A s I drive around Brooklyn
Center, I am excited to see all
the activity. From commercial
construction to neighborhood projects,
many improvements continue to be
made in the city. The former Brookdale
Mall food court was demolished to
make way for new retail buildings that
are under construction in the Shingle
Creek Crossing development area. A
new Volkswagen dealership is under
construction and several new businesses
celebrated their grand opening in
Brooklyn Center.
While we are a developed city with a
significant amount of home renovations,
this year we also have several new
houses being built on vacant lots as part
of our ReMove and ReBuild program,
and by private investors. Housing in
Brooklyn Center is in demand as
reflected by sales of our renovated NSP
homes. Sale prices also increased at a
higher rate than the average rate in the
metro region this year. The street
reconstruction projects seemed to drive
a significant amount of home
improvements in the neighborhoods.
In addition to the successful community
revitalization projects, 2014 has also
been a year of focused actions to
address other City goals. We continue to
see success with our public safety
initiatives. As of November, violent
and serious crimes are 31% lower
compared to last year. A delegation from
Netherlands visited Brooklyn Center to
learn about our best practices from our
nationally, and now globally, recognized
Joint Community Police Partnership
(JCCP) programs. They are looking for
ways to better engage their diverse
population.
The Brooklyn Bridge Alliance for Youth
is moving forward with setting up a
framework to better connect our youth
to responsible mentors and effective
programs. BrooklynsConnect.org, a user
-friendly tool to find constructive youth
programs, is now available. In addition,
$250,000 was raised to develop youth
employment opportunities.
It is great to see the number of people
enjoying our local shopping, dining, and
great parks and trails system. If you
haven’t already done so, please visit the
new map and webpage on the City
website to find places to dine, shop and
be entertained in and around our
community.
I would like to thank the City Council,
staff, residents, businesses and other
community partners who make
Brooklyn Center a great place to start,
and a great place to stay. Have a safe
and prosperous New Year!

Need a special place for your special day? The best
wedding venue is right here in Brooklyn Center. The
Earle Brown Heritage Center was recently awarded The
Knot’s Best of Weddings Award for 2015, one of the
most prestigious awards for wedding venues. Only the
top 2% of wedding venues from around the country are
annually given this honor.
The Knot is one of the largest wedding planning
websites. They annually rank the nation’s top venues,
wedding fashion, and other wedding trends.
The Earle Brown Heritage Center has been a part of
Brooklyn Center’s history before the city was founded.
The farm was most well-known for its Belgian horses.
To house the horses, the red and white stables were
built and still stand, providing a variety of wedding and
meeting spaces. In 1983 the City acquired the 14-acre
facility, and shortly after
began a 2-year restoration
and renovation to maintain
the historical value while
providing modern
amenities. Now the facility
is considered to be one of
the top event centers in the
state and a remarkable
monument to civic pride in
the city.

Preventing Auto Related Thefts
Tips for Safeguarding Your Valuables
In the cooler months and with holiday
shopping, you should remember a few
tips so you do not become a victim of
auto theft or theft from autos.
Lock your doors and windows.
Do NOT leave valuables in sight
in your car. Lock them in your
trunk before you reach your
destination. Even small items such
as loose change or sunglasses can
be attractive to a thief.
Do NOT leave your vehicle
running unattended to warm up. It
takes only seconds for a thief to
break a window and drive away
with your car.
Under Brooklyn Center City
Ordinance 27-122 it is a
misdemeanor to leave a vehicle
unattended without stopping the
engine and removing the keys. You
can be ticketed for this!
Safeguard Your Home—When Traveling
When you travel, certain steps will help
protect your home and valuables. One
step is to notify your Neighborhood
Watch Captain of the dates that you
leave and return from your trip. If you
do not participate in the Neighborhood
Watch Program, now would be a good
time to start. Contact Crime Prevention
Specialist Becky Boie at (763) 503-3272
or bboie@ci.brooklyn-center.mn.us.
Other steps include:
Keep shades and blinds in their
normal position.
Stop the mail and paper delivery, or
make arrangements with a friend or
neighbor to pick up daily.
Make sure all door and window locks
are working properly.
Set lights on timers so they turn on
and off at the appropriate times.
Prevent frozen water lines. See page 6.
While traveling, try to use traveler’s
checks to avoid carrying large amounts
of cash or too many credit cards. Keep
these with you at all times, rather than
in your luggage. Now, enjoy your trip!

Stay Warm, Stay Safe—Tips to Heat Your Home the Smart Way
Staying warm during the
winter months can be
difficult for a wide-
variety of reasons. No
matter how cold it might
be outside, there are a
few important things to remember about staying warm
inside. If you own or rent, you could be eligible for energy
assistance through Community Action Partnership of
Suburban Hennepin County. Services and assistance
offered through C.A.P.S.H. can be found at www.casph.org
or (952) 930-3541.
In Minnesota, owners and renters are protected from having
their gas or electrical service shut-off from October 15 to
April 15 due to inability to pay. There are certain
requirements that a utility customer must meet, and they
must contact their utility company to avoid having their
service disconnected. Questions about the Cold Weather
Rule should be directed towards your utility provider.
The use of space heaters in the winter is very common, and
while they help to keep you warm, they can also pose a
significant safety risk. Here are a few things to keep in mind
this winter when using space heaters.
Keep combustible materials such as newspaper,
furniture, or clothes, at least three feet away from
portable heaters.
Never place portable heaters at the bottom of a
stairway. This will block the escape route in the event of
a fire.
Do not use heaters if the cord is cracked or has other
damage to it, and never overload electrical sockets!
Never use gas or electric ranges and ovens to heat your
home.
And finally, follow the manufacturer instructions and
safety guidelines.
Fireplaces and wood burning stoves are another common
way residents keep their homes warm during the winter.
This can be a cost-efficient way of heating a house, but safe
practices must be used. These reminders can help keep you
warm and safe this winter.
Have your fireplaces, wood stoves, chimneys and flues
inspected by a professional each year prior to the start
of the heating season.
Use a sturdy screen or door in front of fireplaces when
burning fires.
Only burn wood, never burn paper
or pine boughs.
Don’t hang holiday decorations on
your fireplace if you have fires.
Finally, you should have one or
more accessible fire extinguishers in
your home.

Winter Driving—Tips to Keep You Safe
The snow is here and it doesn't look like it will be leaving
anytime soon. Driving during the winter can become
difficult and sometimes dangerous with snow and ice on the
roads, but the police department has some tips to make
your winter driving more safe.
First, remember to allow more time when driving in snowy
and icy conditions. Travel times can vary greatly during the
winter months, but a quick check of the local weather and
traffic reports can help you determine how much extra time
you should allow. In addition to extra travel time, you
should take extra minutes to clear off your vehicle. Keep a
snow and ice scraper in your vehicle so you can remove
snow and ice from windows, lights, hood and roof before
driving.
Once you are driving, it is important to be extra attentive to
the road and the other vehicles around you. Look further
ahead in traffic, and stay back at least 10 car lengths in case
the vehicle in front of you suddenly brakes.
Also, remember that four-
wheel drive and all-wheel drive
can help you accelerate in the
snow and ice, but they don’t
help you stop faster.
When you need to brake, don’t expect to stop quickly. Give
yourself extra space to come to a stop. If your vehicle has
anti-lock brakes, instead of pumping your brakes, “stomp
and steer.”
The final piece of advice from the police department is to
use lights when driving in the winter, keep your head lights
on so you are more visible to other drivers, and make sure
to use blinkers when you turn.
Driving during the winter can be a hassle, but staying safe
should be everyone’s first priority. Being patient and
following these safety tips will lead to safer winter driving.
Frozen Water Service Lines—How to Prevent Frozen Pipes this Winter
As the cold weather sets in, some
homeowners become worried about
frozen water service. Frozen water
service isn't a common occurrence,
but as a few residents found out last
winter, long periods of extreme cold can freeze your pipes.
Within the city, water service pipes are installed at depths
that are not usually affected by ground frost. However,
severely cold and long winters can cause frost to go deeper
than normal causing water service pipes to freeze. This
usually occurs in February or early March. In early spring,
while it may seem warmer, frost is still deep in the ground
and remains until regular overnight temperatures above
freezing are reached. During an extended cold winter, the
frost depth can exceed seven feet and put service lines at risk.
There are things you can do to help prevent frozen pipes and
water service. First, check for pipes that are located in areas
of your house that are unheated, or colder than the rest of
your house. Pipes in these areas should be insulated using
pipe-sleeves or UL-listed heat tape. You should also seal
drafty parts of your home. This can include replacing broken
windows and door seals, and using insulating film on older
windows.
Homeowners travelling without proper precautions is a
common reason pipes freeze each winter. Residents often
forget to keep the heat on. Keeping your thermostat set at 60
-degrees while traveling will help keep your pipes warm
enough so they do not freeze.
If you have previously experienced frozen water service, you
should call the City to discuss the best option for your
situation. In some cases, running the cold water line
continuously, approximately half the diameter of a pencil,
from one faucet can reduce the chance of water service pipes
freezing. More details can be found on the City website,
Search frozen service or by calling the Utility Billing Division at
(763) 569-3390.

Plowing The Way—Keeping the Streets Clear and Safe
The City of Brooklyn Center strives to keep streets snow and
ice free during the winter months. Timely snow removal isn't
always easy, but when bad weather arrives, City employees
are hard at work often before many of us wake up.
The snow plows begin their work once there is two-and-a-
half-inches of snow, or if other conditions warrant plowing.
Sidewalks are plowed once there is one-inch of snow. Once
plowing has started the arterial, or main streets are cleared
first, usually requiring multiple passes by the plows. A first
pass is needed to clear the center of a street, followed by
many more passes to help widen the street from curb to
curb. Due to the length of plowing routes, it can take an hour
or more before additional passes are able to be made.
Once the main streets have been cleared, the plows then
work to clear the residential streets. While the plows clear
residential streets they often leave a trail of snow ridges in
residents driveways. The drivers want to apologize for the
extra snow in your driveway, and recommend waiting until
after they have cleared your street to shovel, so you don’t
have to do it twice.
Occasionally during the plowing process a mailbox is
damaged or removed by the plowing equipment. If this
happens to you the City will replace your mailbox, however
the City does not assume reasonability for damage caused by
snow pressure or improper installation. The City will also
repair any lawn damage caused by plows during the winter.
Finally, it is important to remind children to never build
snow forts in or on the snow piles created by the plows.
Snow forts can be a fun part of winter, but they can also be
very dangerous if children are playing close by operating
plows. Plow drivers often have a limited view from inside
their truck, making it hard to see children playing on the
boulevard or other snow covered areas.
Thank you for your help in keeping the streets snow free this
winter. You can report unsafe icy road conditions to the
Public Works Maintenance Facility at (763) 585-7100
Monday-Friday from 7:00 am to 3:30 pm. For after-hours
emergencies, please call 911.
In Minnesota snow is almost as common as lakes, and snow can bury a very vital and
often overlooked emergency aide- fire hydrants. For that reason, the fire department is
asking for your help in keeping the fire hydrants on your block clear of snow this
winter. Clearing snow away from fire hydrants allows crews to more quickly access
them in the case of an emergency when every second counts. It is recommended you
clear a three-foot section around the fire hydrant to allow for easy visibility and access
by fire crews. Visit the City website and view the City Video about hydrants for more
information. Search hydrant.
If you are 60-years of age or older, and need help with snow removable, you can
contact the H.O.M.E. Helpline at (952) 746-4046.

New Water Treatment Plant— Affect on Water Quality and Utility Rates
The future water treatment plant is under construction. This
new facility will reduce the elevated levels of manganese in
the water supply, while also providing a long-term solution
for water filtration needs. The Minnesota Department of
Health issued a health advisory regarding potential health
risks associated with high levels of manganese. For more
information about manganese, please visit the City website or
call City Hall.
Prior to approval, a study compared alternatives to reducing
manganese levels such as a new treatment plant, purchasing
water from other cities, and doing nothing. The results
indicated that a new treatment plant would be the best long-
term option, balancing water quality and costs. The new
facility is expected to be operational by the end of 2015, with
an estimated cost of $19.98 million.
The initial cost is paid for using a low-interest loan from the
Minnesota Public Facility Authority loan program and will be
paid back during the next 20-years through user fees. In
order to pay for the facility, utility rates will increase over the
next three years. The amount by which a property’s water bill
will increase depends on the size of the meter connection
and the amount of water consumed.
The average household uses 18,000 gallons of water per
quarter. At this rate of consumption, a residential utility bill
would increase by $7.20 per quarter. Even after the rate
increases, Brooklyn Center utility rates will still be
comparable to many similar cities in the metro area. A chart

Being mindful of your water consumption can be helpful in
keeping your utility bills lower. Here are a few things you can
do to use less water according to the EPA:
Fix or replace leaky faucets, toilets or appliances.
Check the local weather before watering your lawn. If
rain is on the way, let Mother Nature do the work.
Use a bucket and sponge to wash vehicles rather than a
hose.
Take showers rather than a bath.
Turn-off the faucet while you brush your teeth.

2014 Landscape and Garden Spotlight—Residents Who Have an Eye for Beauty
A Low Salt Diet—Shingle Creek is Cutting Back on Salt
Most of us who live and work in Brooklyn Center are familiar
with Shingle Creek. It is an eleven mile long creek that winds
through our city and many others throughout the area. It
collects drainage from 43 square-miles in nine cities
throughout Hennepin County. Shingle Creek has been
designated as an Impaired Water by the Minnesota Pollution
Control Agency and the Environmental Protection Agency
because of high levels of chloride contamination. Most of
contamination comes from road salt.
Road salt is used throughout the winter months to control ice
buildup on roads. About 85-percent of the chloride in
Shingle Creek is estimated to come from the salt used to keep
roads clear. The remaining amount of chloride comes from
the salt used to keep parking lots, walkways, driveways, and
private roads clear. All this adds up to lot of salt being used,
which ends up in our lakes, streams and wetlands.
Municipalities are required to reduce the amount of salt used
for snow and ice removal activities. Many organizations are
also researching and investing in new technology and
materials that allow less salt to be used without
compromising public safety.
You can help reduce chloride contamination by:
Shovel or plow first – Less snow build up means less
ice.
Only use salt when necessary and where needed such
as on slopes or high traffic areas.
Use alternative products such as calcium magnesium
acetate (CMA).
Read labels – Know what you are applying and the
effects of exposure. Some chemicals damage metal and
concrete, kill lawns, and harm pets.

This winter City crews will be trimming boulevard trees
throughout parts of the city. The trimming will remove tree
branches that are obstructing city streets, sidewalks, street
signs or street lights. City crews will also prune dead or
dangerous tree limbs.
The primary objective of boulevard tree trimming is to
remove branches and limbs on the street-side to allow
movement of the tallest pieces of street maintenance
equipment. Property owners are responsible for aesthetic
trimming of trees, which can be done at any time.
City Ordinance sections 20 and 25 explain the City’s tree
trimming policies and available for viewing on the City’s
website, Search Trees. If you have questions about the City’s
boulevard tree maintenance program or procedures, please
contact Public Works Department at (763) 585-7100
Monday through Friday, 7 am to 3:30 pm.

“APOLLO: WHY WE WENT TO THE MOON”
In 1961, President Kennedy challenged us to go to the moon
before the end of the decade, and this challenge is often cited as
the reason for this success. However, without a number of other
factors in place during the 1950’s and 60’s, there is little doubt
that the mission to the moon would have either failed or not been
attempted at all. Even though the moon landing was our greatest
technological achievement, this presentation will focus on the
goal itself and what helped us to accomplish it. July of 1969 will
be remembered for centuries to come as the first time mankind
ventured beyond the earth’s boundaries and explored a new
world. Our speaker, David Jones has been making historical
presentations since 1966. Register by April 17.
