 90th Avenue North, Brooklyn Park, stated he is the President of the North
Metro Youth Hockey Association. He added the organization represents approximately 200
families and 225 youth from Brooklyn Park, Brooklyn Center, Fridley, and Columbia Heights.
He noted there are approximately 18 board members representing those communities.

Mr. Vowels stated the gambling permit is required for a fundraiser for the Association, to
provide financial assistance for families.
1. RESOLUTION NO. 2014-117 AUTHORIZING APPROVAL OF THE
ISSUANCE OF A PREMISES PERMIT FOR BROOKLYN PARK YOUTH
HOCKEY ASSOCIATION TO CONDUCT LAWFUL GAMBLING AT
JAMMIN WINGS, 2590 FREEWAY BOULEVARD, BROOKLYN
CENTER
Councilmember Ryan moved and Councilmember Myszkowski seconded to adopt
RESOLUTION NO. 2014-117 Authorizing Approval of the Issuance of a Premises Permit for
Brooklyn Park Youth Hockey Association to Conduct Lawful Gambling at Jammin Wings, 2590
Freeway Boulevard, Brooklyn Center.
Motion passed unanimously.
11. COUNCIL REPORT
Councilmember Ryan reported on his attendance at the following and provided information on
the following upcoming events:
• August 14, 2014, attended groundbreaking ceremony at the future site of the Twin Cities'
first suburban youth homeless shelter at 760' Avenue and Brooklyn Boulevard, Brooklyn
Park,to be operated by the non-profit organization Avenues for Homeless Youth
• August 27, 2014,ribbon cutting ceremony at Sanford-Brown College
• August 27, 2014, City Council Budget Work Session with Financial Commission
• August 28, 2014,review RFPs for audit services
Councilmember Myszkowski reported on her attendance at the following and provided
information on the following upcoming events:
• August 12, 2014, Liberia trip delegation meeting to discuss ways to provide aid to Brooklyn
Center's Sister City of Voinjama, Liberia, in the wake of the Ebola virus outbreak in that
country
Councilmember Myszkowski urged visitors to the Minnesota State Fair to visit the 2014 Eco
Experience, which highlights innovations in green technology and environmentally friendly
living.
Councilmember Lawrence-Anderson reported on her attendance at the following and provided
information on the following upcoming events:
• August 15,2014, City Council Canvass Returns of Primary Municipal Election
Mayor Willson reported on his attendance at the following and provided information on the
following upcoming events:
• August 12, 2014, Liberia trip delegation meeting
• August 12, 2014, meeting with Sylvia Winkelman to screen candidates—met at Schlotzsky's
Cafe and Bakery in Shingle Creek Crossing

Department and City staff for organizing the event

12. RECESS TO EXECUTIVE CLOSED SESSION
City Attorney Charlie LeFevere introduced Myron Orfield, J.D. Professor at the University of
Minnesota and Director of the Institute on Metropolitan Opportunity. He stated Professor
Orfield wished to address the City Council in Closed Session. He added the City Council may
elect to recess to Closed Session under the Attorney-Client privilege.
Councilmember Ryan moved and Councilmember Myszkowski seconded to recess to Executive
Closed Session at 7:31 p.m.
Motion passed unanimously.
13. RECONVENE REGULAR SESSION FROM EXECUTIVE CLOSED SESSION
Mayor Willson reconvened the Regular Session meeting at 9:24 p.m.
14. ADJOURNMENT
Councilmember Lawrence-Anderson moved and Councilmember Ryan seconded adjournment of
the City Council meeting at 9:25 p.m.

The undersigned, being the duly qualified and appointed City Clerk of the City of
Brooklyn Center, Minnesota, certifies:
1. That attached hereto is a full, true, and complete transcript of the minutes of a
Regular Session of the City Council of the City of Brooklyn Center held on
August 25,2014.
2. That said meeting was held pursuant to due call and notice thereof and was duly
held at Brooklyn Center City Hall.
3. That the City Council adopted said minutes at its September 8, 2014, Regular
Session.
