HomeMy WebLinkAbout2015 05-04 CCM Board of Appeal and Equalization Reconvene MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA BOARD OF APPEAL AND EQUALIZATION RECONVENE MAY 4, 2015 CITY HALL—COUNCIL CHAMBERS 1. CALL TO ORDER The Brooklyn Center City Council reconvened the Local Board of Appeal and Equalization and the meeting was called to order by Mayor Pro Tem Ryan at 6:03 p.m. 2. ROLL CALL Mayor Pro Tem Dan Ryan and Councilmembers April Graves, Kris Lawrence-Anderson, and Lin Myszkowski. Mayor Tim Willson was absent and unexcused. Also present were City Manager Curt Boganey, Business and Development Director Gary Eitel, and Deputy City Clerk Maria Rosenbaum. Others present from the Hennepin County Assessor's Office were Principal Residential Appraiser Rob Winge and Senior Appraiser Janene Herbert. 3. LOCAL BOARD OF APPEAL AND EQUALIZATION (LBAE) CERTIFICATION FORM The Local Board of Appeal and Equalization Certification form was signed by all Board Members present. 4. ASSESSOR'S REPORT Principal Residential Appraiser Rob Winge discussed that following the April 20, 2015, Local Board of Appeal and`Equalization meeting staff from the Hennepin County Assessor's Office met with each of the following appellants and arrived upon recommendations after a physical review of the properties, along with a review of market comparables. Each of the following appellants has agreed with the Assessor's recommendations: Matthew Yackel 5912 Camden Avenue N 01-118-21-12-0019 Assessor's recommendation: A value change from $203,400 to $190,000. 05/04/15 -1- A motion by Mayor Pro Tem Ryan, seconded by Councilmember Myszkowski to accept the Hennepin County Assessor's Department recommendation at this time for a payable 2015 market value estimate of$190,000. Motion passed unanimously. Eretz, LLC 5915 John Martin Drive 02-118-21-12-0011 Assessor's recommendation: A value change from$562,000 to $411,000. A motion by Mayor Pro Tem Ryan, seconded by Councilmember Myszkowski to accept the Hennepin County Assessor's Department recommendation at this time for a payable 2015 market' value estimate of$411,000. Motion passed unanimously. Tech Pheng Ung and Thu Kim Ung 5329 Brooklyn Boulevard 03-118-21-44-0006 Assessor's recommendation: To sustain the 2015 estimated market value of $219,000. The property owner withdrew his appeal after discussing his value on April 20, 2015, at the Local Board of Appeal and Equalization meeting. This recommendation should remain and be included with this meeting with no change in case the appellant would like to go before the County Board. A motion by Mayor Pro Tem Ryan, seconded by Councilmember Myszkowski to sustain the 2015 estimated market value for this property at$219,000. Motion passed unanimously. 5. ADJOURN A motion by Councilmember Lawrence-Anderson, seconded by Councilmember Myszkowski to adjourn the meeting at 6:07 p.m. Motion passed unanimously. 05/04/15 -2- STATE OF MINNESOTA) COUNTY OF HENNEPIN) ss. Certification of Minutes CITY OF BROOKLYN CENTER) The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn Center, Minnesota, certifies: 1. That attached hereto is a full, true, and complete transcript of the minutes of the Continued Board of Appeal and Equalization Session of the City Council of the City of Brooklyn Center held on May 4, 2015. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3. That the City Council adopted said minutes at its May 26, 2015, Regular Session.
