JOINT WORK SESSION WITH FINANCIAL COMMISSION
OCTOBER 6, 2014

CALL TO ORDER
The Brooklyn Center City Council met in Joint Work Session with the Financial Commission
and the session was called to order by Mayor Tim Willson at 6:30 p.m.
ROLL CALL
Mayor Tim Willson and Councilmembers Kris Lawrence-Anderson, Lin Myszkowski, and Dan
Ryan. Councilmember Carol Kleven was absent and excused. Also present: City Manager Curt
Boganey, Finance Director Nate Reinhardt, and Deputy City Clerk Maria Rosenbaum.
Others present were Financial Commissioners Anna Burke, Steve Landis, Rex Newman, Dan
Schueller, James Schulz, and Dean Van Der Werf.
Councilmember Ryan moved and Councilmember Myszkowski seconded to approve this
evening's agenda. Motion passed unanimously.
SPECIAL REVENUE FUNDS
INTERNAL SERVICE FUNDS
DEBT SERVICE FUNDS
Finance Director Nate Reinhardt provided an overview of the Special Revenue Funds, which
include the Community Development Block Grant (CDBG) Fund, Police Forfeitures, Tax
Increment Financing Districts (TIF), City Grants, Recreation Grants, and Police Grants. Finance
Director Reinhardt also presented information on the Internal Service Funds, Equipment
Replacement, Central Garage Cash Flow, Debt Service Funds, Combined Debt Payment
Schedule for Debt Service Funds (Principal and Interest), and information on a proposed debt
issue for 2015.
There was discussion regarding the police officers body microphones and it was noted that the
Police Chief will be asked to provide more information as to what is covered with the proposed
$15,000 and what the total cost would be to have all police officers equipped with body
microphones.
A question was raised as to whether or not the recently damaged fire truck will be repaired or
replaced. It was noted that the damaged fire truck is proposed to be replaced two years earlier
than the replacement date because it was more cost effective than repairs. There will be some
insurance funds provided and Finance Director Reinhardt will provide those numbers.

There was some discussion regarding the golf course equipment replacement items and whether
or not it will be necessary to replace them now. It was noted the items have reached the useful
life and it has been determined the cost of maintenance exceeds the dollar of replacement. The
golf course will be discussed further at a future Work Session.
A question was raised as to what the life expectancy is for a street sweeper. City Manager
Boganey answered that he thought it was 15 years; however, he will report back on the exact
amount of years.
A question was raised as to whether or not a comparison regarding backward debt/financing
could be researched to provide reliable data for the new water treatment plant. City Manager
Boganey answered that could be done by putting information together from the Comprehensive
Annual Financial Report(CAFR).
FUTURE BUDGET DISCUSSIONS/CITY COUNCIL MEETINGS
Listed with the agenda packet were future budget meetings which included October 20, 2014,
and November 3, 2014. November 10, 2014, would be the regular City Council meeting where
the Utility Rates would be considered and December 1, 2014, would be the Public Hearing and
Budget adoption.

Councilmember Ryan moved and Councilmember Myszkowski seconded to adjourn the Work
Session at 7:30 p.m. Motion passed unanimously.

Center, Minnesota, certifies:
1. That attached hereto is a full, true, and complete transcript of the minutes of the of the
City Council of the City of Brooklyn Center Joint Work Session with Financial
Commission held on October 6, 2014.
2. That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the City Council adopted said minutes at its October 13, 2014, Regular Session.
