HomeMy WebLinkAbout2014 08-27 CCM Joint Work Session with Financial Commission MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA JOINT WORK SESSION WITH FINANCIAL COMMISSION AUGUST 27 2014 CITY HALL - COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in Joint Work Session with the Financial Commission and the session was called to order by Mayor Tim Willson at 6:30 p.m. ROLL CALL Mayor Tim Willson and Councilmembers Kris Lawrence-Anderson (arrived at 6:33 p.m.), Lin Myszkowski, and Dan Ryan. Councilmember Carol Kleven was absent and excused. Also present: City Manager Curt Boganey, Finance Director Nate Reinhardt, Public Works Director/City Engineer Steve Lillehaug, Community Activities, Recreation and Services (CARS) Director Jim Glasoe, and Deputy City Clerk Maria Rosenbaum. Others present were Financial Commissioners Anna Burke, Dan Schueller, James Schulz, and Dean Van Der Werf(arrived at 6:33 p.m.). Councilmember Ryan moved and Councilmember Myszkowski seconded to approve this evening's agenda. Motion passed unanimously. 2015 GENERAL FUND REVIEW City Manager Curt Boganey discussed the purpose of this evening was to share information from staff regarding the General Fund revenues, expenditures, and department operating goals. At the July 21, 2014, City Council Budget Work Session with the Financial Commission a budget overview was presented that included current financial results, strategic priorities, operating budget policies, and property tax implications based on preliminary department budget requests. At this time, the requested City property tax levy is $4,778,030 which is a $417,060 (2.90 percent) levy increase. A one percent change in the 2015 requested property tax levy is approximately $144,000. The Housing and Redevelopment Authority Levy is limited to .01813% of taxable market value of the City. Total requested General Fund Revenues/Expenditures for 2015 are $19,402,601, which is an increase of $936,351 from the previous year. In the upcoming Work Sessions, departments will be presenting their budget requests and discussing departmental operating spending plans related to strategic priorities and operating goals. Department Heads will also provide further analysis on their budget requests and be able to respond to specific City Council/Financial Commission questions. The City Council will be asked to provide consensus on department goals or further guidance on the results desired, based on feedback from departments 08/27/14 -1- Finance Director Nate Reinhardt outlined a PowerPoint Presentation on the 2015 General Fund. Public Works Director/City Engineer Steve Lillehaug outlined the Public Works Department Mission, Department Description, Staffing, Strategic Function, Annual Goals and Strategies, Annual Goal Performance Measures, Key Initiatives, and Budget Highlights. CARS Director Jim Glasoe outlined the CARS Mission, Department/Division Description, Staffing, Strategic Functions/Divisions, Key Initiatives, Annual Operating Goal Performance Measures, Capital Outlay, and Budget Highlights. UPDATES ON PREVIOUS DISCUSSION ITEMS City Manager Boganey discussed the updates that were included with agenda packet in regards to questions raised at the July 7, 2014, Budget Work Session. FUTURE BUDGET DISCUSSIONS Listed with the agenda packet were future budget discussions which included September 3, 2014, and September 8, 2014. September 3, 2014, would be the continued discussion of the General Fund Budget requests and September 8, 2014, would be the regular City Council meeting where the Preliminary Budget and Levy is considered.
