—The EDA requests that attendees turn off cell phones and pagers during the meeting. A
copy of the full City Council packet, including EDA (Economic Development Authority),
is available to the public. The packet ring binder is located at the front of the Council
Chambers by the Secretary.

—The following items are considered to be routine by the Economic Development
Authority (EDA) and will be enacted by one motion. There will be no separate
discussion of these items unless a Commissioner so requests, in which event the item will
be removed from the consent agenda and considered at the end of Commission
Consideration Items.

1.CALL TO ORDER
The Brooklyn Center Economic Development Authority (EDA) met in Regular Session called to
order by President Tim Willson at 9:06 p.m.
2.ROLL CALL
President Tim Willson and Commissioners April Graves, Kris Lawrence-Anderson, Lin
Myszkowski, and Dan Ryan. Also present were Executive Director Curt Boganey, Director of
Business and Development Gary Eitel, Assistant City Manager/Director of Building and
Community Standards Vickie Schleuning, City Attorney Troy Gilchrist, and Denise Bosch,
TimeSaver Off Site Secretarial, Inc.
3.APPROVAL OF AGENDA AND CONSENT AGENDA
Commissioner Graves moved and Commissioner Lawrence-Anderson seconded to approve the
Agenda and Consent Agenda, and the following item was approved:

4.COMMISSION CONSIDERATION ITEMS
4a. RESOLUTION NO. 2015-15 APPROVING TRANSFER OF PARCEL #34-119-21-
14-0004 (3112 67TH AVE N)
Assistant City Manager/Director of Building and Community Standards Vickie Schleuning
introduced the item, discussed the history, discussed the process and stated the purpose of the
proposed resolution. She also thanked and acknowledged participants involved in this process.
On July 13, 2015, the EDA called for a Public Hearing to be held July 27, 2015; notice was
published in the official newspaper on July 16, 2015.

Commissioner Graves asked who will be doing the work. Ms. Schleuning replied that the
projects go out for bid.
Commissioner Graves asked if the bids are going to the same companies. Ms. Schleuning
replied that there are some companies that have been awarded more than one bid.
Commissioner Myszkowski left the meeting at 9:18 p.m.
Commissioner Ryan thanked Ms. Schleuning for her work on these projects. He stated that the
improvements are significantly above what a private contractor would do. The homes are
acquired for a modest amount and will be rehabilitated and be owner occupied.
Commissioner Ryan moved and Commissioner Graves seconded to open the Public Hearing.
Motion passed unanimously.
No one wished to address the EDA.
Commissioner Lawrence-Anderson moved and Commissioner Ryan seconded to close the Public,
Hearing.
Motion passed unanimously.
Commissioner Graves moved and Commissioner Lawrence-Anderson seconded to adopt
RESOLUTION NO. 2015-15 Approving Transfer of Parcel #34-119-21-14-0004 (3112 67th Ave
N).
Motion passed unanimously.
5b. RESOLUTION NO. 2015-16 ACCEPTING BID AND AWARDING CONTRACT
FOR DEMOLITION OF EDA OWNED PROPERTY LOCATED AT 6121
BROOKLYN BOULEVARD (FORMER CARS WITH HEART USED CAR
DEALERSHIP)
Director of Business and Development Gary Eitel, introduced the item, discussed the history,
outlined the process, and stated the purpose of the proposed resolution.
Commissioner Graves asked if Rachel Contracting had done work in another building that had
asbestos issues. Mr. Eitel stated that this company had worked on removing asbestos at the
Brookdale Mall.
Commissioner Graves moved and Commissioner Ryan seconded to adopt RESOLUTION NO.
2015-16 Accepting Bid and Awarding Contract for Demolition of EDA Owned Property Located
at 6121 Brooklyn Boulevard (Former Cars with Heart Used Car Dealership)
Motion passed unanimously.

SUBJECT: Resolution calling for a Public Hearing for the transfer of EDA property to the
City of Brooklyn Center for the use in a Land Exchange for a Trail (340153 d
Ave N)
Recommendation:
It is recommended that the Economic Development Authority (EDA) approve the resolution
calling for a Public Hearing for the transfer of EDA property to the City of Brooklyn Center for
the use in a Land Exchange for a Trail. (3401 53 d Ave N)
Background:
On July 27, 2015, the City Council held a Public Hearing and passed the ordinance for
conveyance of the property located at 340153 d Ave N to Lake Point Properties LLC to
exchange property to in order to create a public trail. The ordinance will go into effect on
August 27, 2015.
A summary of the steps required to execute the land exchange is:
• EDA conduct a Public Hearing and approve a resolution authorizing a Land Exchange
Agreement and conveyance of the Subject Property to City. (Tentative 08/24/2015)
• City Council approve an Ordinance approving the Land Exchange Agreement and
authorizing the conveyance of the Subject Property to Lake Point Apartments LLC in
exchange for a Trail. (Completed 07/27/2015) First reading was conducted on
7/13/2015), and the Public Hearing and second reading completed on 07/27/2015.
• All parties sign the Land Exchange Agreement.
• Thirty days after publication of the ordinance, the closing of the exchange of the Subject
Property deed to Lake Point Apartments LLC and for a Trail executed by the City and
Lake Point Apartments, LLC will occur.
City staff will work with Three Rivers Park District to design and construct the trail. The
construction of the trail is tentatively planned for fall 2015, and is included in the Capital
Improvement Plan.
Budget Issues:
The costs associated with this transaction are budgeted out of the TIF 3 Housing Fund.

Commissioner introduced the following resolution and moved its
adoption:
EDA RESOLUTION NO:
RESOLUTION CALLING FOR A PUBLIC HEARING REGARDING THE
PROPOSED TRANSFER AND CONVEYANCE OF A PARCEL OF PROPERTY TO
THE CITY (340153 r' AVE N)
WHEREAS, the Economic Development Authority of Brooklyn Center, Minnesota
("EDA") owns a parcel of property described as the North 110.02 feet of the East 142.6 feet of
the Northwest Quarter of the Northeast Quarter of Section 10, Township 118, Range 21,
Hennepin County, Minnesota (Torrens Certificate of Title No. 1353209) ("Subject Property");
and
WHEREAS, the EDA proposes to transfer and convey the Subject Property to the City of
Brooklyn Center ("City") to enable a land exchange with Lake Point Apartments LLC to create a
public trail; and
WHEREAS, the EDA needs to hold a Public Hearing before acting on the transfer of the
Subject Property to the City.
NOW, THEREFORE, BE IT RESOLVED, by the EDA of Brooklyn Center, Minnesota
as follows:
1.A Public Hearing regarding the proposed transfer and conveyance of the Subject Property
to the City will be held at the regularly scheduled EDA meeting on August 24, 2015,
which will be held immediately following the adjournment of the City of Brooklyn
Center regular council meeting scheduled for 7:00 p.m.
2.Staff is authorized and directed to publish the attached Notice of Public Hearing on the
proposed transfer and conveyance of the Subject Property in the City's official newspaper
not later than ten days prior to August 24, 2015.

Notice is hereby given that the Economic Development Authority of Brooklyn Center,
Minnesota will hold a Public Hearing on August 24, 2015, at the Brooklyn Center City Hall,
6301 Shingle Creek Parkway, Brooklyn Center, Minnesota, to be held immediately following the
adjournment of the City of Brooklyn Center regular council meeting scheduled for 7:00 p.m.
The Public Hearing is about the transfer and conveyance to the City of Brooklyn Center of a
parcel of EDA property described as the North 110.02 feet of the East 142.6 feet of the
Northwest Quarter of the Northeast Quarter of Section 10, Township 118, Range 21, Hennepin
County, Minnesota (Torrens Certificate of Title No. 1353209) to facilitate an exchange of land
between the City and Lake Point Apartments LLC to create a public trail.
