The 33rd Annual Brooklyn Center Earle
Brown Days Festival is June 25-27,
2015. Join your neighbors and friends
for food, fun, and family friendly
activities. Many activities are free or low
cost.
The festival starts with a parade at
6:30 pm on June 25. You can also watch
the parade live on cable television
Channel 12. The festival ends with
fireworks at Centennial Park on June 27.
Other festival activities include craft &
business expo, kids fishing contest,
petting zoo, kids crafts, planting activity,
fire truck, Capri Big Band concert, golf
tournament, and Family Fun & Games.

Excitement is building as new stores
plan to open this spring. People have
noticed that signs are up for TJ Maxx
and Michaels. It’s a sign that these stores
will be opening this spring. Other stores
that are in construction and will open
soon include Rue 21, Sally’s Beauty
Store, and Villa. Jimmy John’s Sandwich
Shop is one of the tenants scheduled to
open this spring as well. The interior
finish is underway for WingStop, one of
the first of their stores in Minnesota,
specializing in fresh and hot chicken
wings.
Stores that are currently open for
business in Shingle Creek Crossing
include Walmart, Aspen Dental, Qdoba,
Sprint, Footlocker, Kids Footlocker,
T-Mobile, Panda Express, LA Fitness,
Applebees, Holiday Station Store,

The best way to attract and retain responsible
neighbors (residents and businesses) is to keep
neighborhoods nice. Especially in spring,
properties need some extra care and attention to
keep them clean, safe, and attractive. The
following checklist will get you and your
property off to a good start.
Pick up litter and trash in your yard and
neighborhood.
Inspect siding, roof, and windows for any
areas that may need to be repaired or
replaced.
Inspect driveway for cracks or damage and
plan and make repairs.
Trim trees and shrubs before they start
growing this season.
Check your lawn mower and make sure it is
operable. Replace air filter, check blade, and
change oil and spark plug.
Mow and trim grass to the optimum height
between 2.5 to 3.5 inches.
Use lawn care products, such as fertilizer
and weed control, according to
manufacturer’s instructions.
Clean gutters and make sure all down
spouts are attached.
Remove all remaining dead plants from last
year’s landscaping.
Replace mulch where needed. Free wood
chips are available at City Hall.
Repair damaged areas of the yard, especially
along the driveways.

National Police Week May 10 -16, 2015
Recognizing Those Who Serve and Protect
In 1962, President John F. Kennedy signed a proclamation which
designated May 15th as Peace Officers Memorial Day and the week
in which that date falls as Police Week. He recognized the
contributions and challenges of law enforcement. Currently, law
enforcement officers from around the world participate in a number
of planned events that honor those who have paid the ultimate
sacrifice. Few people know about the community work law
enforcement personnel perform outside their normal duties. A few
of these activities are highlighted throughout this newsletter.
Since 1959 the Brooklyn
Center Police Officers
Association has operated
under the mission of, “To enhance fraternalism among the
employees of the Brooklyn Center Police Department while
promoting the organization’s image through service and support to
the community”. While the Association is a separate entity from the
City, it is currently open to all 48 sworn officers within the Police
Department.
For the past seven years, the Association has supported Special
Olympics Minnesota (SOMN) and participates in several
fundraisers. At this time, more than $70,000 has been raised through
the Polar Plunge; the Cop on Top at Cub Foods; the Run, Jump or
Fly 5K at Palmer Lake; and the Torch Run Final Leg to the summer
games.
In addition to fundraising efforts, the Association supports a wide
variety of local events and organizations such as the Police Explorer
Program and Safety Academy. The Association also equipped the
fitness center at the Police Department to promote employee health.
The Association funds its activities through annual membership
dues, occasional fundraising events, and public donations. In
National Police Week, requests for donations are mailed to residents

Report Suspicious Behaviors and Activities
The Police Department proactively patrols the City and
often detects and stops criminal activity before it starts.
We are continuously looking for ways to make the City
even safer, and some of our best partners are residents
and businesses.
In 2014, the City experienced a significant decrease in
crime. Violent crime was down approximately 24% and
serious crime was down approximately 30% since 2013.
Many of the arrests made for thefts, burglaries, assaults,
and robberies, were a result of residents who saw
something suspicious and reported it to 911. Arrests
resulting in convictions often prevent future crime.
Residents and businesses are the true neighborhood
experts. You know what belongs in your neighborhood,
what is normal behavior, and what is strange or
suspicious. When you see suspicious behaviors and
activities, please call 911. The Police Department can be
more effective when additional eyes are watching out
for the City. When you call to report suspicious
behaviors, include as many details as possible. These
details help patrol officers locate and stop suspicious
behaviors and activities that could lead to crime.

Police Report New Scam
Money Scams Targeting Residents
This time of the year there are a variety of tax
scams circulating the news, but those aren’t the
only scams to watch out for this spring. Recently, a
resident reported receiving a phone call stating that
his grandson is in jail and he needs $2,000 to get
bailed out. The scammers wanted the money either
wired to them, or paid to them using a credit card.
Fortunately the resident thought twice and
contacted the Police Department before sending
any money.
Unfortunately this resident hasn’t been the only
person in the area targeted by this scam; there
have been multiple reports throughout the metro
area about similar calls regarding relatives needing
money for bail. If you think you are being targeted
by a scam, the first thing you should do is hang-
up, followed by reporting the scam to the police.

Road Construction Season—City Infrastructure Improvements for 2015
This spring the City will kick-off several construction
projects. Included in the City’s “to-do list” are two
neighborhood street and utility reconstruction projects, the
water treatment plant, annual street chip sealcoating, and
regional trail improvements. The following is an overview of
these major capital improvements. During construction,
regular updates about City street projects will be posted on
the City website at www.cityofbrooklyncenter.org.
Street Reconstruction Projects
For the past 21 years, the City has conducted a Capital
Improvement Program (CIP) to reconstruct aging streets
and maintain the public infrastructure. The CIP is a planning
document that presents a fifteen-year overview of potential
capital improvement projects and is available for review on
the City’s website, Search CIP.
Freeway Park Area Reconstruction Project
The proposed roadway and utility improvements include full
street reconstruction of all streets (except Freeway Blvd.)
consisting of bituminous paving, new concrete curb and
gutter, partial replacement of the sanitary sewer, partial
replacement of the water main, storm sewer upgrades, and
street light replacements. Partial street reconstruction of
Freeway Blvd. includes bituminous paving and
miscellaneous repairs of concrete curb and gutter, sidewalks,
and driveway aprons. Work is expected to begin near the
middle of May and be completed by fall 2015. Weekly
progress reports will be available on the City’s website,
Search Freeway.
63rd Ave. Reconstruction Project
The proposed roadway and utility improvements include full
street reconstruction of 63rd Ave. (west of Brooklyn Blvd.)
consisting of bituminous paving, replacement of concrete
curb and gutter, replacement of the south sidewalk,
converting the sidewalk along the north side of the roadway
to a 10’ bituminous trail, replacement of the sanitary sewer,
replacement of the water main, and storm sewer upgrades.
Traffic calming improvements are proposed at key locations
including narrowing of the striped thru-lanes, “neckdowns”
at the intersections, and enhanced crosswalks with medians.
Work is expected to begin near the end of May and
completed by fall 2015. Weekly progress reports will be
available on the City’s website, Search 63rd Ave.
Connections at Shingle Creek
The cities of Brooklyn Center and Brooklyn Park are
working together on a project to create a regional trail
connection and to address the biota and dissolved oxygen
impairment in Shingle Creek. The project will improve
conditions for pedestrians and bikers along Brooklyn Blvd.,
create outdoor learning spaces for Park Center High School
and Brooklyn Junior High School, stabilize and restore
eroded stream banks, and add fish and insect habitat.

Twin Lakes Regional Trail
The City is partnering with Three Rivers Park District to
relocate a portion of the Twin Lake Regional Trail that runs
along France Ave. and 53rd Ave. to a new location along
Hwy. 100. While the old trail will remain and revert back
under the City’s jurisdiction, the new trail will be operated
and maintained by the park district. The new trail will
provide a better, more direct regional trail connection by the
new route. This project is expected to be constructed and
completed this the summer.
Sealcoating
Sealcoating is scheduled to be completed along City streets
identified on the map as follows: Shingle Creek Pkwy. from
I-694 to Co. Rd. 10; Summit Ave. from Shingle Creek
Pwky. to Hwy. 100; Earle Brown Dr. from Summit Ave. to
John Martin Dr.; John Martin Dr. from Shingle Creek
Pkwy. to Hwy. 100 ramp. Sealcoating is routinely completed
each year to preserve the pavement and extend the service
life of the roadway. Public Works crews will complete crack
sealing and pothole patching prior to applying a chip seal to
the road surface. Commuters should expect minor traffic
delays during this one day project.

Water Treatment Plant
In response to a health advisory issued by the Minnesota Department of Health
(MDH) regarding high levels of manganese, the City Council directed staff to
develop an action plan to address the issue. The long-term solution was to build
a water treatment plant.
In September 2014, the City, along with their consultant, Bolton and Menk, and
contractor, Knutson Construction, broke ground for the new water treatment
plant. The water treatment plant will filter and remove manganese from the
drinking water. It will be located between Camden Ave. and Hwy. 252, east of
the Evergreen School and Park. Construction is on schedule with completion
anticipated fall 2015.

Annual Hydrant Flushing
City Begins Flushing on April 27, 2015
City utility crews will begin flushing water lines
Monday, April 27, 2015. The process will occur
over five consecutive days beginning at 7 am
and continuing until 3:30 pm.
The flushing may loosen rust in the pipes that
could stain laundry. Residents are encouraged to
check their water before doing laundry and to
delay doing laundry, especially whites, until the
process is completed in their area (see map).
Please slow down and be careful when workers
are operating hydrants to help keep them safe. If
you have questions about the water line
flushing, please call the Public Works
Department at (763) 585-7100.
Fire Safety For All Ages—Tips on Video
No matter how much you learned about fire safety when you were
young, you are never too old to be reminded of what to do in
emergency situations. In February, the City’s Fire Department shared
fire safety tips at the Brooklyn Center Lioness Club meeting. Channel
12 News captured the presentation on video. You can view the safety

views about their profession.
Question (Q). What are some
qualities of successful police
officers?
Answer (A). They have this innate
ability of perception and to see the
subtleties of a situation. These
characteristics cannot be taught.
(A) They know how to interact with all
kinds of people. They can influence
people first without having to use
authority. They also need to know the
actions to take that are appropriate for
the situation.
(A) The ability to preserve compassion
and empathy is important. We see a lot
of things, both good and bad.
(Q) What are some of the biggest
challenges of the law enforcement
profession?
(A) Recently, it is maintaining
public trust in light of some
negative national publicity. In
Brooklyn Center, we have
worked hard the past several
years to build relationships with
all segments of our community.
We are fortunate to have great
leaders in our faith based
community, cultural groups,
businesses, and our
neighborhoods. We are working
hard to ensure these positive
relationships continue.
(A) Attracting and retaining the
best [employees]. Like other
professions, we are facing a lot of
retirements in the next few years. It
will be a challenge as law enforcement
agencies compete for the new
generation of employees.
(A) Meeting expectations of the
public. Sometimes we feel the
demands outpace our resources. That
is one reason that we use a
comprehensive approach in
determining priorities– statistical
analysis, collaboration, customer
feedback, etc.
(Q) What is one thing that you
would like people to know about
the law enforcement profession?
(A) Most cops are well-intentioned, yet
fallible. We have successes and
sometimes make mistakes. We go
through a lot of training, which
improves our outcomes. Most people
become police officers because they
want to make a real difference. We
want people to feel that what we do
matters.

Yard maintenance can be tiresome for some
people, but hiring a tree service contractor should
not be. If you have a tree that needs trimming or
removal, you should consider the following items
when hiring a service.
Many reputable companies have sufficient
work so they generally don’t go door-to-door
soliciting work. Door-knockers do not always
have your best interest in mind.
Verify the company is registered with the City;
tree maintenance services must be registered.
Registration requires specific insurance
requirements.
Be certain you receive a written contract that
outlines expectations such as dates, work to be
performed, clean-up details, total cost, etc.
Don’t be rushed to make a decision and never
pay in advance.

This time of the year is a good time to clean garages and basements. As
you begin to create the “keep” and “throw” piles, remember that some of
the more hazardous materials cannot be thrown away with regular
garbage. These materials often require special facilities to properly
process them. Twice a year a Special Material Drop-Off Day is scheduled
to get-rid-of household items such as carpet, scrap metal, appliances and
even used oil.
This spring’s Special Material Drop-Off Day will be held Saturday,
March 25, 2015 from 8 am to 3 pm. The drop-off site is located at the Brooklyn Park Operations & Maintenance Facility at
8300 Noble Ave. N. and is available to HRG residents (Brooklyn Center, Brooklyn Park, Crystal, and New Hope).
The Vietnam Veterans of America will also be accepting clothing donations during at the drop-off facility. For a complete
list of items that will be accepted for free, with a small fee, or not accepted, visit the City’s website, Search Drop-off, or call
the HRG Recycling Coordinator at (763) 493-8006.

The City of Brooklyn Center has become a Minnesota GreenStep City, joining 80 other
Minnesota cities. The GreenStep City program is a voluntary program that provides a
pathway to assist cities in achieving their sustainability goals. The program is based on the
implementation of 28 sustainability best practices that focus on cost savings, energy use
reduction, and innovation.
While Brooklyn Center has already taken some steps to become more energy efficient
(energy efficient bulbs, fleet management, etc.), the GreenStep program encourages additional actions in five main areas.
These areas include buildings and lighting, land use, transportation, environmental management, and economic and
community development. Cities that complete a certain number of best practices may become Step Two or Step Three
GreenStep Cities.

Minnesota GreenSteps Cities—A Green Goal for the Community
The Brooklyn Center 2014 Consumer Confidence Report will be available beginning May 1, 2015. This report contains
results of the monitoring performed of the City’s drinking water in 2014. The purpose of this report is to advance
consumers’ understanding of drinking water and heighten awareness of the need to protect precious water resources.
The U. S. Environmental Protection Agency (EPA) suggests regulations that limit the amount of certain contaminants in
water provided by public water systems. These regulations help ensure tap water is safe to drink. The Food and Drug
Administration regulates the limits for contaminants in bottled water, which provide the same protection for public health.
Drinking water, including bottled water, may reasonably be expected to contain at least small
amounts of some contaminants. The presence of contaminants does not necessarily indicate the
water poses a health risk. More information about contaminants and potential health effects can
be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at
(800) 426-4791.

Analyzing Your Drinking Water

Stormwater pollutants find their way into what we drink,
where we fish, and where we swim. Everything that goes
into the storm drains—grass clippings, soap, pesticides,
pet waste, etc.—makes its way to our streams.
Stormwater pollution is our biggest source of water
pollution, and we all are the solution!
What you can do:
By following the practices below, you can help reduce the
amount of pollutants making their way into stormwater.
Bag or compost leaves and grass clippings. Use zero
phosphorus fertilizer and follow proper application
procedures. Sweep spilled fertilizer off of paved
surfaces.
Properly dispose of pet waste.
Clean up any oil leaks or spills from your vehicle
from paved surfaces and dispose of automotive
fluids, paint, and other hazardous materials properly.
Avoid using pesticides and other lawn chemicals or
use them responsibly. Keep them off paved surfaces.
If you see any suspicious dumping, call 911 right
away.
If you have materials such as yard waste, used oil, or
other pollutants, you may drop them off for free or a
small fee during the Special Material Drop-Off Day on
Saturday, April 25. More information about the drop-off
day can be found on page 8.
You Are What You Drink
How to Prevent Stormwater Pollution
The City’s periodically responds to emergency failures at the
City’s lift stations. Typically these alarms are activated due to
grease buildup or items getting tangled or stuck in a pump. A
pump failure increases the chance of a sewer backup that can
affect many properties. Sewer backups are very costly and
pose a serious threat to public health and safety.
Residents and businesses play an important role in preventing
clogged sewer drains. Items that can clog the sewer collection
system or damage the wastewater pumping or treatment
facility should never be flushed down the toilet. Prohibited
items include disinfecting wipes, disposable mop and cleaning
cloths; disposable diapers, paper towels, feminine products
and other bulky so called “disposable” products; fats, oils or
greases; flammable or explosive liquids, solids or gases;
garbage, sand, metals, wood, straw or grass; wastepaper,
plastics, glass, or cat litter (including so called “flushable” cat
litter); corrosive substances, dye wastes or tanning solutions;
anything radioactive; and any
toxic substance.
Improper disposal of these
items can cause problems in the
property owner’s line as well as
the sanitary sewer main. These
products should be disposed of
properly in your household
garbage, recycling, or by other
approved waste disposal
method. Proper care of the
City’s sanitary sewer system
leads to higher efficiency, fewer
backups, and cost savings.
If you hire a private sewer cleaning service to remove tree
roots, notify the City. A secondary backup could occur if
debris from the tree roots lodge in the main City sewer line. If
you experience a sewer backup, call the Public Works
Department immediately at (763) 585-7100 Monday through
Friday from 8 am to 3:30 pm. After hours, weekends, and
holidays, call 911 to dispatch Public Utility personnel. City
Public Utility personnel will determine if the blockage is in
the City sewer line or your private sewer line free of charge.

What is wellhead protection?
Wellhead protection is a program to protect public water
supply by preventing contaminants from entering public
supply wells. The area surrounding the public wells is called
the wellhead, which contributes water to the well or well
field over time. The wellhead protection area is determined
by using technical criteria, such as the physical
characteristics of the aquifer and the effects which pumping
has on the rate and direction of groundwater movement.
Why is protecting groundwater important?
Groundwater may be contaminated by surface contaminants
such as microorganisms and chemicals. Although the City’s
wells are 300 feet deep, contamination of ground water
could eventually affect the water quality. Because we use it
for drinking water, if it is contaminated we would need to
find alternative sources for drinking. Cleaning up the
groundwater is very expensive and inefficient. Therefore, it
is better to prevent the pollution.
Why is wellhead protection required and who
administers it?
The 1986 Amendments of the Federal Safe Drinking Water
Act requires states to implement drinking water protection
programs for public water wells. The Minnesota
Groundwater Protection Act of 1989 designated the
Minnesota Department of Health (MDH) as the lead agency
for wellhead protection.
What is the City doing to protect groundwater?
The City is currently updating its Wellhead Protection Plan,
which will be reviewed and approved by the MDH. The
plan focuses on preventing contamination through the
following actions:
Determining where the drinking water
comes from, how vulnerable it is to potential
contamination, and establishing the wellhead
protection zones was completed in Phase I
in 2005. Phase I is being updated in 2015,
along with Phase II, which focuses on the
ongoing initiatives of protecting the
wellhead area.
Complying with state and federal
requirements.
Educating residents and businesses about
our water supply and management of
hazardous materials.
Monitoring drinking water and routinely testing for
contaminants.
Watching for illegal activities that may pose a significant
hazard to groundwater.
Monitoring environmental investigations, cleanups and
construction activities to minimize impact to
groundwater.
Sealing Unused Wells
Unused or “abandoned” wells must be sealed according to
Minnesota State Law. Sealing is the process of filling the
well with a special grout. Well sealing work must be
completed by a well contractor licensed by the State of
Minnesota. Unused wells can become a direct “pipeline” for
contamination into the groundwater system. Although most
wells in Brooklyn Center are four inches or smaller in
diameter, larger-diameter wells can also pose a safety hazard
for children and animals who may fall into them.
By Minnesota State law, a well must:
Be in use and operating properly; or
Have a Maintenance Permit from the MDH if it will be
used in the future. The well must meet sanitary
requirements and an annual fee is required; or
Be properly sealed.

LANGUAGE INTERPRETATION SERVICES
If you or someone you know are in need of translation services
in order to register for recreation classes or community center
memberships, language translation services are available at the
Community Center.
With the help of LanguageLine, we can provide interpreting
service in over 100 languages. LanguageLine is a service that
connects human interpreters via telephone to individuals who
wish to speak to each other but do not share a common
language. This service is provided free of charge.

Request for refunds must be made at least 24 hours
before first class.
If you cancel after the first class, make your request 24
hours before the second class. No refunds issued after
the second class.
No refunds on Boomers & Beyond programs and
Community Tripsters after the registration deadline.
Requests for refunds for Holiday, Lifeguard Training
and one day classes must be made at least 8 days
before the class start date.
Refunds will be prorated & cancellation fee deducted.
$5 cancellation fee will be charged per class or
membership up to $200. Classes or memberships over
$200, 3% of fee will be deducted from the refund.
No refunds given on classes or activities of $5 or less.
Refunds for classes, activities and memberships paid
with a credit card using online registration or paid by
cash/check at community center are refunded by
check; allow 2-3 weeks.
Refunds for classes, activities and memberships paid
with a credit card at the Community Center are
credited to same credit card.
If classes are canceled by the recreation department, a
full refund will be issued.

POLICIES & REFUND INFORMATION
LIABILITY
Auxiliary Aids - Auxiliary aids for persons with
disabilities available upon request at least 96 hours in
advance. Persons with hearing or speech impairment
served by the MN Relay Service, 711 (TTY/Voice).
Art/Cooking/Holiday Classes - Participants in art and
cooking classes should dress in old clothes and/or
bring a paint shirt or apron.
Discipline - Children who do not follow the rules set
by the instructor will be given one warning. If they
choose not to follow the rules a second time, they will
not be allowed to return. No money will be refunded.
Financial Assistance - Available for Brooklyn Center
resident youth who could not otherwise take a class
due to financial reasons. Request and registration must
be made in person at the Community Center. Not
available for one-day classes, private or adaptive swim
lessons, lifeguard training, water safety aide,
memberships or trip programs. Limited to one class
per child per season.
Inclement Weather - If classes or recreation activities
are canceled due to inclement weather, we will attempt
to make them up. For a recorded message about
activity cancellations, call 763-569-3442.
Fees - We cannot prorate class/program fees.
Late Pickup Fee - If a child is not picked up
immediately after class, $5 fee is charged for every 10
minutes after class ending time.
Missed Classes/Lessons - Sometimes conflicts may
occur in your schedule. Missed classes/lessons will not
be made up. No refunds for missed classes/lessons.
Participant Substitutions - Substitutions are not
allowed. You cannot sign up one child and replace
him/her with a sibling or friend.
Photograph Notice - Staff takes pictures of program
participants to use for publicity purposes. Photos may
appear in the brochure, on the website or other
marketing publications.
Spectators - Class attendance is limited to
participants. Spectators, including parents, siblings
and friends, are not allowed except with permission.
The Community Activities, Recreation and Services
Department does not provide accident insurance for
participants in any of its programs. Participants assume all
inherent risk of injury from their involvement in programs
or activities.

AQUATICS PROGRAM
CLASS DESCRIPTIONS
Ages 5 & older. Children may be tested the first day to assure
correct swim level. Average ratio 5 students/instructor. Parents
do not accompany child in water.
American Red Cross Swim Levels
Level 1: Introduces floating, kicking, gliding arm & leg action and
breath control. Focus is on becoming safe and comfortable in water.
Work on beginner skills.
Level 2: Introduces fundamentals of front crawl & elementary
backstroke. Must pass level 1 or able to float on their front & back.
Level 3: Builds on skills of level 2. Focus on stroke development as
participants learn to survival float, swim front crawl, diving skills, &
elementary backstroke. Scissors & dolphin kicks introduced. Learn
fundamentals of treading water.
Level 4: Butterfly, front crawl, back crawl, backstroke, & safety
skills. Learn sidestroke and breaststroke & develop endurance. Must
be able to swim 30 meters - front crawl & elementary backstroke.
Level 5: Must pass level 4 or swim 50 meters - front crawl,
elementary backstroke & demonstrate sidestroke. Refine key strokes
flip turns, & dives.
Level 6: Must swim 25 meters - breaststroke, sidestroke, back crawl,
butterfly; 75 meters-front & elementary backstroke. Focus on
completing 500 meters of continuous swimming using all strokes.
CHILDREN
BABY & ME
Ages 1-2. A fun class that introduces toddlers to the water.
Parent must accompany child in water. Child must wear a swim
diaper.
BABY & ME/PARENT & TOT COMBINATION
Ages 1-3. Parent must accompany child in water. Child must
wear a swim diaper.
PARENT AND TOT
Ages 2-3. Water adjustment and beginning swim lessons for
children. Parent must accompany child in the water. Child must

LIL’ TOTS - Level 1
Ages 3-5. Child is introduced to basic skills, safety & fun in the

LIL’ TOTS - Level 2
Ages 3-5. Designed to continue to challenge and increase skills.
Take Lil Tots Level 2 after completing Level 1. (If child has

AQUA TOTS
Children Ages 6 & Older DIVING LESSONS
Diving 1 - Learn to Dive! Attempt your first dives from the
side of pool and board. Develop elementary body control while
exploring basic take-offs, diving positions & entries. Focus is on
learning to dive safely. Prerequisite: Pass swim level 2.
Diving 2 - Springboard Fundamentals! Diving safely from the
board remains a focus as you learn to perform higher takeoffs
using forward approach or back press. Expand on the basics
with more air time. Prerequisite: Pass Diving 1 or test out.
Diving 3 - Technical Refinement! Develop better diving
through improved technique. Alignment & control standards
will include cleaner entries, tighter twists & rotations, and
overall consistency and composure. Prerequisite: Pass Diving 2
or test out.
COMPETITIVE FITNESS SWIMMER
Are you a Level 5 swimmer and interested in joining a swim
team? Stroke analysis and development, speed turns & starts
and basic fitness will be emphasized.
LIFEGUARD TRAINING
Ages 15 & up. See description on page 19.
SPECIALTY
Ages 11-18. Designed for beginners. Build your confidence in
the water. Focus is on individual needs and developing
swimming skills.
TEEN
Ages 16 & older.
ADULT & SENIOR ADULT - BEGINNER
Class will help you gain confidence & basic skills, including

Brooklyn Center Community Center. Emphasis on victim
recognition, surveillance & equipment-based rescues. Fee
includes book, Standard First Aid & CPR for the Professional
Rescuer. Attendance at all classes required.
Minimum age 15 on or before completion of class.
Must swim 300 yards continuously using these strokes in
the following order: 100 yards of front crawl using rhythmic
breathing and a stabilizing, flutter kick (rhythmic breathing can
be performed either by breathing to the side or to the front);100
yards of breaststroke using a pull, breath, kick and glide
sequence;100 yards of either the front crawl or breaststroke. The
100 yards may be a combination of front crawl or breaststroke.
No time requirement for this skill.
Starting in the water, swim 20 yards using the front crawl or
breaststroke, surface dive 7-10 feet, retrieve a 10 pound object,
return to surface, swim 20 yards back to the starting point while
maintaining two hands on the object and exit water without
using a ladder or steps within 1 minute, 40 seconds.

Brooklyn Center Area Youth-Ages 9-17. The Fun Bus will pick
up at stops listed below and bring them to the Brooklyn Center
Community Center to swim. Youth swim from 1 -3:00 pm. Must
provide own swimsuit & towel. Community Center staff will
monitor youth on the bus and at community center. This activity
is collaboratively sponsored by Brooklyn Center Recreation
Department & Brooklyn Center Schools (ISD #286).

programs as well as learn great classroom knowledge regarding
safety, swimming and great fun in the water. Fee includes

SAND & ROCK ART
Create your own masterpieces using sand and rocks! Use

HOME ALONE
SAFETY CLASS
Ages 9-12. There is no magic age at
which children develop the maturity
and good sense needed to stay alone.
This class will help prepare them to
be alone for short periods of time, before or after school or while
you run errands. They’ll make a first aid kit and learn basic first -
aid techniques. Programs include personal and home safety,
internet safety, phone skills, fire safety, escape plans, what to do
in severe weather, snack ideas, appropriate activities and more!

SOCCER - KICKIN' KIDS II
Ages 8-10, eligible for grades 3 & 4 in 2015. Participants in this
fun instructional program will review and work on mastering the
fundamentals of soccer. Majority of time spent playing soccer

Ages 10-14, eligible for grades 5-8 in 2015 who are new to or

Adventures await preschoolers at the Community Center this
summer at this new drop-off camp! Children will spend the
morning socializing with new friends and using their

The adaptive recreation program is a cooperative effort of the
cities of Brooklyn Center, Brooklyn Park, Golden Valley,
Plymouth and Maple Grove. REACH for Resources is an agency
which serves individuals with developmental disabilities and
their families. Services include adaptive recreation, independent
living support and counseling. REACH provides inclusion
support facilitators for children with disabilities who would like
to participate in their city recreation programs. Registration for
these programs is done through your recreation department.

SILVERSNEAKERS® – SilverSplash®
Activate your aqua urge for variety! This shallow water class
offers LOTs of fun moves to improve agility, flexibility and
cardiovascular endurance. No swimming ability is required and
a special SilverSneakers® kickboard is used to develop strength,
balance and coordination.
ARTHRITIS WATER EXERCISE
Joining a water exercise class gives you opportunity to exercise
in warm water with guidance from a trained Arthritis
Foundation instructor. This class can help decrease pain and
stiffness. We concentrate on walking, warm-ups, range of
motion of all major joints and low-impact exercises.
AQUA SHALLOW & DEEP WATER COMBO
Our “combo” class combines warm up, stretching, aerobic
exercise and strength training for a full body workout. The class

commit to the same class every week or who like to change up
the classes they attend. Card options for 1, 5, 8, 10 or 12 classes.

ORIENTATION
Learn proper fitness equipment techniques for a safe and
effective workout in the Exercise Room. A basic walk through

Get Active with your community!
The challenge is a fun, light-hearted way to connect with family, friends, and neighbors and get moving after a long winter. Twe nty-
three communities will compete to see which one has the most active residents. Participants from each city will have a chance to be
honored by Hennepin County & the MN Twins at a Twins home game during the 2015 season. Make it a family event by having
kids join in the fun too!

“APOLLO: WHY WE WENT TO THE MOON”
In 1961, President Kennedy challenged us to go to the moon
before the end of the decade, and this challenge is often cited as
the reason for this success. However, without a number of other
factors in place during the 1950’s and 60’s, there is little doubt
that the mission to the moon would have either failed or not
been attempted at all. Even though the moon landing was our
greatest technological achievement, this presentation will focus
on the goal itself and what helped us to accomplish it. July of
1969 will be remembered for centuries to come as the first time
mankind ventured beyond the earth’s boundaries and explored a
new world. Our speaker, David Jones has been making

Each picnic shelter has a maximum occupancy limit. If occupancy is exceeded, damage deposit may be forfeited.
Clean up of shelter and surrounding area is the responsibility of permit holder. Must leave shelter in good condition for nex t
group. If additional staff time, beyond normal cleaning, is required to clean shelter and surrounding area, additional charge s for
personnel and cleaning supplies will be deducted from damage deposit.

events. Opportunities include helping at Craft & Business Expo,
Family Fun & Games, and fundraising. Committee meets the
3rd Tuesday of the month at 4:30 pm at the Community Center.

ADVISORY COMMISSION
The Parks and Recreation Advisory Commission meets the 3rd
Tuesday of each month at 7:00 pm at the community center.
This commission advises the City Council on the parks and
recreation program in Brooklyn Center. Bud Sorenson,
chairperson; Travis Bonovsky; Jill Dalton; Gail Ebert; John
Russell; Tom Shinnick; Jerome Witalka.

•Pool admission for up to 10 children!
•Use of water slide for up to 10 children!
•Use of birthday party room for 1½ hours!
Book A Party - $47.50 non-refundable payment required
when booking party. Minimum 7 days notice required. Call

making reservation is responsible for supervising the party.
Room limit 25 including supervising parents.
Permitted - Commercially prepared or store bought cake,
pre-packaged beverages (no red, orange or grape dye) or
order pizza from restaurants.
Homemade food items not permitted.
Appropriate swimwear required in pool.
Minimum height for water slide is 52". Children less than
52" must pass swim test or be accompanied by an adult.

private functions including family reunions,
graduations and anniversary parties. Room
seating can accommodate up to 190 for
banquet style and 250 for theater style.
Philip Q. Cohen Community Room
Located on the upper level, this unique
room is available for small group functions.
Room seating can accommodate 70 for
theatre style, 30 for classroom style and 50
for banquet style.
Not permitted - Alcohol
Not permitted - Tobacco products, including smoking and
e-cigarettes
Required - 4 hour minimum

Get Fired-Up about your child’s next birthday
party! Each guest will hand build a turtle or
bowl (dependent on age) out of clay. Fee
includes use of room, pottery instructor, clay,
glaze & firing for up to 10 children. Host parent will be called
when pieces come out of the kiln and are ready for pick-up.
•Use of birthday party room for 2 hours! (45 min clay
building, 1hour, 15 min. for food, cake & present opening).

50 Meter Swimming Pool — Ages 6 & younger must be accompanied by an adult. Appropriate swimwear required.

Water Slide — Children less than 52" tall who wish to use the water slide must pass swim test or be accompanied by an adult.
The recreation department reserves the right to open the water slide during non -scheduled times.
Exercise Room — Ages 15 & older. Shirts and tennis shoes required.
Sauna — Ages 18 & older. Children not allowed even if accompanied by an adult.
Locker Rooms — Coin operated lockers (25¢) available. No one over age 5 allowed in opposite gender locker rooms.

Membership entitles member to use the swimming pool, water slide, diving boards, exercise room & sauna during open hours.
Proof of same address required for dual, senior, senior dual, household & household+ memberships.
Individual Membership — Available to one person.

Senior Membership — Available to Brooklyn Center senior residents age 62 & older.
Senior Dual Membership — Available to two Brooklyn Center senior residents age 62 & older both residing at same address.
Household Membership — Available to two adults & up to three dependents age 17 & younger or full-time students age 22 &
younger who are attending post -secondary school. Proof of post-secondary status required.
