HomeMy WebLinkAbout2014 06-10 PRM MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JUNE 10, 2014 NORTHPORT PARK SHELTER CALL TO ORDER Chair Sorenson called the meeting to order at 7:26 pm. ROLL CALL Chair Sorenson and Commissioners Bonovsky, Dalton, Ebert, Russell, and Witalka were present Commissioner Shinnick was absent. Also present were City Council Liaison Lin Myszkowski, resident Paul Fusco and Community Activities, Recreation & Services Director Jim Glasoe. APPROVAL OF AGENDA There was a motion by Commissioner Witalka, seconded by Commissioner Ebert to approve the agenda as presented. APPROVAL OF MINUTES – May 20, 2014 Commissioner Witalka noted there was grammatical error in the Northport Park item, adding that the word sight should be replaced with site. There was a motion by Commissioner Russell, seconded by Commissioner Witalka to approve the minutes of the May 20 , 2014 meeting of the Park & Recreation Commission as amended. The motion passed unanimously. COUNCIL LIAISON REPORT Councilmember Myszkowski reported that, at their May 27th meeting, the City Council had received an update on the proposed amphitheater and had directed staff to have the architect develop final plans and specifications for the project, with the intent to solicit bids for fall 2014 construction. Chair Sorenson asked about the estimated cost for the project. CARS Director Glasoe responded that with the improved soil conditions in the new location and revised finishes, the anticipated cost is in the $410,000 range. Councilmember Myszkowski reported the City had received a “clean audit” for fiscal year 2013, with the auditor noting that expenditures were less than anticipated. 2015-2029 CAPITAL IMPROVEMENTS PLAN-CENTENNIAL PARK TENNIS COURTS CARS Director Glasoe reported the Capital Improvements Plan is normally discussed at the fall meetings, but noted the budget development calendar had been adjusted and planned 2015 improvements needed to be identified prior to the September meeting. Mr. Glasoe noted the tennis courts at Centennial Park had not had nets for the past three years as a result of the court conditions and indicated he was not aware of any negative comments from residents. Mr. Glasoe added the noise from Interstate 694 was quite loud in the area. CARS Director Glasoe asked if the Commission wanted to replace the courts or consider alternatives such as a basketball court or disc golf course. Councilmember Myszkowski noted her children and their friends had used the tennis courts often in the past and had asked why they were not available. After some discussion, Commissioner Ebert made a motion, seconded by Commissioner Russell recommending the four tennis courts at Centennial Park be replaced by two tennis courts and a basketball court. The motion was approved unanimously. After additional discussion, there was also Commission consensus that alternatives for a disc golf course be identified. Chair Sorenson reminded the Commission that they would also need to consider shelter replacement options for Northport Park as part of the September discussion on Capital Improvements. Resident Fusco asked about the age of the Northport picnic shelter. Chair Sorenson responded the shelter was constructed approximately 25-30 years ago. 32ND ANNUAL DUDLEY BUDWEISER CLASSIC SOFTBALL TOURNAMENT CARS Director Glasoe reported the Dudley softball tournament was scheduled for June 19-22. Mr. Glasoe noted the tournament would begin with a “Home Run” contest on Thursday night, the 19th, with the tournament running Friday night through Sunday. 2014 EARLE BROWN DAYS CARS Director Glasoe reported the annual Earle Brown Days civic celebration was scheduled for June 26-28. Mr. Glasoe noted events would “kick off” with the parade on Thursday night the 26th, and noted the parade route had been changed back to Dupont Avenue, due to street reconstruction on 63rd. Commissioner Dalton added the Earle Brown Days events for 2014 would, again be a “low waste” event and that resident and Master Recycler Kathy Brady would be supervising the effort. AMPHITHEATER UPDATE Council Liaison Myszkowski had provided an update as part of her Council Liaison Report. MISCELLANEOUS Commissioner Dalton asked about the status of the recycling in the parks efforts. CARS Director Glasoe indicated he would request a report from the Streets and Parks Maintenance Supervisor Todd Berg. There was additional discussion regarding trash containers. CARS Director Glasoe indicated he would speak with Mr. Berg regarding the issue. There was additional discussion regarding cameras and monitoring of park activities over the summer. Chair Sorenson asked that Commissioners visit the parks over the summer and report any issues or maintenance concerns to Mr. Glasoe. SET NEXT MEETING DATE By consensus, the next meeting of the Park and Recreation Commission was set for September 18, 2014 immediately following the Firehouse Park neighborhood meeting. MEETING ADJOURNED A motion was made by Commissioner Russell, seconded by Commissioner Witalka to adjourn the meeting at 8:01 p.m. The motion passed unanimously.
