HomeMy WebLinkAbout2014 08-25 CCM Executive Session MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA CLOSED EXECUTIVE SESSION AUGUST 25,2014 CITY HALL—COMMITTEE ROOM 1. CALL TO ORDER The Brooklyn Center Economic Development Authority(EDA)met in Closed Executive Session called to order by President Tim Willson at 7:35 p.m. It was noted that under Minnesota Statute 13D.05, Open Meeting Law, the EDA may meet in Closed Executive Session. 2. ROLL CALL President Tim Willson and Commissioners Kris Lawrence-Anderson, Lin Myszkowski,and Dan Ryan. Commissioner Kleven was absent and excused. Also present were Executive Director Curt Boganey, Assistant City Manager/Director of Building and Community Standards Vickie Schleuning, City Attorney Charlie LeFevere, and Mary Mullen, TimeSaver Off Site Secretarial, Inc. 3. DISCUSS PROPOSAL TO SUBMIT ADMINISTRATIVE COMPLAINT Mr. LeFevere introduced Myron Orfield, J.D. Professor at the University of Minnesota and Director of the Institute on Metropolitan Opportunity. Following a presentation by Professor Orfield, the EDA discussed a potential administrative complaint to be filed by the City of Brooklyn Center against the Minnesota Housing Finance Agency and the Metropolitan Council regarding discrepancies in the incentives policy for affordable housing applications. It was the majority consensus of the EDA to direct City staff to prepare a Resolution approving submittal of an administrative complaint against the Minnesota Housing Finance Agency and Metropolitan Council for City Council review and approval at its September 8,2014,meeting. 4. DISCUSS PROPOSAL TO FILE PETITION FOR ADMINISTRATIVE HEARING Following a presentation by Professor Orfield,the EDA discussed the possibility of a petition for a Minnesota Administrative Court Hearing to be filed by the City of Brooklyn Center to restore the Metropolitan Desegregation Rule. 08/25/14 -1- It was the majority consensus of the EDA to direct City staff to prepare a Resolution approving the filing of an Administrative Court Hearing petition for City Council review and approval at its September 8,2014,meeting. 6. ADJOURNMENT Commissioner Ryan moved and Commissioner Myszkowski seconded to adjourn the Economic Development Authority Closed Executive Session at 9:22 p.m. Motion passed unanimously. 08/25/14 -2- STATE OF MINNESOTA) COUNTY OF HENNEPIN) ss. That attached hereto is a full, true, and complete transcript of the minutes of an Executive Session of the City Council of the City of Brooklyn Center held on August 25,2013. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3.
