Attached for your reference is a copy of the Certification Form that is required by the State to be completed at the initial meeting of the Local Board of Appeal and Equalization and any subsequent reconvening of this meeting. Mayor Willson and Council Member Ryan have previously completed the training required under Minnesota Statute 274.014 and have the necessary certification for this year's meeting. The County Assessor's Office will have this form available for the signatures of all Board Members present. The following members of the Hennepin County Assessor's Office will be present to answer questions and assist in this year's Local Board Reconvene Meetings: Rob Winge, Principal Residential Appraiser Janene Hebert, Senior Appraiser Agenda Item # 4 Assessor's Report Following the April 201h Local Board of Appeal and Equalization Meeting, the Assessors met with each appellant and arrived upon the following recommendations after physical review of the property and a review of market comparables. Each appellant has agreed with the Assessor's recommendation and will not be in attendance.at the Reconvening Meeting a.Matthew Yackel 5912 Camden Ave. North 01-118-21-12-0019 Assessor's recommendation: A value change from $203,400 to $190,000. b.Eretz, Lie. 5915 John Martin Drive 02-118-21-12-0011 Assessor's recommendation: A value change from $562,000 to $411,000. Tech Pheng Ung & Thu Kim Ung 5329 Brooklyn Boulevard 03-118-21-44-0006 Assessor's recommendation: To sustain the 2015 estimated market value of $219,000. The property owner withdrew his appeal after the first Local Board meeting Also, attached for your reference is a copy of the April 21, 2014 minutes of the Board of Appeal and Equalization Meeting. Agenda Item #5. Adjournment Recommendation: Motion to adjourn the 2015 Local Board of Appeal and Equalization Reconvene Meeting. MINNESOTA REVENUE Local Board of Appeal and Equalization Certification Form for 2015 The Local Board of Appeal and Equalization (LBAE) must complete and sign this form for each meeting of the local board. Since all local boards are required to comply with the training and quorum requirements, this form must be completed even if no appeals are heard. At the end of each LBAE meeting, the county assessor or authorized city assessor takes possession of the completed form. Councilmember April Graves was absent and unexcused. Also present were City Manager Curt Boganey, Director of Business and Development Gary Eitel, and Deputy City Clerk Maria Rosenbaum. Others present from Hennepin County were Principal Residential Appraiser Rob Winge, Residential Appraiser Jill Brenna, Senior Appraiser Janene Herbert, and Junior Appraiser Kelly Ebert. 3.LOCAL BOARD OF APPEAL AND EQUALIZATION (LBAE) CERTIFICATION FORM The Local Board of Appeal and Equalization Certification form was signed by the Board Members present. 4.QUESTIONS REGARDING THE LOCAL BOARD OF APPEAL AND EQUALIZATION DUTIES There were no questions regarding the Local Board of Appeal and Equalization duties. 5. APPEARANCES BY TAXPAYERS WITH APPOINTMENTS Stephanie Nyhus - 4810 Lilac Drive North (Allied Products) had requested an appointment to appear before the Local Board of Appeal and Equalization regarding this property. The Assessor's Office received an e-mail that Allied Products had decided to drop their appeal. 04/20/15 -1- 6. APPEARANCES BY TAXPAYERS WITHOUT AN APPOINTMENT Director of Business and Development Gary Eitel informed that there were several properties the Assessor's Office had been working with and recommendations were prepared for Board approval this evening; however, there were also some taxpayers present this evening. Matthew Yackel, 5912 Camden Avenue N, addressed the Board to appeal his 2016 property value notice and questioned why over the past two years his value has increased approximately $52,000. Sally Rubenstein, 5915 John Martin Drive, addressed the Board to appeal the 2016 property value notice and informed that a structure on this property had been torn down last year. Tech Ung, 5333 Brooklyn Boulevard, addressed the Board to appeal his 2016 property value notice and questioned the $18,000 increase on his property. Mr. Ung also questioned if the bus stop in front of his property could be removed. Mayor Willson informed that he believed this would be an issue for the Met Council; however, would ask staff look into his concern regarding any law enforcement issues. Mayor Willson informed that the process for this evening would be for the Board to hear and accept appeals from taxpayers and then have those present set up appointments to have their properties reviewed by the Assessor's Office. The Board will then reconvene on May 4, 2015, to review the recommendations from the Assessor's Office and take action at that time. Before making a motion however; the Board would hear from the Assessor's Office regarding the properties that had been previously reviewed and the recommendations for the Board. Residential Appraiser Jill Brenna discussed the annual review process and format and provided a summary of the following properties being presented this evening with a recommendation after a physical review of the property and review of market comparables. This property is being recommended to continue on to the Hennepin County Board of Review and Equalization. 8.SET DATE OF LOCAL BOARD OF APPEAL AND EQUALIZATION RECONVENE MEETING There was a motion by Councilmember Myszkowski, seconded by Councilmember Lawrence- Anderson to accept no more appeals and set May 4, 2015, 6:00 p.m. for the Local Board of Appeal and Equalization Reconvene Meeting.
